MINUTES DECEMBER 16, 2024 COUNCIL MEETING PARMA COUNCIL CHAMBERS 6:35 P.M. The Regular Council Meeting was called to order by President of Council Vito Dipierro presiding. COUNCIL MEMBERS PRESENT: DEBORAH LIME KAMMY SHUMAN MONICA WILSON KELLY ZACHARIAS AMANDA BOYD MARK CASSELBERRY ALLAN DIVIS ROB EUERLE KEVIN C. KUSSMAUL Mrs. Saban – Mr. Chairman, the Roll of Council has been called, and I find a quorum of Council members present. The following officials and department heads were also present: Law Director Scott M. Tuma, Auditor Brian Day, Treasurer Tom Mastroianni, Service Director Tony Vannello, Building Commissioner Dan Kulchytsky, City Engineer Hasmukh Patel, Communications and Community Relations Director Carolyn Kovach, Director of Human Resources Renee Guy, Recreation Commissioner Mickey Vittardi, Chief of Staff Rich Summers, and Clerk of Council Kristin L. No: None; Ordinance No. 209-24 is adopted. ------------------------------------------------------------------------------------------------------------ AMEND LEGISLATION PREVIOUSLY ADOPTED: ORDINANCE NO. 193-24 12/16/24 BY: MARK CASSELBERRY, ALLAN DIVIS (By Request – Service Director) AN ORDINANCE AUTHORIZING THE MAYOR AND/OR THE DIRECTOR OF PUBLIC SERVICE TO ENTER INTO A RENEWAL MASTER AGREEMENT FOR ENGINEERING SERVICES WITH DLZ OHIO, INC., FOR 2025 AND 2026, TO PROVIDE PROFESSIONAL SERVICES ON AN “AS NEEDED BASIS” FOR THE CITY-WIDE STORMWATER MANAGEMENT PROGRAM, LOCAL/STATE/FEDERAL INFRASTRUCTURE FUNDING ASSISTANCE, INCLUDING VARIOUS AGENCIES SUCH AS FEMA, U.S. EPA, OHIO EPA, OPWC, NOACA, NEORSD, CWD, AND CURRENT INFRASTRUCTURE BILL GRANT PROGRAMS FOR LOCAL GOVERNMENT, AND DECLARING AN EMERGENCY Motion made by Councilman Casselberry seconded by Councilwoman Lime to amend Previously Adopted Ordinance No. 193-24 as follows: In the Heading and in Section 1 replace the word “RENEWAL” with the word “NEW”, and in the Heading and in Section 1 replace the word “STORMWATER” with the word “INFRASTRUCTURE”. Motion carried. 5 Motion made by Councilman Casselberry seconded by Councilwoman Lime to adopt Previously adopted Ordinance No. 193-24 as amended. Yes: Lime, Shuman, Wilson, Zacharias, Boyd, Casselberry, Divis, Euerle, Kussmaul. No: None; Previously adopted Ordinance 193-24 is adopted as amended. --------------------------------------------------------------------------------------------------------- PUBLIC SESSION No one wished to speak. ---------------------------------------------------------------------------------------------------------- MISCELLANEOUS BUSINESS Councilman Casselberry – Wished to speak first, and expressed how bittersweet this moment is because he is very excited to start at the County level, but is sad because this is officially his last City Council meeting, and he will no longer be serving with everyone in the same capacity. He stated that he has enjoyed the last thirteen years serving the residents of Ward 3, and that the job was great for him as well as his family. He stated that he is looking forward to working at the County level and has appreciated the support of the Ward 3 residents and is very grateful for the residents of District 4 who have asked him to be their representative. He expressed again the many accomplishments and friendships he has made serving on City Council. He acknowledged and thanked his wife Judy, his children and grandchildren. Service Director Vannello – No comment. Safety Director Coury- No comment. Auditor Day – Congratulated Councilman Casselberry on his new position and thanked him for being such an asset to the residents of Ward 3, and for everything that he has done for the residents over the years. Stated that he is looking forward to working with him in his new role. Law Director Tuma – Congratulated Councilman Casselberry on his new role and offered the advice to always stay true to yourself, and to bring your own ideas into the role. Treasurer Mastroianni – Congratulated Councilman Casselberry and wished everyone a Merry Christmas. ------------------------------------------------------------------------------------------------------------ Councilwoman Lime – Congratulated Councilman Casselberry, stated that she will be looking forward to working with him at a different level and wished him and his family all the best. Thanked the Safety and Service Departments, as well as the Police, Fire and Auxiliary Units for all the hard work with Frosty Fest, as well as the beautiful lights and decorations. Stated that next year Frosty Fest will be held at the event center. Reminded everyone that Busch Funeral Home at Ridge and Dorothy has invited Council after the meeting. Wished everyone a Merry Christmas. Councilwoman Shuman – Thanked Mark and Judy Casselberry for always being there to assist other Council members by their constant dedication to helping others. Also thanked them on a personal level for all the help they gave her from the beginning. She stated that looking at the pictures from this year’s Frosty Fest reminded her of how proud she was to be Parma, and wished everyone a Merry Christmas. Councilwoman Wilson – Stated that Councilman Casselberry played a pivotal role in her being on Council, and expressed how much that meant to her, thanking Councilman Casselberry and wishing him and his family the best. She thanked Councilwoman Lime for a successful Breakfast with Santa. Councilwoman Zacharias – No Comment Councilwoman Boyd – Expressed how proud she was of Councilman Casselberry, and how wonderful it has been to know him for the past eight years. Stated that she is so happy for him and his family. Stated how much fun she had volunteering at this year’s Frosty Fest and 6 is looking forward to it being at the Event Center next year. Wished everyone a Merry Christmas. Councilman Divis – Stated what an honor it has been serving on Council alongside Councilman Casselberry all these years. He also stated that his family wished all the best to Councilman Casselberry and his family. Wished everyone a Merry Christmas. Councilman Euerle – Wished everyone a Merry Christmas. Stated that Frosty Fest went very well, and the parade was awesome. Thanked the Service Garage, Law Enforcement, and everyone that helped make the events successful. Thanked Councilman Casselberry for his hard work and dedication as Councilman for Ward 3. Councilman Kussmaul – Stated that he has enjoyed serving and working with Councilman Casselberry, wished him and his family all the best, and that he is excited to see him in his new role. Stated that Frosty Fest and the Christmas Parade were a great success thanks to the Service Director and Department, Councilwoman Lime, Clerk of Council, and We are Parma Proud. Reminded everyone that Winterfest will be Friday, December 27, at the Watership Stewardship Center at West Creek. Wished everyone a Merry Christmas. Councilman Casselberry – Reminded everyone that Santa Claus will be in Ward 3 at 4718 Woodrow Avenue, from 6-8 PM for fun, and pictures with Santa, on Friday, December 20. Clerk of Council Saban – Stated that in 2016 we all started out as Ukrainian Village colleagues, but over these years Councilman Casselberry and his wife Judy have become some of her best friends and will miss them very much.
