PAPILLION PLANNING COMMISSION MEETING
AUGUST 30, 2017
The Papillion Planning Commission met in open session at the Papillion City Hall Council
Chambers on Wednesday, August 30, 2017 at 7:00 PM. Chairwoman Rebecca Hoch called the
meeting to order. City Planner Michelle Romeo called the roll. Planning Commission members
present were David Barker, Howard Carson, Raymond Keller Jr., Jim Masters, Leanne Sotak,
and Wayne Wilson. John E. Robinson III and Herb Thompson were absent. Judy Sunde joined
the Commission at 7:02 PM. Planning Director Mark Stursma, Assistant City Attorney Amber
Rupiper, Assistant Planning Director Travis Gibbons, Staff Engineer Derek Goff, and Planning
Assistant Andrea Blevins were also present.
Chairwoman Hoch led those present in the Pledge of Allegiance.
Notice of the meeting was given in advance by publication in the Papillion Times on August 16,
2017. A copy of proof of publication is on file at the office of the City Clerk.
Chairwoman Hoch announced that a copy of the Open Meetings Act is posted in the City
Council Chambers.
Approval of Agenda
Motion was made by Mr. Barker, seconded by Ms. Sotak, to approve the agenda as presented.
Roll call: Seven yeas, no nays. Motion carried.
Approval of the Planning Commission Minutes
Mr. Carson noted that on page eight of the July 26th minutes, the last sentence of paragraph
three prescribes that the buildings along Highway 370 within the Papillion Commons project will
be twenty-five feet below grade. He asked whether this assertion was accurate. Staff confirmed
that this is correct.
Motion was made by Mr. Barker, seconded by Mr. Keller, to approve the July 26, 2017 minutes.
Roll Call: Seven yeas, no nays. Motion carried.
FINAL PLATS
Final Plat – A Final Plat for the property legally described as a tract of land located in the
NW1/4 of Section 30, T14N, R12E of the 6th P.M., Sarpy County, NE, generally located near the
intersection of 132nd Street and Lincoln Road. The applicant is Jerry Reimer – Prairie Queen,
LLC. (Prairie Queen) FP-17-0011
Jerry Reimer, 4880 S. 131st Street, Suite 3 (Omaha), stepped forward to represent the
applicant. He confirmed that the final plat presented is consistent with the approved preliminary
plat. Mr. Reimer offered to answer any questions from the Commission.
Chairwoman Hoch called for discussion amongst the Commission.

Mr. Keller asked when the applicant anticipated construction to begin on the project. Mr. Reimer
answered that he hopes to start grading the site on September 11, 2017. This will allow him to
start building some of the infrastructure Fall 2017. Mr. Reimer stated that he did not expect to
start building footings until Spring 2018.
Ms. Hoch asked whether Mr. Reimer had any images of the project to present to the
Commission. Mr. Reimer obliged and pointed out phase one of the project on the site plan
presented.
Mr. Masters offered his support of the project.
With no further discussion, Motion was made by Mr. Carson, seconded by Mr. Masters, to
recommend approval of the Prairie Queen Final Plat (FP-17-0011) because it is generally
consistent with the Comprehensive Plan, compatible with adjacent uses, and compliant with the
Zoning and Subdivision Regulations, contingent upon the resolution of staff comments. Roll
Call: Eight yeas, no nays. Motion carried.
Final Plat – A Final Plat for the property legally described as being a platting of part of the
NW1/4 of the NE1/4 of Section 34,T14N, R12E of the 6th P.M. Sarpy County, NE, generally
located on the SE corner of 90th Street and Gruenther Street. The applicant is James Williams.
(Overland Hills Point) FP-17-0012
Chairwoman Hoch noted that discussion and consideration of this item would occur after
the Motion and Vote for the Overland Hills Point Change of Zone.
Upon completion of the Motion and Vote for the Overland Hills Point Change of Zone,
Chairwoman Hoch called for consideration of the Overland Hills Final Plat.
Douglas Dreessen, 10836 Old Mill Road (Omaha), stepped forward and offered to answer any
questions that the Commission may have.
Chairwoman Hoch called for discussion amongst the Commission.
With no further discussion, Motion was made by Mr. Barker, seconded by Ms. Sunde, to
recommend approval of the Overland Hills Point Final Plat (FP-17-0012) because it is generally
consistent with the Comprehensive Plan, compatible with adjacent uses, and compliant with the
Zoning and Subdivision Regulations, contingent upon the resolution of staff comments. Roll
Call: Eight yeas, no nays. Motion carried.
PUBLIC HEARINGS
Preliminary Plat – A Preliminary Plat for the property legally described as a tract of land being
all of Tax Lot 6, a tax lot located in part of the SE1/4 of the SW1/4 and part of the NE1/4 of the
SW1/4, located in Section 21, T14N, R12E of the 6th P.M., Sarpy County, NE, generally located
north of 108th Street and Cornhusker Road. The applicant is Woodland Homes, Inc. (Granite
Lake (Phase 3)) PP-17-0008
Chairwoman Hoch recognized that the applicant and staff have requested that this agenda item
be continued to a later date when the applicant and staff are ready to present it.

