PAPILLION PLANNING COMMISSION MEETING
APRIL 26, 2017
The Papillion Planning Commission met in open session at the Papillion City Hall Council
Chambers on Wednesday, April 26, 2017 at 7: 00 PM. Vice Chairman Jim Masters called the
meeting to order. Planning Assistant Andrea Blevins called the roll. Planning Commission
members present were Howard Carson, Raymond Keller Jr., John E. Robinson III, and Herb
Thompson. Mike Mallory, David Barker, and Leanne Sotak were absent. Rebecca Hoch joined
the Commission at 7:03 PM, and Judy Sunde joined the Commission at 7: 41 PM. Planning
Director Mark` Stursma, Assistant City Attorney Amber Rupiper, Assistant Planning Director
Travis Gibbons, City Planner Michelle Romeo, and Staff Engineer Derek Goff were also
present.
Notice of the meeting was given in advance by publication in the Papillion Times on April 12,
2017. A copy of proof of publication is on file at the office of the City Clerk.
Vice Chairman Masters led those present in the Pledge of Allegiance.
Vice Chairman Masters announced that a copy of the Open Meetings Act is posted in the City
Council Chambers.
Approval of Aqenda
Motion was made by Mr. Keller, seconded by Mr. Thompson, to approve the agenda as
presented. Roll call: Five yeas, no nays. Motion carried.
Approval of the Plannin Commission Minutes
Motion was made by Mr. Robinson III, seconded by Mr. Carson, to approve the March 29, 2017
minutes. RoA Call: Five yeas, no nays. Motion carried.
FINAL PLATS
Final Plat — A Final Plat for the property legally described as Lots 9, 10, 11 and 12, being a
platting of part of Taxlot 5A2A1 located in the N1/ 2 of the SE1/ 4 of Section 19, T14N, R12E of

the P. M., Sarpy County, NE, generally located at 120`" Street and Valley Ridge Drive. The
applicant is Pete Schulz. ( Pink Industrial Park 2 Phase 2) FP- 17- 0004
Pete Schulz, 12012 Roberts Road, Suite A ( La Vista), and Joe Dethlefs, 10836 Old Mill Road
Omaha) stepped forward to represent the applicant. Mr. Dethlefs explained that he and Mr.
Schulz were happy to answer any questions that the Commission may have.
Vice Chairman Masters called for discussion amongst the Commission.
With no further discussion, Motion was made by Mr. Robinson III, seconded by Ms. Hoch, to
recommend approval of the Pink Industrial Park 2 Phase 2 Final Piat( FP- 17-0004) because it is
generally consistent with the Comprehensive Plan and compliant with the Subdivision

Regulations and Zoning Regulations, contingent upon the resolution of staff comments. Roll

PUBLIC HEARINGS
Preliminarv Plat — A Preliminary Plat for the property legally described as a tract of land

Jerry Reimer, 4880 S Street, Suite 3 ( Omaha), and Randy Jenniges, 14301 FNB Parkway,
Suite 100 ( Omaha), stepped forward to represent the applicant. Mr. Reimer explained that the
property in question is bordered by Cornhusker on the north, 132" d Street to the west, Lincoln
Road to the south, and Prairie Queen Recreation Area to the east. He noted that the property is
about 49. 5 acres in size, and was purchased at auction through the Papio- Missouri River NRD
P- MRNRD"). He established that the project contemplates 168 buildings with seven to eight
units per building. Mr. Reimer offered a brief overview of his background in apartment
development and the history of dapartment development. Mr. Reimer included that he has
another project located near 192" Street and Dodge Road that was also built on a former P-
MRNRD site.
Mr. Reimer emphasized that he wants to create a walkable neighborhood that combines
suburban and urban elements that looks and feels like stately neighborhood. He affirmed that
the concept also seeks to limit the need for parking lots with on- street parking separated by
landscaping, cottage house units with parking below and apartments above, and other building
concepts that contemplate parking located underneath the apartments. He summarized that the
concept is much less impactful and will thus lead to a better design and atmosphere for
apartment homes.
Mr. Carson inquired about the projected average rent. Mr. Reimer answered that the average
rent would be $ 1, 495. 00 per month with a range from approximately $ 895. 00 - $ 2, 200.00 per
month. He explained that the lower priced apartments would likely be the cottage house
apartments above garages. Mr. Carson asked what the average size of the apartments in the
lower price range would be. Mr. Reimer answered that the smaller units would likely be about
650 square feet in size, but ideally they would be 750 square feet. Mr. Reimer explained that the
design of the apartments is meant to better utilize space because each apartment will have its
own entrance eliminating the non- rentable common space for stairwells and ha(Iways that are
typical of traditional apartments. He explained that the project is meant to attract a " higher-end"
resident.
Mr. Carson asked Mr. Reimer to clarify the buffer befinreen the project and the Prairie Queen
Recreation Area and the impact that the apartment community would have on the paric. Mr.
Reimer explained the project contemplates a walking trail and a lakeside drive proposed, which
allow for a heightened level of public access and connectivity. Mr. Reimer explained that the
lakeside drive and walking trails would be a public amenity. He further explained that none of
the apartment homes would directly access the lakeside road and would instead access the
apartments through an internal alley system. Furthermore, Mr. Reimer explained that the drives
are created to be view corridors with open spaces and views down to the lake.

