MINUTE RECORD PAPILLION CITY COUNCIL MINUTES THURSDAY, JUNE 8, 2023 (&. 6: 00 P. M. The City Council of the City of Papillion met in open and public session in the City Council Chambers at Papillion City Hall, 122 E Third St, on June 8, 2023, at 6: 00 PM. City Clerk Nicole Brown called the roll. Present were Councilmembers Tom Mumgaard, Jason Gaines, Dave Fanslau, Lu Ann Kluch, Bob Stubbe, Steve Engberg, and Mayor David P. Black. Councilmembers Steve Sunde and Jim Glover were absent. Also present were City Administrator Amber Powers, Deputy City Administrator Mark Stursma, Finance Director Nancy Hypse, Parks and Facilities Director Tony Gowan, Recreation Director Tracy Stratman, Assistant City Attorney Carla Heathershaw Risko, Planning Director Travis Gibbons, and Communications Manager Trent Albers. Mayor Black led those present in the Pledge of Allegiance. Affidavit of Publication: Notice of the meeting was given in the Sarpy County Times, the designated method of giving notice. A copy is available in the office of the City Clerk. Incorporated herein by reference as if fully set out herein is the audio and visual recording of the council meeting. Public announcement that a current copy of the Open Meetings Act is posted in the Council Chambers. CONSENT AGENDA ITEMS: ( 1) Approval of the agenda as presented; ( 2) Approval of the minutes from the June 6, 2023, City Council Meeting; ( 3) RES. R23- 0104 — A resolution to acknowledge formal compliance with statutory annexation notification requirements related to the City of Papillion' s annexation of property outlined in ORD. 1998 — Nicole Brown — 597- 2021. Motion to approve the Consent Agenda by Councilmember Gaines, second by Councilmember Engberg. Mayor Black called for proponents and opponents. None came forward. Upon roll call vote, Mumgaard, Gaines, Fanslau, Kluch, Stubbe, and Engberg all voted yes. Voting no: none. Absent: Sunde and Glover. Motion passed. ORDINANCES THIRD READING AND RESOLUTIONS: ORD. 1998 — An ordinance to annex certain real estate to the City of Papillion, Nebraska, and to provide for an effective date thereof ( 2023 Annexation # 3) — Mark Stursma — 597- 2077. Motion to approve ORD. 1998 by Councilmember Fanslau, second by Councilmember Mumgaard. Mayor Black called for council discussion and briefly explained the reason for holding a special meeting. He then explained that Tract C would generate revenue in the form of online sales tax, which cannot be calculated during analysis due to limited information available from the Nebraska Department of Revenue. Councilmember Mumgaard stated that he is in support of this annexation and bundling areas that are already cash flowing with residential areas that are close in order to bring people into city limits sooner. Councilmembers Fanslau and Kluch agreed with Councilmember Mumgaard. Upon roll call vote, Mumgaard, Gaines, Fanslau, Kluch, Stubbe, and Engberg all voted yes. Voting no: none. Absent: Sunde and Glover. Motion passed. 1 June 8, 2023 ORD. 1999 — An ordinance to change the official zoning map of the City of Papillion in accordance with Section 205-32 of the Papillion Municipal Code to adopt a zoning map and to apply existing or future zoning regulations, property use regulations, building ordinances, electrical ordinances, plumbing ordinances, and all other regulatory ordinances of the City of Papillion pursuant to Neb. Rev. Stat. § 16- 901 and to provide for an effective date thereof ( 2023 Annexation # 3) — Travis Gibbons — 597- 2077. Motion to approve ORD. 1999 by Councilmember Gaines, second by Councilmember Kluch. Upon roll call vote, Mumgaard, Gaines, Fanslau, Kluch, Stubbe, and Engberg all voted yes. Voting no: none. Absent: Sunde and Glover. Motion passed. ADJOURNMENT: Motion to adjourn by Councilmember Kluch, second by Councilmember Gaines. Upon roll call vote, Mumgaard, Gaines, Fanslau, Kluch, Stubbe, and Engberg all voted yes. Voting no: none. Absent: Sunde and Glover. Motion passed. Meeting adjourned at 6: 11 PM.
