MINUTES WEDNESDAY, NOVEMBER 6, 2024 COUNCIL MEETING PARMA COUNCIL CHAMBERS 6:46 P.M. The Regular Council Meeting was called to order by President of Council Vito Dipierro presiding. COUNCIL MEMBERS PRESENT: ALLAN DIVIS ROB EUERLE KEVIN C. Motion carried. Councilwoman Boyd presented the Coach Brown with the Resolution and certificates. Further moved to waive Rule 52 and place Ordinance No. 141-24 on Third Reading for final passage as amended. Motion carried. LIME (By Request – Safety Director) AN ORDINANCE AUTHORIZING THE MAYOR AND/OR THE DIRECTOR OF PUBLIC SAFETY TO ENTER INTO A CONTRACT TO PURCHASE AND INSTALL EQUIPMENT TO OUTFIT SIX (6) CHEVY SILVERADO’S AND THREE (3) CHEVY TAHOE’S FOR THE PARMA POLICE DEPARTMENT, AND DECLARING AN EMERGENCY Motion made by Councilwoman Lime seconded by Councilwoman Shuman to amend Ordinance No 171-24 as follows: In Section 1, line 2, after the word ‘with’ insert ‘Statewide Emergency’, and after the word ‘of’ , insert ‘$199,380.00’. Further moved to waive Rule 52 and place Ordinance No. 171-24 on Third Reading for final passage as amended. Motion carried. Stated that the ordinance provides clarity for what will constitute a “chronic” nuisance. It makes it clear that nuisance activities may be found on more than just residential properties. Council people, the Police and Building Department receive numerous complaints about commercial properties. Things like noise and fights and garbage, etc., and this legislation will help add clarity to the City’s enforcement powers and hopefully lead to greater compliance. -------------------------------------------------------------------------------------------------------- Councilman Divis – Thanked the Safety Director and Auxiliary Police during Trick or Treat. Heard positive feedback from neighbors. -------------------------------------------------------------------------------------------------------- Councilman Euerle – Thanked the Safety Director and Auxiliary Police as well. Wished Councilwoman Shuman a Happy Birthday. Heard great things about the Treat n Greet. Rumpke has been okay in Ward 9. -------------------------------------------------------------------------------------------------------- Councilman Kussmaul – Thanked Safety and Auxiliary Police on Halloween as well. Thanked the Service Department for the work on the asphalt joints on Pleasant Valley and State Roads. They were milled down and are flush to the pavement now. The residents in those areas are very appreciative. Wished Councilwoman Shuman a Happy Birthday. -------------------------------------------------------------------------------------------------------- Councilwoman Lime – Thanked the Mayor, Safety Director, Service Director, Police Chief, Fire Chief and everyone who helped make Treat n Greet a great day. The weather was perfect. Next up will be the Santa Drive. ------------------------------------------------------------------------------------------------------------ Councilwoman Shuman – Stated it is National Caregivers Month and on November 15th from 10 am to 2 pm at Donna Smallwood Activities Center, there is a National Caregivers Expo. ----------------------------------------------------------------------------------------------------------- Councilwoman Wilson – Thanked Community Development Director Tollerup for assisting three of her residents with sidewalk replacements. ----------------------------------------------------------------------------------------------------------- Councilwoman Zacharias – No comment. ---------------------------------------------------------------------------------------------------------- 7 Councilwoman Boyd – Thanked the Safety Department, Mayor, Auxiliary Police for their assistance with Trick or Treat. ---------------------------------------------------------------------------------------------------------- Mr. Dipierro – Wished Councilwoman Shuman and Councilwoman Wilson a Happy Birthday. Congratulated Councilman Casselberry on his election victory. He will be County Councilman District 4 in 2025. ----------------------------------------------------------------------------------------------------------- REPORT ON ABSENT MEMBERS Motion made by Councilwoman Lime seconded by Councilwoman Shuman to excuse Councilman Casselberry from said meeting.
