We acknowledge all the First Nations, Metis and Inuit, whose footsteps have marked these lands for centuries. A motion was made by Committee Member Kucher-Johnson that the September 19, 2023 Governance and Priorities Committee meeting minutes be adopted, as presented. The motion carried unanimously. Committee Chairperson Hoefsloot asked the gallery if there were any issues that the public wished to bring to the attention of Parkland County. No one came forward. CELEBRATING SUCCESS On behalf of administration, Jody Hancock, Acting General Manager Operations and Director, Engineering Services, highlighted the success of the development of Parkland County's Storm Water Master Plan. Keith Bobey and Melanie Markiwsky were recognized for their efforts managing the development of the Storm Water Master Plan and their collaboration with many stakeholders within Parkland County. NEW BUSINESS Mayor and Council Member Matters RFD 23-263 Options for Placing Parameters Around Short Term Rentals Proposed Motion That the Options for Placing Parameters Around Short Term Rentals report be received for information, as presented. A motion was made by Council Member Phyllis Kobasiuk that the Options for Placing Parameters Around Short Term Rentals report be accepted for information, as presented. The motion carried unanimously. Inspector Kevin McGillvray, Parkland RCMP, presented the RCMP Community Policy Advisory Committee (CPAC) presentation. A motion was made by Committee Member Mayor Gamble that the RCMP Community Policy Advisory Committee (CPAC) presentation be received for information, as presented. The motion carried unanimously. RECESS Chairperson Hoefsloot recessed the meeting at 10:09 a.m., and reconvened the meeting at 10:16 a.m. NEW BUSINESS Mayor and Council Member Matters RFD 23-281 Notice of Motion - Regional Agricultural Master Plan Soil Classification Mapping Take notice that at the October 10, 2023 Council Meeting, Council Member Kowalski will move: That Administration be directed to adopt the Edmonton Metropolitan Regional Board's work on the Regional Agricultural Master Plan by adopting the soil classification mapping in Parkland County's statutory documents. A motion was made by Committee Member Wiedeman that the Rural Municipalities of Alberta Contact Newsletter be received for information, as presented. The motion carried unanimously. COM 23-094 Federation of Canadian Municipalities Update Proposed Motion That the Federation of Canadian Municipalities Update be received for information, as presented. A motion was made by Committee Member Kucher-Johnson that the Federation of Canadian Municipalities update be received for information, as presented. The motion carried unanimously. CLOSED SESSION RFD 23-260 Closed Session Proposed Motion That the Committee convene in closed session pursuant to Section 197 of the Municipal Government Act to meet in private to discuss matters protected from disclosure by Section 17 and 24 of the Freedom of Information and Protection of Privacy Act. A motion was made by Committee Member Kobasiuk that the Committee convene in closed session at 10:41 a.m. pursuant to Section 197 of the Municipal Government Act to meet in private to discuss matters protected from disclosure by Sections 17 and 24 of the Freedom of Information and Protection of Privacy Act.
