MINUTE RECORD PAPILLION CITY COUNCIL MINUTES TUESDAY, APRIL 1, 2025 0. 7: 00 P. M. The City Council of the City of Papillion met in open and public session in the City Council Chambers at Papillion City Hall, 122 E Third St, on April 1, 2025, at 7: 00 PM. City Clerk Nicole Brown called the roll. Present were Councilmembers Steve Sunde, Tom Mumgaard, Jason Gaines, Jim Glover, Dave Fanslau, Lu Ann Kluch, Bob Stubbe, Steve Engberg, and Mayor David P. Black. Also present were City Administrator Amber Powers, Deputy City Administrator Mark Stursma, Assistant Finance Director Sally Jones, Recreation Director Tracy Stratman, Parks and Facilities Director Tony Gowan, Police Chief Chris Whitted, City Attorney Nicole Hutter, Planning Director Travis Gibbons, Fire Chief Robb Gottsch, Public Works Director Michael Kleffner, Assistant Human Resources Director Jeremy Jensen, Communications Director Trent Albers, and Community Development Director Michelle Andahl. Mayor Black led those present in the Pledge of Allegiance. ADMINISTRATOR' S REPORT: City Administrator Amber Powers provided an update: ( 1) City received a significant grant for the Papio Bay renovation project; ( 2) The Walnut Creek Recreation Area campground is now 3) LibraryCon will be taking place at Papillion Landing on April open; ( 5; ( 4) The City' s Easter egg hunt will be held on April 12 at Halleck Park; ( 5) Spring Cleanup Days will be held April 7- 13. R25- 0068 — PUBLIC HEARING AND VOTE — A resolution to approve the First Amendment to the Highway 370 Mixed- Use Development Mixed Use Development Agreement — Travis Gibbons — 597- 2077. Mayor Black opened the public hearing and called for proponents and opponents. Proponent: Brent Beller, Fullenkamp Jobeun Johnson & Beller, 11440 W Center Rd # C, Omaha, stepped forward on behalf of the applicant and discussed the reason for the amendment request, as well as provided an update on the overall project. Councilmember Kluch and Councilmember Sunde expressed concern with the location of a restaurant and hotel backing to the existing residential area on 90th St. Mr. Beller noted that at this point this is just a plan but that the general commercial usage has not changed. He also stated that 90th St is being expanded as part of the development plan. Councilmember Fanslau stated that he does not believe there is a better place within the development for the specific use related to this amendment( auto services). Councilmember Stubbe and Councilmember Glover asked if there would be any type of outdoor storage allowed at the auto services site and what would be visible from 84th St and HWY 370. Mr. Beller noted that outdoor storage is not allowed according to the mixed use agreement. Neutral: Keri Quintanilla, 305 Valley Rd, noted that she has heard work will be done on the north side of the drainage area that could impact homeowners. Mayor Black stated that a staff member could discuss the issue with her after the meeting since it wasn' t specific to the agenda item. No one else came forward and the public hearing was closed. Comments from the Floor: Rachel Dunham, 707 Crest Dr, asked why Councilmember Kluch was absent from the March 18, 2025, City Council Meeting for the vote on the topic of allowing urban chickens. Comments from Mayor and Council: Mayor Black provided an update on his events: ( 1) Mayor Black and Amber Powers met with Sarpy County Commissioner David Klug and County Administrator Bonnie Moore; ( 2) Mayor Black and Amber Powers participated in a United Cities meeting regarding current legislative topics; ( 3) Mayor Black and staff met to discuss downtown parking; ( 4) Mayor Black attended the State Chamber Legislative Update event; ( 5) Mayor Black, Amber Powers, and Mark Stursma attended a Wastewater Agency Board Meeting. Closed Session: Mayor Black stated for the record that the purpose of the closed session was to protect the public interest to discuss land negotiations. Motion to go into closed session by Councilmember Glover, second by Councilmember Kluch. Mayor Black called for proponents and opponents. None came forward. Upon roll call vote, Sunde, Mumgaard, Gaines, Glover, Fanslau, Kluch, Stubbe, and Engberg all voted yes. Voting no: none. Motion passed. Mayor Black restated for the record that the purpose of the closed session was only to discuss land negotiations. He then stated that the closed session would include the following: Mayor, City Council, City Administrator, City Clerk, City Attorney, and Planning Director. The closed session began at 7: 54 PM. Upon returning from closed Mayor Black stated for the record that the only item session, discussed in closed session was land negotiations. Motion to return from closed session by Councilmember Gaines, second by Councilmember Glover. Upon roll call vote, Sunde, Mumgaard, Gaines, Glover, Fanslau, Kluch, Stubbe, and Engberg all voted yes.
