MINUTES FEBRUARY 3,2025 COUNCIL MEETING PARMA COUNCIL CHAMBERS 6:30 P.M. The Regular Council Meeting was called to order by President of Council Vito Dipierro presiding. COUNCIL MEMBERS PRESENT: ALLAN DIVIS ROB EUERLE KEVIN C. KUSSMAUL DEBORAH LIME KAMMY SHUMAN JOHN SOEDER MONICA WILSON KELLY ZACHARIAS AMANDA BOYD Ms. Beeble – Mr. Chairman, the Roll of Council has been called, and I find a quorum of Council members present. The following officials and department heads were also present: Mayor Timothy DeGeeter, Law Director Scott M. Asked if there were any additions or corrections to the minutes? Stated hearing none, the minutes will stand approved as printed. ------------------------------------------------------------------------------------------------------------ COMMUNICATIONS, PETITIONS AND CLAIMS Mr. Dipierro – Stated the 2024 Law Department Annual Report will be in the Council Office for review. ------------------------------------------------------------------------------------------------------------ 1 AMEND LEGISLATION PREVIOUSLY ADOPTED ORDINANCE NO. 204-24 12/16/24 AN ORDINANCE APPROVING AND RATIFYING A COLLECTIVE BARGAINING AGREEMENT BETWEEN THE CITY OF PARMA AND THE AMERICAN FEDERATION OF STATE, COUNTY, AND MUNICIPAL EMPLOYEES, AFL-CIO, LOCAL 3924 UNION (AFSCME), REPRESENTING THE CITY HALL EMPLOYEES, FOR THE PERIOD OF JANUARY 1, 2024, THROUGH DECEMBER 31, 2026, PURSUANT TO CHAPTER 4117 OF THE OHIO REVISED CODE, AND DECLARING AN EMERGENCY Motion made by Councilwoman Shuman seconded by Councilwoman Boyd to amend Ordinance No. 204-24, passed by Council on December 16, 2024, by substituting Exhibit A attached to Ordinance No. 204-24 with the instrument labeled as Substitute Exhibit A which consists of a Collective Bargaining Agreement between the City and AFSCME Local 3924 representing City Hall Employees covering the period of January 1, 2024, through December 31, 2026. Motion carried. ------------------------------------------------------------------------------------------------------------ ORDINANCE NO. 205-24 12/16/24 AN ORDINANCE APPROVING AND RATIFYING A COLLECTIVE BARGAINING AGREEMENT BETWEEN THE CITY OF PARMA AND THE AMERICAN FEDERATION OF STATE, COUNTY, AND MUNICIPAL EMPLOYEES, AFL-CIO, LOCAL 3924 UNION (AFSCME) REPRESENTING THE POLICE RECORDS CLERKS FOR THE PERIOD OF JANUARY 1, 2024, THROUGH DECEMBER 31, 2026, PURSUANT TO CHAPTER 4117 OF THE OHIO REVISED CODE, AND DECLARING AN EMERGENCY Motion made by Councilwoman Shuman seconded by Councilwoman Lime to amend Ordinance No. 205-24, passed by Council on December 16, 2024, by substituting Exhibit A attached to Ordinance No. 205-24 with the instrument labeled as Substitute Exhibit A which consists of a Collective Bargaining Agreement between the City and AFSCME Local 3924 representing Police Records Clerks covering the period of January 1, 2024, through December 31, 2026. SHUMAN (By Request – Auditor) AN ORDINANCE TO AMEND THE 2025 TEMPORARY APPROPRIATIONS OF THE CITY OF PARMA, OHIO DECLARING AN EMERGENCY Councilwoman Lime – Asked what the charge for professional services was. Auditor Day – Explained that $71,000.00 was for repair of an emergency vehicle, it will be reimbursed by the individual who caused the accident. DIVIS, R. EUERLE, D. LIME, K. SHUMAN, A. BOYD A RESOLUTION RECOGNIZING FEBRUARY 2025 AS “BLACK HISTORY MONTH,” AND DECLARING AN EMERGENCY Councilwoman Wilson – Stated, this is Black History Month. As we recognize Black History Month in 2025, we do so with a deep understanding that this is just not a time for reflection but also action. Black History Month is more than a celebration of achievement, it is a call to continue breaking barriers. It reminds us to support diversity and equitable inclusion policies, and making sure the next generation has access to the policies they deserve. As a city lets use this month to uplift voices that have long shaped our community to educate us on the past, and to commit to a more inclusive future. Asked that we pray for the victims and families of the plane crash. ------------------------------------------------------------------------------------------------------------ Councilman Soeder – No comment. ------------------------------------------------------------------------------------------------------------ Councilwoman Wilson – Thanked the Snow Village Co-op for their proactive approach to questioning the raise of property taxes. ------------------------------------------------------------------------------------------------------------ Councilwoman Zacharias – No comment. ------------------------------------------------------------------------------------------------------------ Councilwoman Boyd – Thanked Councilwoman Lime for her work with coffee with a cop.