Ms. Hoch asked that Mr. Reimer clarify the difference between a " Tuck- Under Townhouse" and
a " Townhouse." Mr. Reimer explained that a " Tuck-Under Townhouse" would include a garage
underneath the apartment with direct access into the unit. He added that some of the buildings
contemplated along Lincoln Road would be " Tuck-Under Townhouses" that would look like row
homes from the front. Ms. Hoch asked Mr. Reimer to explain what the " Treehouse" units were
on the Illustrative Master Plan. Mr. Reimer explained that these would be small buildings nestled
amongst the trees, and would likely be built last. Ms. Hoch asked Mr. Reimer to explain the
difference befinreen a " Podium Building" and a " Forecourt Apartment." Mr. Reimer explained that
podium implies an underground parking garage with apartments above. He added that these
buildings would be quite high ( three to four stories) with views of the lake. He said that this type
of home is typical of assisted living facilities. He further added that this type of building would
also help address some of the grade issues at the site while simultaneously hiding residents'
cars. Finally, Ms. Hoch asked the applicant to define the " Mews" units. Mr. Reimer explained
that " Mews" derives from Italy and has to do with the sidewalks functioning as an alley, giving
the concept a European feel. He added that this unit would essentially function similarly to a
townhome. Ms. Hoch added that beyond staff concerns, she considers this development to be
astounding.
Vice Chairman Masters called for proponents and opponents.
Joe Cole, 13220 Lynam Drive ( Omaha), stepped forward to represent Graepel North America.
Mr. Cole expressed concerns about the noise from their existing business becoming a problem
for residents of the proposed apartment community. He wanted to mitigate the chance of any
type of noise complaints related to their steel stamping business. He also added that he was
concerned about the potential increase in traffic, as Lynam Drive is frequented by semi traffic.
Seeing no further public input, Vice Chairman Masters closed the public hearing and called for
Commission Discussion.
Mr. Keller asked whether there were any other apartment developments adjacent to industrial
areas in Papillion, and if so, have there been issues with noise. Mark Stursma answered that

apartments on the southeast corner of Street and W Street are both adjacent to
industrial uses. He added that multi-family projects have a tendency to garner opposition when
proposed next to single-family residential, therefore, many multi- family developers try to locate
near industrial uses as a strategy to reduce opposition to the project.
Mr. Keller expressed that he thinks that the project is interesting and appreciates the
connectivity. He offered his support for the project.
Vice Chairman Masters noted that the proposed development reminds him of Lincoln Park in
Chicago, IL with much better street connectivity.
Ms. Hoch asked whether the applicant was confident that he could address staff contingencies.
Mr. Reimer answered in the affirmative. He added that he is requesting a change to Mixed Use
zoning to allow a mechanism to create the connectivity and design standards that he desires for
this project.

Ms. Hoch noted that a third party review of the traffic study still needed to be completed and
asked whether Staff Engineer Derek Goff observed any issues with the traffic study. Mr. Goff
explained that he has some concerns about the right- in/ right-out drive connections at 132"a
Street and Lincoln Road; however, the traffic study proposed that these intersections will
function into the foreseeable future. He added that he did not see any major concerns but would
still like confirmation from a traffic engineer.
Mr. Carson agreed that the lakeside drive would be a good public amenity. Mr. Thompson
added that he is in support of the project because it seemed to be geared more toward people
than real estate and profitability.

Mr. Keller stated that he was initially concerned about the loss of the grass iand at the proposed
site, but is now in favor of the project.
With no further discussion, Motion was made by Mr. Keller, seconded by Ms. Hoch, to
recommend approval of the Prairie Queen Change of Zone ( CZ- 16- 0006) from Agriculturai (AG)
to Mixed Use ( MU) because it is generally consistent with the Comprehensive Plan, compatible
with adjacent uses, and compliant with the Subdivision Regulations and Zoning Regulations,
contingent upon the resolution of staff comments. Roll Call: Seven yeas, no nays. Motion
carried.
