We acknowledge all the First Nations, Metis and Inuit, whose footsteps have marked these lands for centuries. The motion carried unanimously. ADOPTION OF MINUTES MIN 22-015 Adoption of March 1, 2022 Governance and Priorities Committee Meeting Minutes Proposed Motion That the March 1, 2022 Governance and Priorities Committee Meeting Minutes be adopted, as presented. A motion was made by Committee Member Mayor Gamble that the March 1, 2022 Governance and Priorities meeting minutes be adopted, as presented. The motion carried unanimously. Committee Chairperson Kowalski asked the gallery if there were any issues that the public wished to bring to the attention of Parkland County. No one came forward. NEW BUSINESS General Manager, Operations Services RFD 22-084 Land Use Bylaw Strategy Update Proposed Motion That the Land Use Bylaw Strategy update be received for information, as presented. Rachelle Trovato and Seghan MacDonald presented the Land Use Bylaw Strategy update. A motion was made by Committee Member Hoefsloot that the Land Use Bylaw Strategy update be received for information, as presented. The motion carried unanimously. Administration presented the Municipal Planning Commission presentation. A motion was made by Committee Member Kobasiuk that administration be directed to reinstate a Municipal Planning Commission. The motion was defeated. For: 2- Council Member Kowalski and Council Member Kobasiuk Against: 5- Mayor Gamble, Council Member Kucher-Johnson, Council Member Birnie, Council Member Wiedeman and Council Member Hoefsloot DELEGATIONS App 22-033 10:00 a.m. Appointment - ALUS (Alternative Land Use Services) Annual Update Jennifer Caudron, ALUS Coordinator Julie Burger, ALUS Partnership Advisory Committee (PAC) Chair Kerri O'Shaughnessy, ALUS PAC Vice-Chair Proposed Motion That Council receive the ALUS update for information, as presented. Jennifer Caudron, Kerri O'Shaughnessy, and Julie Burger presented the ALUS (Alternative Land Use Services) Annual update. A motion was made by Committee Member Kobasiuk that Council receive the ALUS update for information, as presented. The motion carried unanimously. RECESS Committee Chairperson Kowalski recessed the meeting at 11:03 a.m., and reconvened the meeting at 11:14 a.m., with all members of the Committee present. Jennifer Caudron and Krista Quesnal presented the Revised ALUS (Alternative Land Use Services) Partnership Advisory Committee (PAC) Terms of Reference. A motion was made by Committee Member Wiedeman that Council approve the 2022 ALUS (Alternative Land Use Services) Partnership Advisory Committee (PAC) Terms of Reference, as presented. The motion carried unanimously. OLD BUSINESS RFD 22-076 Subdivision and Development Appeal Board Proposed Motion That administration be directed to amend Subdivision and Development Appeal Board Bylaw 2018-26 to allow for members of Council to be appointed as composition of the Board. Administration presented the Subdivision and Development Appeal Board presentation. A motion was made by Committee Member Kobasiuk that administration be directed to amend Subdivision and Development Appeal Board Bylaw 2018-26 to allow for members of Council to be appointed as composition of the Board.
