MINUTES AUGUST 5, 2024 COUNCIL MEETING PARMA COUNCIL CHAMBERS 7:06 P.M. The Regular Council Meeting was called to order by President Vito Dipierro presiding: COUNCIL MEMBERS PRESENT: DEBORAH LIME KAMMY SHUMAN MONICA WILSON KELLY ZACHARIAS AMANDA BOYD MARK CASSELBERRY ALLAN DIVIS ROB EUERLE KEVIN C. KUSSMAUL Mrs. Saban – Mr. Chairman, the Roll of Council has been called, and I find a quorum of Council members present. The following officials and department heads were also present: Mayor Timothy DeGeeter, Assistant Law Director Jim Boyle, Auditor Brian Day, Treasurer Tom Mastroianni, Service Director Tony Vannello, Safety Director Bob Coury, Building Commissioner Dan Kulchytsky, City Engineer Hasmukh Patel, Communications and Community Relations Director Carolyn Kovach, Recreation Commissioner Mickey Vittardi and Clerk of Council Kristin L. Councilwoman Shuman and Mayor DeGeeter presented Karen Sawires with certificates for being honored with the Andrew Boyko Memorial Scholarship. Councilwoman Shuman and Mayor DeGeeter presented Andrew Zsiga with certificates for being honored with the Andrew Boyko Memorial Scholarship. The Council Meeting reconvened at 7:40 p.m. ------------------------------------------------------------------------------------------------------------ LEGISLATIVE COMMENT No one wished to speak. ------------------------------------------------------------------------------------------------------------ DISPOSAL OF JOURNAL Mr. Dipierro – Stated, you have before you the minutes from the July 15, 2024, Regular Council Meeting. Asked if there were any additions or corrections to the minutes? Stated, hearing none, the minutes will stand approved as printed. ------------------------------------------------------------------------------------------------------------ COMMUNICATIONS, PETITIONS AND CLAIMS Councilman Euerle – Stated, the Planning Committee of Council met this evening to discuss the proposal to vary for the applicant Brilliant Electric Sign Company for American Red Cross for the property at 5585 Pearl Road. The request is for an Area Variance Section 1196.07 – Signs in Commercial Districts. The proposal is to construct a sign 6 foot – tall major sign, 1 foot from a lot line, and 3 feet from the right of way, where the major sign would be 1 foot taller, 19 feet closer to a lot line, and 2 feet closer to the right of way than code allows. Motion made by Councilman Euerle seconded by Councilwoman Shuman to grant the variance as recommended by the Board of Zoning Appeals and the Planning Committee of Council. Motion carried. ------------------------------------------------------------------------------------------------------------ Councilman Euerle – Stated, the Planning Committee of Council met this evening to discuss the proposal to vary for the applicant Kelly Clark, Ace Lighting Services, LLC for Ross Dress for Less for the property at 1800 Snow Road. The request is for an Area Variance Section 1196.07 – Signs in Commercial Districts. The proposal is to install 2 major wall signs and 2 minor wall signs for a total of 458 square feet of signage, where this would allow 244 more square feet of major wall signage, and 4 additional square feet of minor wall signage. Motion made by Councilman Euerle seconded by Councilman Casselberry to grant the variance with the following stipulation that the major signs shall be constructed of individual channel letters and the window signage shall not exceed 25% as recommended by the Board of Zoning Appeals and the Planning Committee of Council. Motion carried. ------------------------------------------------------------------------------------------------------------ Councilman Euerle – Stated, the Planning Committee of Council met this evening to discuss the proposal to vary for the applicant Jim Briola, North Coast Sign and Lighting Services Inc., Grocery Outlet for the property at 5721 Broadview Road. The request is for an Area Variance Section 1196.07 – Signs in Commercial Districts. The proposal is to install two major wall signs, 2 four minor wall signs, for a total of 416 square feet, where only 222 square feet of signage is permitted. Motion made by Councilman Euerle seconded by Councilwoman Shuman to grant the variance with the following stipulation that all signs shall be constructed of channel letters as recommended by the Board of Zoning Appeals and Planning Committee of Council.
