MINUTE RECORD PAPILLION CITY COUNCIL MINUTES TUESDAY, MARCH 21, 2023 7: 00 P. M. The City Council of the City of Papillion met in open and public session in the City Council Chambers at Papillion City Hall, 122 E Third St, on March 21, 2023, at 7: 00 PM. Deputy City Clerk Taylor Baratta called the roll. Present were Councilmembers Steve Sunde, Tom Mumgaard, Jason Gaines, Jim Glover, Dave Fanslau, Lu Ann Kluch, Bob Stubbe, Steve Engberg, and Mayor David P. Black. Also present were City Administrator Amber Powers, Deputy City Administrator Phil Green, Deputy Administrator of Community Development Mark Stursma, Finance Director Nancy Hypse, Recreation Director Tracy Stratman, Parks and Facilities Director Tony Gowan, Police Chief Chris Whitted, City Attorney Alan Thelen, Planning Director Travis Gibbons, Fire Chief Bill Bowes, Deputy Fire Chief Jeff Jones, Public Works Director Michael Kleffner, Human Resources Director Carrie Svendsen, Chief Building Official Brad Sojka, and Library Director Matt Kovar. Public announcement that a current copy of the Open Meetings. Act is posted in the Council Chambers. Oaths of Office: Fire Chief Bowes introduced new firefighters Hailey Olson and James Engberg. Ms. Olson and Mr. Engberg introduced their family and friends present. Mayor Black administered the oaths of office. ADMINISTRATOR' S REPORT: City Administrator Amber Powers provided an update: ( 1) Congratulations to Robert Gottsch on his appointment ( pending Council approval tonight) as Fire Chief; ( 2) the Police Department hosted a drone workshop; ( 3) the 2023 Easter Eggstravaganza will be held at Halleck Park on April 1. ORD. 1990 - An ordinance to change the official zoning map of the City of Papillion in accordance with Section 205- 32 of the Papillion Municipal Code to adopt a zoning map and to apply existing or future zoning regulations, property use regulations, building ordinances, electrical ordinances, plumbing ordinances, and all other regulatory ordinances of the City of Papillion pursuant to Neb. Rev. Stat. § 16- 901 and to provide for 3 March 21, 2023 an effective date thereof— Travis Gibbons— 597- 2077. Mayor Black opened the public hearing and called for proponents and opponents. R23- 0041 — A resolution to approve a filing extension until July 2, 2023, for the Seventy Two Place ( Phase 2) Final Plat for the property legally described as all of Outlot D, Seventy Two Place, together with part of the NE 1/ 4 of the NW 1/ 4 located in Section 1, T13N, R12E of the 6th P. M., Sarpy County, NE, generally located SE of 72nd St& Schram Rd. The applicant is Papio Park, LLC. ( Seventy Two Place ( Phase 2)) — Travis Gibbons — 597- 2077. Motion to approve RES. R23- 0044 — A resolution to approve of the appointment of Robert ( Robb) J. Gottsch as Papillion Fire Chief— Mayor David P. Black— 827- 1111. Motion to approve RES. R23- 0044 by Councilmember Gaines, second by Councilmember Kluch. Mayor Black called for proponents and opponents. None came forward. Mayor Black briefly provided Mr. Gottsch' s background. Councilmember Gaines asked if Mayor Black would explain the hiring process. Mayor Black explained how a candidate is chosen. Upon roll call vote, Sunde, Mumgaard, Gaines, Glover, Fanslau, Kluch, Stubbe, and Engberg all voted yes. Voting no: none. Motion passed. RES. R23- 0046 — A resolution to approve an Interlocal Cooperation Agreement between Sarpy County and the Cities of La Vista and Papillion, to create a Sarpy County Dive Team Bill Bowes— 339- 8617. Motion to approve RES. R23- 0046 by Councilmember Glover, second by Councilmember Kluch. Mayor Black called for proponents and opponents. Proponent: None. 4 March 21, 2023 Opponent: None. Neutral: Edward Weniger, 1709 Ridgeview Dr, asked if more information could be provided regarding the purpose of the dive team. Mayor Black explained that the joint dive team would be used for water emergencies. Upon roll call vote, Sunde, Mumgaard, Gaines, Glover, Fanslau, Kluch, Stubbe, and Engberg all voted yes. Voting no: none. Motion passed. ORD. 1991 — An ordinance to approve the sale of land to Tri- City Food Pantry and the publication of Notice of Intent to Sell City Property — Amber Powers — 827- 1111. Motion to approve ORD. 1991 by Councilmember Sunde, second by Councilmember Gaines. Upon roll call vote, Sunde, Mumgaard, Gaines, Glover, Fanslau, Kluch, Stubbe, and Engberg all voted yes. ADMINISTRATIVE REPORTS: Committee Reports: Finance and Administration Committee: Councilmember Engberg stated that the Committee discussed the potential annexation of Generations and voted 3- 1 to recommend continuing with the process as long as contingencies with Sarpy County are resolved. Councilmember Sunde briefly explained why he voted against this recommendation. Comments from the Floor: None. Comments from Mayor and Council: Mayor Black provided an update on his events: ( 1) Mayor Black, Ms. Powers, and City Councilmembers participated in the final Fire Chief interview; ( 2) Mayor Black and staff attended the Ribbon Cutting for Caniglia' s A Mano; ( 3) Mayor Black, Ms. Powers, and Mr. Stursma met with Mike Rooks, Executive Director of Grow Sarpy; ( 4) Mayor Black and staff participated in the St. Patrick' s Day Luncheon hosted by the Papillion 55+ Club and the La Vista Senior Center.