Commission Discussion.

continue the public hearing for the Granite Lake (Phase 3) Preliminary Plat (PP-17-0008) to a
later date when the applicant and staff are ready to present it. Roll Call: Eight yeas, no nays.

Change of Zone – A Change of Zone from Agricultural (AG) to Urban Family Residential with a
PUD-2 Overlay (R-3 PUD-2) for the property legally described as a tract of land being all of Tax
Lot 6, a tax lot located in part of the SE1/4 of the SW1/4 and part of the NE1/4 of the SW1/4,
located in Section 21, T14N, R12E of the 6th P.M., Sarpy County, NE, generally located north of

Preliminary Plat – A Preliminary Plat for the property legally described as a platting of part of

generally located on the SE corner of 90th Street and Gruenther Street. The applicant is James
Williams (Overland Hills Baptist Church). (Overland Hills Point) PP-17-0009
Douglas Dreessen, 10836 Old Mill Road (Omaha), stepped forward to represent the applicant.
Mr. Dreessen presented an image of the site plan, and explained that Overland Hills Baptist
Church is proposing an addition to the south and additional parking to the south and east of the
existing building.
Chairwoman Hoch called for proponents and opponents.
Robert Feltus, 909 Knapp Drive, stepped forward to ask whether studies have been completed
to contemplate drainage and runoff at the site. Mr. Feltus noted that the city owned park to the
south of Trumble Park Elementary already suffers from issues regarding runoff from nearby
sites.

