MINUTE RECORD PAPILLION MAYOR/ CITY COUNCIL RETREAT MINUTES FRIDAY, JANUARY 20, 2023 ( d 9: 00 A. M. The Mayor and City Council of the City of Papillion met in open and public session for a retreat at the Natural Resources Center Meeting Room, Chalco Hills, 8901 S 154th St, Omaha, on January 20, 2023, at 9: 00 AM. City Clerk Nicole Brown called the roll. Present were Councilmembers Steve Sunde, Tom Mumgaard, Jason Gaines, James Glover, Dave Fanslau, Lu Ann Kluch, Bob Stubbe, Steve Engberg, and Mayor David P. Black. Also present were City Administrator Amber Powers, Deputy City Administrator Phil Green, and Deputy Administrator of Community Development Mark Stursma. Mayor Black led those present in the Pledge of Allegiance. Affidavit of Publication: Notice of the meeting was given in the Sarpy County Guide & News, the designated method of giving notice. A copy is available in the office of the City Clerk. Public Announcement that a current copy of the open meeting act was present at the meeting. Short and Long Term Planning: 1) Looking Back Mayor Black began the retreat by reviewing the City' s vision, mission, values, and strategic goals, which include: 1. Maintain and improve downtown 2. Maintain the small- town feel — a sense of community 3. Manage growth and development 4. Maintain a strong financial position 5. Implement and manage existing plans Discussion was then held regarding the City' s financial history ( including bonded debt) and a timeline of past retreats and City milestones in between. Mayor Black called for a brief break at 9: 59 AM. Upon returning from break at 10: 10 AM, Mayor Black discussed department accomplishments over the last three years ( since the previous retreat) as they relate to the strategic goals as determined by the Council. 2) Looking Forward Mayor Black and City Administrator Amber Powers provided an update on the status of union contract negotiations as well as the Fire Chief hiring process. They then provided a general staffing update and steps being taken to address recruiting and retention, such as a hiring referral program, succession planning, leadership and supervisor training, and seasonal staffing difficulties. Mayor Black called for a break at 11: 35 AM. 1 January 20, 2023 Upon returning from break at 11: 46 AM, Mayor Black discussed the current development process and the general timeline for a new development from start to finish. He then discussed goals he has been working toward with the Building and Planning Departments for improving builders' and developers' customer experience, and provided updates on various projects. CLOSING COMMENTS: The Council briefly discussed its philosophy on housing diversification. Mayor Black provided clarification received from City Attorney Alan Thelen regarding the intent of public hearings during Council meetings. ADJOURNMENT: Mayor Black asked for a motion to adjourn. Motion by Councilmember Glover, second by Councilmember Mumgaard. Upon roll call vote, Sunde, Mumgaard, Gaines, Glover, Fanslau, Kluch, Stubbe, and Engberg all voted yes. Voting no: none.
