City of Parma Heights Council Meeting 6281 Pearl Road Monday, February 9, 2026 7 :00 PM ROLL CALL PLEDGE OF ALLEGIANCE ACTION ON MINUTES: JANUARY 26, 2026 – CITY COUNCIL JANUARY 26, 2026 – COUNCIL WORK SESSION REPORTS FROM MAYOR AND DIRECTORS COMMUNICATIONS: NONE AT THIS TIME PUBLIC SESSION MISCELLANEOUS BUSINESS ADJOURN TO EXECUTIVE SESSION TO DISCUSS PERSONNEL MATTERS TO CONSIDER THE COMPENSATION OF A PUBLIC EMPLOYEE OR OFFICIAL LEGISLATION: First Reading 1) RESOLUTION NO. 2026 – 4 A RESOLUTION AUTHORIZING THE ADMINISTRATION TO COMPLETE ALL ACTIONS NECESSARY TO ACCEPT THE NORTHEAST OHIO PUBLIC ENERGY COUNCIL (NOPEC) 2026 ENERGIZED COMMUNITY GRANT, AND DECLARING AN EMERGENCY 2) ORDINANCE NO. 2026 – 5 AN ORDINANCE AUTHORIZING AND DIRECTING THE ADMINISTRATION TO PURCHASE PLAYGROUND EQUIPMENT, INCLUDING DESIGN AND INSTALLATION, FROM BCI BURKE COMPANY, LLC AND ITS LOCAL REPRESENTATIVE, SNIDER RECREATION INC., THROUGH SOURCEWELL, TO FULFILL THE GREENBRIER COMMONS PLAYGROUND REPLACEMENT PROJECT, AND DECLARING AN EMERGENCY 3) RESOLUTION NO. 2026 – 6 A RESOLUTION AUTHORIZING THE ADMINISTRATION TO PURCHASE ONE (1) 2026 FORD E-450 BUS FROM BUS SERVICE INC. AT A STATE PURCHASE PRICE OF $144,296.00, AND DECLARING AN EMERGENCY ADJOURNMENT City of Parma Heights, 6281 Pearl Road, Parma Heights, OH 44130 RESOLUTION NO. 2026 – 4 A RESOLUTION AUTHORIZING THE ADMINISTRATION TO COMPLETE ALL ACTIONS NECESSARY TO ACCEPT THE NORTHEAST OHIO PUBLIC ENERGY COUNCIL (NOPEC) 2026 ENERGIZED COMMUNITY GRANT, AND DECLARING AN EMERGENCY WHEREAS, the City of Parma Heights, Ohio (the “City”) is a member of the Northeast Ohio Public Energy Council (“NOPEC”) and is eligible for one or more NOPEC Energized Community Grant(s) for 2026 (“NEC Grant(s)”) as provided for in the NEC Grant Program guidelines; and WHEREAS, the City wishes to enter into a Grant Agreement with NOPEC, Inc. in substantially the form presented to this Council to receive one or more NEC Grant(s), including NOPEC’s announcement of an award to the City in the amount of $50,859.00 and up to $2,000.00 in Community Sponsorship monies. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Parma Heights, County of Cuyahoga and State of Ohio: Section 1: The Administration is authorized and directed to execute an NEC Grant(s) Agreement for 2026 with NOPEC on behalf of the City of Parma Heights, Ohio in accordance with Exhibit “A”, attached hereto and made a part hereof by reference as if fully rewritten, and to complete all actions and further agreements necessary to accept and expend the awards. Section 2: This Council finds and determines that all formal actions of this Council concerning and relating to the adoption of this Resolution were taken in an open meeting of this Council and that all deliberations of this Council and of any of its Committees comprised of a majority of the members of that Council that resulted in those formal actions were in meetings open to the public, in compliance with the law. Section 3: This Resolution is declared to be an emergency measure necessary for the immediate preservation of the public health, safety, and welfare of the City, and for further reason it is necessary to accept the NEC Funds in a timely fashion to comply with grant requirements; wherefore, this Resolution shall be in full force and effect immediately after its passage by Council and approval by the Mayor. PASSED: ____________________________ _______________________________ PRESIDENT OF COUNCIL ATTEST: ____________________________ _______________________________ CLERK OF COUNCIL APPROVED FILED WITH THE MAYOR: _________________________ _______________________________ MAYOR MARIE GALLO 13563543v4 EXHIBIT A ORDINANCE NO. 2026 - 5 AN ORDINANCE AUTHORIZING AND DIRECTING THE ADMINISTRATION TO PURCHASE PLAYGROUND EQUIPMENT, INCLUDING DESIGN AND INSTALLATION, FROM BCI BURKE COMPANY, LLC AND ITS LOCAL REPRESENTATIVE, SNIDER RECREATION INC., THROUGH SOURCEWELL, TO FULFILL THE GREENBRIER COMMONS PLAYGROUND REPLACEMENT PROJECT, AND DECLARING AN EMERGENCY WHEREAS, the Council authorized membership in the National Joint Power Alliance [now known as Sourcewell], a purchasing cooperative in Ordinance No. 2017-3; and WHEREAS, BCI Burke Company, LLC is listed as a cooperative purchasing contractor with Sourcewell, a vendor of playground and waterplay equipment with related accessories and services, including its local representative, Snider Recreation Inc.; and WHEREAS, this Administration received notification that its grant application for the Ohio Department of Natural Resources (ODNR) NatureWorks Grant Program has been approved, and ODNR will provide up to $150,000.00 in reimbursed funding towards the Greenbrier Commons Playground Replacement Project; and WHEREAS, the playground equipment, design, and installation pricing estimates, obtained through the National Joint Power Alliance [now known as Sourcewell], from BCI Burke Company, LLC and its local representative, Snider Recreation Inc. are currently projected to cost approximately two hundred