PAPILLION MAYOR/ CITY COUNCIL RETREAT MINUTES
WEDNESDAY, JULY 9, 2025 9: 00 A. M.
The Mayor and City Council of the City of Papillion met in open and public session for a
retreat at Papillion Fire Station # 2, 11749 S 108th St, Papillion, on July 9, 2025, at 9: 00
AM. City Clerk Nicole Brown called the roll. Present were Councilmembers Steve Sunde,
Tom Mumgaard, Jason Gaines, James Glover, Dave Fanslau, Becky Hoch, Bob Stubbe,
Steve Engberg, and Mayor David P. Black. Also present were City Administrator Amber
Powers and Deputy City Administrator Mark Stursma.
Mayor Black led those present in the Pledge of Allegiance.
Affidavit of Publication: Notice of the meeting was given in the Sarpy County Times, the
designated method of giving notice, on July 2, 2025. A copy is available in the office of
the City Clerk. Public Announcement that a current copy of the open meeting act was
present in the meeting room.
SHORT AND LONG TERM PLANNING:
1) Lookinq Back
Mayor Black began the retreat by reviewing the City' s vision, mission, values, and
strategic goals, which include:
1. Maintain and improve downtown
2. Maintain the small- town feel and sense of community
3. Manage growth and development
4. Maintain a strong financial position
5. Implement and manage existing plans
Discussion was then held regarding major accomplishments supportive of the mission
and goals, results from the National Community Survey, trend history ( including bonded
debt and housing trends), and City workforce reports. Mayor Black called for a brief break
at 11: 21 AM.
2) Looking Forward
Upon returning from break at 11: 30 AM, Mayor Black and City Administrator Amber
Powers provided update on the status of current facility projects and briefly discussed
upcoming facility needs. Discussion was then held regarding the city' s growth and the
analyses taking place to manage that growth, including a downtown parking study, annual
annexation analysis, and customer experience practices. Mayor Black called for a break
at 12: 22 PM.
Upon returning from break at 12: 30 PM, Mayor Black, Ms. Powers, and Finance Director
Nancy Hypse discussed the budget timeline and review process, and provided highlights
of the proposed FY2025- 2026 budget. Mayor Black called for a break at 1: 15 PM.

Upon returning from break at 1: 20 PM, City Attorney Nicole Rutter provided a review of
the Nebraska Open Meetings Act, the Personal Privacy Protection Act, and the Public
Records Act and highlighted recent legislative updates. Councilmember Glover left the
meeting at 1: 30 PM.
Community Development Director Michelle Andahl presented information regarding the
LF840 (TIF) process and eligibility requirements. Councilmember Gaines left the meeting
at 2: 15 PM.
Fire Chief Robb Gottsch provided an overview of mutual aid calls over the last five years
and discussed potential locations for a fifth fire station.
Deputy City Administrator Mark Stursma provided information regarding pocket
neighborhoods and the possibility of adopting a new zoning district. Council discussed its
philosophy regarding side yard setbacks.
They then discussed potential legislation topics and received an update on upcoming
labor union negotiations. Councilmember Stubbe left the meeting at 3: 55 PM.
CLOSING COMMENTS:
Mayor Black briefly reviewed the Council' s previously adopted goals and asked if anyone
would propose any changes. After discussion, the Council decided to restate its
previously adopted goals, as much of today' s discussion still fell in line with those ideas.
ADJOURNMENT:
Motion to adjourn by Councilmember Engberg, second by Councilmember Fanslau. Upon
roll call vote, Sunde, Mumgaard, Fanslau, Hoch, and Engberg all voted yes. Voting no:
none. Absent: Gaines, Glover, and Stubbe. Motion carried. Meeting adjourned at 4: 18
PM.
