PAPILLION PLANNING COMMISSION MEETING SEPTEMBER 27, 2017 The Papillion Planning Commission met in open session at the Papillion City Hall Council Chambers on Wednesday, September 27, 2017 at 7: 00 PM. Chairwoman Rebecca Hoch called the meeting to order. Planning Assistant Andrea Blevins called the roll. Planning Commission members present were David Barker, Raymond Keller Jr., Jim Masters, John E. Robinson III, Judy Sunde, Herb Thompson, and Wayne Wilson. Howard Carson and Leanne Sotak were absent. Planning Director Mark Stursma, City Attorney Karla Rupiper, Assistant Planning Director Travis Gibbons, City Planner Michelle Romeo, and Staff Engineer Derek Goff were also present. Chairwoman Hoch led those present in the Pledge of Allegiance. Notice of the meeting was given in advance by publication in the Papillion Times on September 13, 2017. A copy of proof of publication is on file at the office of the City Clerk. Chairwoman Hoch announced that a copy of the Open Meetings Act is posted in the City Council Chambers. Approval of Aqenda Motion was made by Mr. Keller, seconded by Mr. Barker, to approve the agenda as presented. Roll call: Eight yeas, no nays. Motion carried. Approval of the Planninq Commission Minutes Motion was made b Y Mr. Barker, seconded b Y Mr. Masters, to a Pp rove the Au 9 ust 30, 2017 minutes. Roll Call: Seven yeas, no nays, one abstention from Mr. Robinson III. Motion carried. PUBLIC HEARINGS Text Chanqe —An ordinance to update Chapter 170 of the Papillion Municipal Code regarding Subdivision of Land. The applicant is the City of Papillion. ( Subdivision Regulations Ordinance Update) TC- 06- 0003 Chairwoman Hoch opened the public hearing. Planning Director Mark Stursma, 122 E. 3`d Street, stepped forward to represent the applicant. He provided a brief overview of the function of the Subdivision Regulations and the proposed changes. He noted that the bulk of the changes within the ordinance are proposed to make the ordinance more consistent with current practice. Mr. Stursma summarized that the most significant changes include provisions to preserve drainage ways and drainage patterns, reduce the length of cul- de- sacs, reduce block lengths, eliminate draft park fees that are already addressed in the City's Master Fee Schedule, and eliminate the cluster subdivision component. 1 Planning Commission September 27, 2017 Chairwoman Hoch called for proponents and Seeing no further public input, opponents. Chairwoman Hoch closed the public hearing and called for Commission Discussion. Mr. Masters established that the City has been vetting this application for a long time, and inquired as to why the City has decided to move forward with the text change. Mr. Stursma confirmed that the application was first proposed in 2006 and since other projects have taken precedent. He suggested that the boom in development illustrated the importance of long- range planning and amending the City's ordinances to be consistent with current practice. Mr. Wilson asked whether the language regarding cul- de-sacs needed to be so restrictive, and also asked how difficult it is to get a waiver from said requirements. Mr. Stursma disclosed that almost every subdivision application received contains a waiver request. He explained that the language was made more restrictive to provide developers with a clear expectation that cul- de- sacs are not preferred with the possibility of a waiver for a justified reason. He noted that cul- de- sacs pose issues in regards to street maintenance, snow removal, and connectivity. Ms. Sunde asked whether discouraging cul- de- sacs was standard practice in other jurisdictions. Mr. Stursma justified that cul- de- sacs are allowed when necessary, typically to address an issue of geometry or topography. Ms. Sunde asked how often cul- de-sacs are proposed in new development. Mr. Stursma identified that most applications for residential development include at least one cul- de- sac. Mr. Thompson asked staff about the potential impact the reduction of block lengths might have on subdivisions. Mr. Stursma explained that reducing block lengths increases street connectivity. He added that block length is a typical waiver. Mr. Wilson inquired about the provision regarding maintenance and snow removal in alleys. Mr. Stursma reported that this provision was added to codify current practice, as the City does not currently maintain or perform snow removal on alleys. Mr. Keller asked staff to summarize the purpose of the text change. Mr. Stursma noted that the subdivision regulations outline what a developer needs to submit with a platting application. Mr. Masters asked whether developers will see much of a difference in process or allowances with this change. Mr. Stursma noted that many of the rules that are being updated are already being utilized; however, some provisions may affect certain aspects such as subdivision design. Mr. Thompson asked staff to summarize the monument and marker provisions. Mr. Stursma explained that this generally refers to property pins. With no further discussion, Motion was made by Mr. Robinson III, seconded by Mr. Barker, to recommend approval of the Subdivision Regulations Ordinance Update ( TC- 06- 0003) because it is consistent with the Nebraska Revised Statutes, the Comprehensive Plan ( including the Papillion Creek Watershed Stormwater Management Policies and the Southern Sarpy Watershed Stormwater Management Policies), Chapter 205, Zoning, and Chapter 206, Stormwater Management. Roll Call: Eight yeas, no nays. Motion carried. 2 Planning Commission September 27, 2017 OTHER BUSINESS With no further business to come before the Commission, Motion was made by Mr. Keller, seconded by Mr. Thompson to adjourn.