and thirty-seven thousand, five hundred dollars ($237,500.00), and are contained in Exhibit “A”, attached hereto, and made a part hereof as though fully rewritten; and WHEREAS, Council may authorize the Agreement through the City’s membership in the National Joint Power Alliance [now known as Sourcewell], a purchasing cooperative, pursuant to Article V Sections 1 and 6 of the Charter, and Ohio Revised Code Section 9.48 without a competitive bidding process. NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Parma Heights, County of Cuyahoga and State of Ohio: Section 1: The Administration is hereby authorized and directed to contract with BCI Burke Company, LLC and its local representative, Snider Recreation Inc., through Sourcewell, for the purchase of the playground equipment, design, and installation for the Greenbrier Commons Playground Replacement Project, pursuant to the forms identified as Exhibit “A”, attached hereto, and made a part hereof as though fully rewritten. Section 2: The Administration is hereby authorized and directed to expend funds in the amount of $237,500.00, subject to incidental owner-directed change orders, not to exceed 10% of the contract value, as approved by the Administration, for the purchase of the playground equipment, design, and installation for the Greenbrier Commons Playground Replacement Project, pursuant to the forms identified as Exhibit “A”, attached hereto, and made a part hereof as though fully rewritten. Section 3: The Administration is hereby authorized and directed to execute all necessary agreements and to take any further actions necessary to facilitate the above-described purchase and to fulfill the Greenbrier Commons Playground Replacement Project with BCI Burke Company, LLC and its local representative, Snider Recreation Inc. Section 4: This Council finds and determines that all formal actions of this Council concerning and relating to the adoption of this Ordinance were taken in an open meeting of this Council and that all deliberations of the Council and of any of its Committees comprised of a majority of the members of the Council that resulted in those formal actions were in meetings open to the public, in compliance with the law. Section 5: This Council declares this Ordinance to be an emergency measure for the immediate preservation of the public health, peace, and safety of this Municipality, and for the further reason that it is necessary to secure current advantageous pricing and to comply with grant requirements; wherefore, this Ordinance shall be in full force and effect immediately after its passage by Council and approval of the Mayor. AT A STATE PURCHASE PRICE OF $144,296.00, AND DECLARING AN EMERGENCY WHEREAS, the Administration has determined the need for and recommends that this Council authorize the purchase of a new bus for the efficient operation of the Senior Center; and WHEREAS, Bus Service Inc. has one (1) 2026 Ford E450 Bus for a price of One Hundred and Forty-Four Thousand, Two Hundred and Ninety-Six Dollars ($144,296.00) pursuant to the State Purchasing Program as identified in Exhibit “A” attached hereto; and WHEREAS, this Administration received notification that its grant application for the Northeast Ohio Areawide Coordinating Agency’s (NOACA) 2025 Enhanced Mobility of Seniors and Individuals with Disabilities (Section 5310) Program has been approved, and NOACA will provide reimbursement of eighty percent (80%) of the eligible costs, up to a maximum of $119,083.00, towards one vehicle; and WHEREAS, Council may authorize the purchase pursuant to the State Purchasing Program without competitive bidding process based upon the authority granted to it in Article V Section 6 of the Charter, and Sections 145.08 and 145.09 of the Codified Ordinances. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Parma Heights, County of Cuyahoga, and State of Ohio: Section 1: That the Administration is authorized to purchase from Bus Service Inc. one (1) 2026 Ford E450 Bus for the sum of One Hundred and Forty-Four Thousand, Two Hundred and Ninety-Six Dollars ($144,296.00), as described in Exhibit “A”, attached hereto and incorporated by reference. Section 2: This Council finds and determines that all formal actions of this Council concerning and relating to the adoption of this Resolution were taken in an open meeting of this Council and that all deliberations of the Council and of any of its Committees comprised of a majority of the members of the Council that resulted in those formal actions were in meeting open to the public, in compliance with the law. Section 3: This Resolution is declared to be an emergency measure necessary for the public peace, health, and safety of the Municipality, and for the further reason it is immediately necessary to authorize this purchase to retain this state purchase price, secure the vehicle, and comply with grant requirements; wherefore, this Resolution shall be in full force and effect immediately upon its passage by Council and approval by the Mayor.
