MINUTES DECEMBER 28, 2022 SPECIAL COUNCIL MEETING PARMA CITY HALL COUNCIL CHAMBERS 5:05 P.M. The Special Council Meeting was called to order by Acting President of Council Deborah Lime presiding: COUNCIL MEMBERS PRESENT: MARK CASSELBERRY VITO DIPIERRO ALLAN DIVIS ROB EUERLE LINDA A. KOHAR KEVIN KUSSMAUL DEBORAH LIME KAMMY SHUMAN KELLY ZACHARIAS Mrs. Saban – Mrs. Lime the Roll of Council has been called and I find a quorum of Council Members present. The following officials and department heads were also present: Law Director Tim Dobeck, Auditor Brian Day, Safety Director Bob Coury, Recreation Commissioner Mickey Vittardi, Chief of Staff Rich Summers and Clerk of Council Kristin L. LIME (By Request – Safety Director) AN ORDINANCE TO AMEND SECTION 185.04 (f) “PROPERTY MAINTENANCE CODE” OF CHAPTER 185 “GENERAL FEE SCHEDULE” OF THE CODIFIED ORDINANCES OF THE CITY OF PARMA, AND DECLARING AN EMERENCY Motion made by Councilwoman Lime seconded by Councilman Casselberry to refer Ordinance No. 215-22 back to the Public Safety Committee. Motion carried. ----------------------------------------------------------------------------------------------------------------------------- -------------------------------------------------------------- SUSPENSION OF THE RULES: Mrs. Lime – Shall the statutory provision and Rule 48 requiring the full and distinct reading of Ordinance No. 218-22, Resolution No. 219-22 and Resolution No. 220-22 on three different days be dispensed with? Yes: Casselberry, Dipierro, Divis, Euerle, Kohar, Kussmaul, Lime, Shuman, Zacharias. No: None; motion carried. Mrs. Lime – Shall Rule 45 requiring reference to committee be dispensed with and Ordinance No. 218-22, Resolution No. 219-22 and Resolution No. 220-22 be placed on final passage? Yes: Casselberry, Dipierro, Divis, Euerle, Kohar, Kussmaul, Lime, Shuman, Zacharias. No: None; motion carried. ----------------------------------------------------------------------------------------------------------------------------- -------------------------------------------------------------- ORDINANCE NO. 218-22 12/28/22 BY: M. CASSELBERRY, D. LIME (Special Meeting) (By Request – Auditor) AN ORDINANCE TO AMEND THE 2022 PERMANENT APPROPRIATIONS OF THE CITY OF PARMA, OHIO, AND DECLARING AN EMERGENCY Auditor Day – Stated that he would address all three pieces up for passage. The first piece is the permanent appropriations which is a summary of what was done all year which will go to the County. The second piece is the cash transfers which are all budgeted items subsidized by the general fund. The third piece is the cash advances which is money that was paid but the City will get this money back. Councilwoman Lime – Asked what the carryover will be for the General Fund and Capital Improvement Fund. Auditor Day – Stated that the unencumbered carryover will be about $12,000,000 for the General Fund and $4,000,000 for the Capital Improvement Fund. Councilwoman Lime – Asked if Council could get a report that shows what ARPA funds have been spent. Auditor Day – Stated he will provide report. ARPA funds must be encumbered by the end of 2024 and spent by the end of 2026. Once the ARPA funds are gone, the budget will be much tighter. Motion made by Councilman Casselberry seconded by Councilwoman Shuman to amend Ordinance No. 218-22 by accepting Exhibit A. Motion carried. 3 Motion made by Councilwoman Lime seconded by Councilwoman Shuman to adopt Ordinance No. 218-22 as amended. Yes: Casselberry, Dipierro, Divis, Euerle, Kohar, Kussmaul, Lime, Shuman, Zacharias. No: None; Ordinance No. 218-22 is adopted as amended. ----------------------------------------------------------------------------------------------------------------------------- -------------------------------------------------------------- RESOLUTION NO. 219-22 12/28/22 BY: M. CASSELBERRY (Special Meeting) (By Request – Auditor) A RESOLUTION APPROVING THE CITY AUDITOR’S CASH ADVANCES, AND DECLARING AN EMERGENCY Auditor Day – Stated that cash advances are money that was paid but that the City will get back. Invited Recreation Commissioner Vittardi to speak about the golf course. Recreation Commissioner Vittardi – Stated that no cash advance was needed for the golf course for the first time in years. The golf course had profit in excess of $42,000 this year and was very successful with golf outings despite the challenges of working out of a temporary club house. Thanked City Council and County Councilman Tuma for their partnership. Councilwoman Lime – Congratulated Commissioner Vittardi on the success of the golf course and asked him to please thank the staff from City Council. Motion made by Councilman Casselberry seconded by Councilwoman Kohar to amend Resolution No. 219-22 by accepting Exhibit A. Motion carried. Motion made by Councilman Casselberry seconded by Councilwoman Shuman to adopt Resolution No. 219-22 as amended. Yes: Casselberry, Dipierro, Divis, Euerle, Kohar, Kussmaul, Lime, Shuman, Zacharias. No: None; Resolution No. 219-22 is adopted as amended. RESOLUTION NO. 220-22 12/28/22 BY: M. CASSELBERRY (Special Meeting) (By Request – Auditor) A RESOLUTION APPROVING THE CITY AUDITOR’S CASH TRANSFERS, AND DECLARING AN EMERGENCY Motion made by Councilman Casselberry seconded by Councilwoman Shuman to amend Resolution No. 220-22 by accepting Exhibit A. Motion carried. Motion made by Councilwoman Lime seconded by Councilman Casselberry to adopt Resolution No. 220-22 as amended. Yes: Casselberry, Dipierro, Divis, Euerle, Kohar, Kussmaul, Lime, Shuman, Zacharias. Motion carried. ADJOURNMENT Motion made by Councilman Euerle seconded by Councilwoman Shuman to adjourn said meeting at 5:32 PM.
