MINUTES FEBRUARY 18,2025 COUNCIL MEETING PARMA COUNCIL CHAMBERS 6:34 P.M. The Regular Council Meeting was called to order by President of Council Vito Dipierro presiding. Councilman Euerle presented Certificates, and the Mayor presented a Proclamation to State Meats for their 50th Anniversary in Business. The Mayor read a Proclamation, and Certificates were presented by Councilman Euerle and Councilwoman Zacharias to the Ukrainian Community of Parma marking the Third Anniversary of Russia’s Invasion. A variance would result in allowing a free-standing major sign, 9 SF larger and 2’-10” taller than code allows. After discussion, George Mastrobuono made a motion recommending to Council to grant the variances with the stipulation that the sign not be more than 6’- 6” in height, and no more than 46 SF in area, as the essential character of the neighborhood will not be substantially altered, and justice will be done by granting the variance. Allesan Armstrong second the motion. George Ziefle, Allesan Armstrong, George Mastrobuono, Michelle Green and John Yurkiw voted yes. Motion made by Councilman Euerle seconded by Councilwoman Boyd to thereafter read the variance application by title only. Further moved to refer the variance to the Planning Committee. (f) Parking Lots. There shall be no parking lots or other human-made impervious cover. The proposal is to construct a new parking lot pavement that projects no more than 16 feet into the 100-year floodplain. 2  After discussion, George Mastrobuono made a motion to recommend to Council to grant the variance, as the additional previous area would be an asset to the neighborhood, and it would improve the floodplain. Allesan Armstrong second the motion. George Ziefle, Allesan Armstrong, Michelle Green and George Mastrobuono are all in favor. SHUMAN (By Request – Auditor) A RESOLUTION APPROVING THE CITY AUDITOR’S POST CERTIFICATION OF REQUISITIONS AS DETAILED IN EXHIBIT “A” AND DECLARING AN EMERGENCY Councilwoman Lime – Asked the Law Department to explain the $2,649.00 payment to Jackson-Dieken Insurance Agency for the Drone Policy. Assistant Law Director Boyle – Explained that it was a payment from last year, and that insurance had to be purchased for the drones once they were purchased. Councilwoman Shuman – Stated that the bill was dated 11-21-24. Councilwoman Lime – Asked the Law Department about the accident that Chief Lasky’s car was involved in, and questioned the $10, 857. 91 in damages. She asked if the driver was uninsured. Assistant Law Director Boyle – Stated that yes, the driver was uninsured, and that Law is pursuing the cost of the damage done to Chief Lasky’s vehicle. EUERLE (By request – Community Service and Economic Development Director) AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A MUTUAL RELEASE AND RESCISSION OF CONTRACT BETWEEN MAMACITA’S INC., DBA MAMACITA’S AND MONICA HALLY, INDIVIDUALLY, AND DECLARING AN EMERGENCY Councilwoman Wilson – Asked what this was for? Community Services Director Tollerup – Explained how Community Development has the ability to loan money to minority and women-owned businesses at a lower interest rate. They were approached by Monica Hally of Mamacita’s, and granted her a $50,000.00 loan. Covid 8 came and Mamacita’s had to go out of business, even after the loan had been modified. She had previously paid the City $15,000.00 of the loan back. Recently, she made an offer to pay another $10,000.00 payment. Mr. Tollerup explained that, that check is being held pending on this Ordinance being passed. He stated that they would be satisfied with the payments, and that they would not want to hurt Ms. Hally’s credit any further. Councilwoman Zacharias – Asked if the money for the loan came from the City or HUD? Director Tollerup – Stated that it was from Community Development funds, and they were not at all penalized. Councilwoman Zacharias – Asked if there was any precedence for this? Director Tollerup – Stated that yes, there has only been one other circumstance similar. Councilwoman Zacharias – Asked why this has to be on Suspension? Director Tollerup – Stated so that the deal can get done. Auditor Day – Stated that yes, it was for the Hazard Mitigation Program for the eight houses on Pleasant Valley Road, that grants were already received for. He stated that nothing was appropriated for the purchase of 12500 West Sprague Road. He stated that they want to appropriate for 12500 West Sprague so they can go ahead and purchase it to own, acquire and demolish to mitigate flood issues. Councilwoman Lime – Asked the Service Director if this was the one on the BOC today? LIME A RESOLUTION REQUESTING THE BUILDING COMMISSIONER TO INSTITUTE SUMMARY NUISANCE ABATEMENT OF PERMANENT PARCEL NUMBER 448-12-071, 6601 BROWNFIELD DRIVE, PARMA, OHIO AND DECLARING AN EMERGENCY Councilwoman Lime – Stated that she had hoped that all of Council had the opportunity to view the pictures of the situation on 6601 Brownfield. She stated that she feels that both the Safety and Building Departments are moving in the right direction to help resolve the issues. Councilwoman Lime also stated that the neighborhood would greatly appreciate the full support of Council regarding this issue. Councilman Euerle – Asked about what Nuisance Abatements normally result in. Councilwoman Lime – Stated that each one is a different situation, and not all of them result in demolition. She also stated that their will be discussions on policy that the Building Department has been working on leaning towards trying to resolve issues before it has to resort to demolition if possible. Safety Director Coury – Explained that they are working on gaining leverage to remediate up to the point of demolition. He stated that this Ordinance will give them the leverage to legally be able, in this situation, enter the property to remove the waste and garbage on the exterior. He also explained the reasons that properties go into a Nuisance Abatement. Motion made by Councilwoman Lime seconded by Councilwoman Shuman to adopt Resolution No. 33-25. He also stated that they put in sometimes 16 hour days and get pretty beat up driving the plows. ------------------------------------------------------------------------------------------------------------ Councilwoman Lime – Agreed that it was great to recognize the Safety Forces.
