AN ORDINANCE APPROVING AND RATIFYING A COLLECTIVE BARGAINING
AGREEMENT BETWEEN THE CITY OF PARMA AND THE AMERICAN FEDERATION
OF STATE, COUNTY, AND MUNICIPAL EMPLOYEES, AFL-CIO, LOCAL 3924
UNION (AFSCME), REPRESENTING THE CITY HALL EMPLOYEES, FOR THE
PERIOD OF JANUARY 1, 2024, THROUGH DECEMBER 31, 2026, PURSUANT
TO CHAPTER 4117 OF THE OHIO REVISED CODE, AND DECLARING AN
EMERGENCY
Motion made by Councilwoman Shuman seconded by Councilwoman Boyd to amend
Ordinance No. 204-24, passed by Council on December 16, 2024, by substituting Exhibit A
attached to Ordinance No. 204-24 with the instrument labeled as Substitute Exhibit A which
consists of a Collective Bargaining Agreement between the City and AFSCME Local 3924
representing City Hall Employees covering the period of January 1, 2024, through December 31,
2026. Motion carried.

A RESOLUTION RECOGNIZING FEBRUARY 2025 AS “BLACK HISTORY MONTH,”
AND DECLARING AN EMERGENCY
Councilwoman Wilson – Stated, this is Black History Month. As we recognize Black
History Month in 2025, we do so with a deep understanding that this is just not a time for
reflection but also action. Black History Month is more than a celebration of achievement, it is a
call to continue breaking barriers. It reminds us to support diversity and equitable inclusion
policies, and making sure the next generation has access to the policies they deserve. As a city
lets use this month to uplift voices that have long shaped our community to educate us on the
past, and to commit to a more inclusive future.

Asked that we pray for the victims and families of the plane crash.