Gary France, 909 S Fillmore Street, stepped forward to express concerns about traffic in the
area. He noted that additional infrastructure is needed to support the surplus traffic on S 90th
Street and Gruenther Street. Mr. France expressed that these streets are already in bad
condition, and do not have curb and gutter. He stressed the need for Valley Road to continue
through to S 90th Street to help alleviate traffic in the area around Trumble Park Elementary.
Seeing no further public input, Chairwoman Hoch closed the public hearing and called for
Commission Discussion.
Mr. Carson asked whether the proposed Papillion Commons development to the south of
Overland Hills Church would assist in paving Valley Road through to 90th Street. Mr. Stursma
noted that the City and adjacent developers are working toward a solution. He noted that
Overland Hills Point will dedicate half of the right-of-way needed to extend Valley Road, and that
Papillion Commons would dedicate the other half. He summarized that the necessary right-of
way will be granted to construct Valley Road when both plats have been finalized. Mr. Stursma
articulated that the City is still working to find an equitable way to fund the construction of Valley
Road.
Mr. Carson offered his support of the project.
Mr. Masters asked Mr. Dreessen to clarify why Overland Hills Church needs the expansion. Mr.
Dreessen expressed that the church intends to expand the sanctuary to accommodate a larger
congregation. He also expressed that the church may propose an addition to the east at a later
time. Mr. Masters asked whether the church has provided any projections regarding expected
congregational growth. Mr. Dreessen noted that he did not have this information; however, he
was confident that the added parking would be adequate to support the growing congregation.
Mr. Masters asked whether the City has a plan to improve traffic in the area. Mr. Stursma
reiterated that there would be dedication of right-of-way for Valley Road, and added that there
will also be dedication of right-of-way to S 90th Street with this plat. He noted that the City has
also placed the improvement of S 90th Street in the One and Six Year Road Plan so it has the
ability to plan and secure funds for the necessary improvements. He also noted that the
Papillion Commons project to the south may assist in moving up the timeline to improve S 90th
Street.
Mr. Keller asked staff to address stormwater management at the site. Derek Goff noted that
stormwater runoff for the addition would be addressed up front with this project. He advised that
there is a proposed basin in the southeast corner of the property. He reported that the
development is required to meet the predevelopment runoff at the site. Mr. Goff suggested that
the development of this project may improve runoff at the site.
Ms. Sotak asked whether the additional parking would be concrete or gravel. Mr. Dreessen
confirmed that all of the new parking would be concrete, and perhaps the current gravel parking
would be improved to concrete. Ms. Sotak noted that the applicant should consider the impacts
of the gravel parking in regards to dust, debris, and etc. for the neighboring properties.
With no further discussion, Motion was made by Mr. Keller, seconded by Ms. Sunde, to
recommend approval of the Overland Hills Point Preliminary Plat (PP-17-0009) because it is
generally consistent with the Comprehensive Plan, compatible with adjacent uses, and

compliant with the Subdivision Regulations and Zoning Regulations, contingent upon the
resolution of staff comments. Roll Call: Eight yeas, no nays. Motion carried.
Change of Zone – A Change of Zone from Agricultural (AG) to Urban Family Residential (R-3)
for the property legally described as a platting of part of the NW1/4 of the NE1/4 of Section 34,
T14N, R12E of the 6th P.M., Sarpy County, NE, generally located on the SE corner of 90th
Street and Gruenther Street. The applicant is James Williams (Overland Hills Baptist Church).
(Overland Hills Point) CZ-17-0012
Douglas Dreessen, 10836 Old Mill Road (Omaha), stepped forward to represent the applicant.
He pointed out that the senior pastor for Overland Hills Baptist Church was available to answer
any operational questions.

Commission Discussion.
Mr. Keller asked staff why the Final Plat was being proposed to the Commission on the same
night as the Preliminary Plat and Change of Zone. Ms. Romeo explained that this application
was somewhat unique in that the property is already developed and merely needs to establish
lot lines and dedicate the appropriate right-of-way. She clarified that because the changes
proposed are so minor staff is comfortable with presenting all three applications to the Planning
Commission together.
With no further discussion, Motion was made by Mr. Carson, seconded by Mr. Keller, to
recommend approval of the Overland Hills Point Change of Zone (CZ-17-0012) from AG
(Agricultural) to Urban Family Residential (R-3) because it is generally consistent with the
Comprehensive Plan, compatible with adjacent uses, and compliant with the Subdivision
Regulations and Zoning Regulations, contingent upon the resolution of staff comments. Roll
Call: Eight yeas, no nays. Motion carried.
Preliminary Plat – A Preliminary Plat for the property legally described as the E1/2 of the
NW1/4 lying east of the abandoned Missouri Pacific railroad, together with Tax Lots 1A, 1B and
2 in the W1/2 of the NE1/4, all in Section 31, T14N, R12E of the 6th P.M., Sarpy County, NE
generally located at the SE and SW corners of 126th Street and Hwy 370. The applicant is
Founder’s Ridge, LLC. (Founder’s Ridge) PP-17-0010
John Fullenkamp, 11440 W. Center Road (Omaha), stepped forward to represent the applicant.
He noted that Denny Van Moorleghem, Doug Dreessen, Andrew Koster, Mark Johnson, and
Julie Masters were also present. Mr. Fullenkamp presented an aerial and noted the project
location. He remarked that the first phase of the project is proposed to develop as 142 single-
family lots, with 59 single-family lots proposed in the second phase. He expressed that the final
phase(s) will include a mixed use development. He confirmed that the project is consistent with
the Comprehensive Plan for the area.
Mr. Fullenkamp mentioned that the project is proposed to encompass about 110 acres, with
approximately ten percent of that land being dedicated to open or green space. He
communicated that a trail system is proposed that would connect to the existing trail system in
the Ashbury Farm subdivision to the east.

