The Regular Council Meeting was called to order by President of Council Vito Dipierro
presiding.

Mrs. Saban – Mr. Chairman, the Roll of Council has been called, and I find a quorum of
Council members present.
The following officials and department heads were also present: Mayor Timothy
DeGeeter, Law Director Scott M. Tuma, Auditor Brian Day, Service Director Tony Vannello,
Safety Director Bob Coury, Building Commissioner Dan Kulchytsky, Communications and
Community Relations Director Carolyn Kovach, Recreation Commissioner Mickey Vittardi, Chief
of Staff Rich Summers, and Clerk of Council Kristin L. Saban.

CERTIFICATES
Councilman Kussmaul presented Certificates to January, 2025 Citizens of the Month –
Sharice Polkabla & Anne McIntosh. Thanked Sharice and Anne for building a great sense of
community. They started with their Annual Tree Lighting at Coventry and Camelot. They also
organized the picnic block party in the summer.
Mayor DeGeeter – Presented certificates. Stated although Parma’s the 7th largest city,
we are the biggest small town in America.
Sharice – Stated she has lived in Broadview Heights and North Royalton but moving to
Parma to loving the city and the city loves her back has been the best thing that has ever
happened to them. She appreciates it.

RESOLUTION NO. 6-25 1/21/25

A RESOLUTION APPROVING THE CITY AUDITOR’S POST CERTIFICATION
OF REQUISITIONS AS DETAILED IN EXHIBIT “A” AND DECLARING AN
EMERGENCY
Auditor Day – Explained the process of Post Certifications for the new member of Parma
City Council. Anytime there is an expenditure of $1,000.00 or more, a Purchase Order needs to
be obtained. In this situation, a Purchase Order was not obtained. The Purchase Order
certifies the money, thus this is a Post Certification. The funds are available but the individual
departments did not obtain a Purchase Order and Council has to approve these so the invoices
can be paid.
Motion made by Councilwoman Lime seconded by Councilwoman Shuman to adopt
Resolution No. 6-25.
Yes: Boyd, Euerle, Kussmaul, Lime, Shuman, Soeder, Wilson, Zacharias.
No: None; Resolution No. 6-25 is adopted.

AN ORDINANCE TO AMEND THE 2025 TEMPORARY APPROPRIATIONS OF
THE CITY OF PARMA, OHIO, AND DECLARING AN EMERGENCY

Motion made by Councilwoman Shuman seconded by Councilwoman Lime to amend
Ordinance No. 8-25 by accepting revised Exhibit “A”. Motion carried.
Auditor Day – Explained the process of amending the Temporary or Permanent
Appropriations to the new member of Parma City Council. If the appropriations, whether we are
operating on a temporary budget, which we operate on in the first three months or the
permanent budget, which will adopted in March; need to be increased, that is what is being
done. The resources/funds are available but they were not appropriated.
Motion made by Councilwoman Lime seconded by Councilwoman Shuman to adopt
Ordinance No. 8-25 as amended.
Yes: Boyd, Euerle, Kussmaul, Lime, Shuman, Soeder, Wilson, Zacharias.
No: None; Ordinance No. 8-25 is adopted as amended.

APPOINTMENTS AND CONFIRMATIONS
Councilwoman Boyd – Stated, the Appointment Scanning Committee met to consider the
Reappointment of John Yurkiw to the Board of Zoning Appeals. Mr. Yurkiw’s term expired on
September 21, 2024. His new appointment would be for a five (5) year term ending September
21, 2029. Motion made by Councilwoman Boyd seconded by Councilwoman Wilson to grant the
reappointment as recommended by the Mayor and the Appointment Scanning Committee of
Council. Motion carried.

Reappointment of George Ziefle to the Board of Zoning Appeals. Mr. Ziefle’s term expired on
September 21, 2024. His new appointment would be for a five (5) year term ending September
21, 2029. Motion made by Councilwoman Boyd seconded by Councilwoman Wilson to grant the
reappointment as recommended by the Mayor and the Appointment Scanning Committee of
Council. Motion carried.

Councilman Kussmaul – Thanked the Clerk of Council, Staff and everyone who helped
with the Winterfest. It was a success. Welcomed Councilman Soeder.

Councilwoman Lime – Congratulated Councilman Soeder. Looks forward to working with
him. Thanked the Service Department snow removal crews. Did not receive any complaints.

stated regarding living in the City of Parma. Was happy to hear it.
