MINUTES OF THE SPECIAL MEETING OF
THE GOVERNING BODY OF
THE CITY OF PARK CITY, KANSAS
1941 E 61st St. N., PARK CITY, KS 67219
May 26, 2026 5:30 P.M.
The following were present: Council Members:, Terry Osburn, Charles Schwanke, Troy Hill, John Wells,
Linda Westhafer , and Jim Schroeder. Council Member Brandi Baily and Charley Davidson were absent.
Also present: Mayor John Lehnherr, City Administrator Sean Fox, City Clerk Marlo Rugg, Finance
Director Dee Anne Grunder, Recreation Director Michaela Valcoure, Police Chief Phil Bostian, and Public
Works Director Jeana Estep.
AGENDA
• Review Hap McLean Park Plans
Council Members met with the Parks & Recreation Board to review the plans for Hap McLean Park.
Representatives from Garver gave a brief presentation of the new park plans.
A discussion ensued.
Council Member Terry Osburn moved to adjourn.
Council Member Troy Hill seconded the motion. Motion carried 6-0.

Discussion of Budget for Beautification Items
Background:
Park and Recreation has an annual budget of $15,000 to be used on beautification projects.
There has been varied discussion on how to use funds, including possibly constructing an
entry archway into both entrances of Hap McLean Park. Staff will be looking for guidance and
direction on how to proceed.