Mr. Fullenkamp noted that the applicant has met with the landowners to the west, Julie and Sky
Masters, to discuss the complications that may exist with the sewer line that will serve the
property. He assured the Commission that the applicant intends to continue working with the
landowners to find a location for the sewer that is acceptable to all parties involved.
Jim Masters noted for the record that he is of no known relation to the property owners to the
west, RSM Farms, LLC, and will not personally benefit from this project in any way.
Chairwoman Hoch called for proponents and opponents.
Doug Halverson, 2111 S 67th Street (Omaha), stepped forward to represent Julie and Sky
Masters who own the property to the west of this project. He suggested that his clients are not
necessarily opposed to the project; however, the Masters were only made aware of the project
one week prior to this public hearing. Mr. Halverson agreed that the Masters family is willing to
work with the applicant.
Seeing no further public input, Chairwoman Hoch closed the public hearing and called for
Commission Discussion.
Mr. Carson asked about the estimated selling price of the homes within this development. Mr.
Fullenkamp conveyed that the estimated selling price would likely be around $375,000. Mr.
Carson noted that the home valuations in Ashbury Farm to the east and Westmont to the west
of this development are drastically different from those proposed at Founder’s Ridge. Mr.
Fullenkamp and Ms. Romeo pointed out that Ashbury Farm already neighbors a subdivision
(Ashbury Creek) with valuations close to the projected price point in Founder’s Ridge.
Mr. Barker observed that the Masters need more time to review this project prior to approval,
and asked for a projected timeline for approvals. Mr. Fulenkamp noted that the process from
preliminary plat application to final plat approval generally takes at least one year; therefore, the
Masters family should have ample time to review and provide input on the project. He also
reiterated that the applicant intends to make every effort to resolve any issues that the Masters
family may have in regards to the sewer. Mr. Halverson confirmed that the Masters family is
aware of the process.
Mr. Carson noted that the North Shore Commercial project to the north experienced some
difficulties in regards to sewer connection, and asked whether this project may experience the
same issues. Mr. Goff reported that the sewer connection that was established for North Shore
Commercial will allow for a connection to continue that outfall.
Mr. Carson offered his support to the project.

recommend approval of the Founder’s Ridge Preliminary Plat (PP-17-0010) because it is
generally consistent with the Comprehensive Plan as proposed to be amended, compatible with
adjacent uses, and compliant with the Subdivision Regulations and Zoning Regulations,
contingent upon the resolution of staff comments. Roll Call: Eight yeas, no nays. Motion carried.
Change of Zone – A Change of Zone from Agricultural (AG) to Mixed Use (MU) and Single-
Family Residential (Medium Density) (R-2) for the property legally described as the E1/2 of the

and asked to submit his prior testimony.

with adjacent uses, and compliant with the Subdivision Regulations and Zoning Regulations,
contingent upon the resolution of staff comments. Roll Call: Eight yeas, no nays. Motion carried.
OTHER BUSINESS
Ms. Sunde asked whether the City of Papillion abides by the Stormwater Pollution Prevention
Plan (SWPPP). Mr. Goff and Mr. Stursma answered in the affirmative.
Mr. Masters asked whether it was common for individual lot owners to be responsible for
constructing and maintaining sidewalks. Ms. Romeo answered in the affirmative.
Mr. Masters asked if maps or plats included in future Planning Commission Staff Reports could
be oriented so the top of the page is north.
Ms. Hoch and Mr. Keller recognized Mr. Keller’s students in the audience.
With no further business to come before the Commission, Motion was made by Mr. Barker,
seconded by Ms. Sunde to adjourn. The meeting adjourned by unanimous consent at 8:04 PM.
