MINUTES MAY 19, 2025 COUNCIL MEETING PARMA COUNCIL CHAMBERS 6:30 P.M. The Regular Council Meeting was called to order by President of Council Vito Dipierro presiding. Asked if there were any additions or corrections to the minutes? Stated, hearing none, the minutes will stand approved as printed. -------------------------------------------------------------------------------------------------------- COMMUNICATIONS, PETITIONS AND CLAIMS Councilman Euerle – Stated, the Planning Committee of Council met this evening to discuss the Proposal to Vary for the Applicant Hanna Development Group LLC, for the property at 11100 & 11120 Snow Road. The applicant is proposing a subdivision comprised of 12.5 contiguous acres of land. The variance would result in allowing a subdivision to be constructed with 2.5 less acres than code allows. There is a stipulation that the property will yield a reasonable return, the essential character of the neighborhood would not be substantially 1 altered, and the adjoining properties would not suffer substantial detriment as a result of granting the variance. Motion made by Councilman Euerle seconded by Councilwoman Shuman to grant the Variance, with the stipulation, as recommended by the Board of Zoning Appeals and Planning Committee of Council. Motion carried. Councilman Euerle – Stated, the Planning Committee of Council met this evening to discuss the Proposal to Vary for the Applicant Andrew Stocks, for Handsome Hounds,8247 Day Drive, Permanent Parcel Number 442-43-021. The proposal is to operate a dog training facility which is not listed in the permitted uses schedule for the Shopping Center Zoning District. A variance would result in allowing a dog training facility to operate in a Shopping Center District. Motion made by Councilman Euerle seconded by Councilwoman Shuman to grant the Variance as recommended by the Board of Zoning Appeals and Planning Committee of Council. Motion carried. ----------------------------------------------------------------------------------------------------- Councilman Euerle – Stated, the Planning Committee of Council met this evening to discuss the Proposal to Vary for the Applicant Palecek Construction and Maintenance for First Watch, 6830 Ridge Road on Permanent Parcel Number 455-03-010.The request is to install 2 major wall signs totaling 117 SF in area. The Variance would result in allowing one additional major wall sign and 47 more square feet of major wall signage than code allows. Motion made by Councilman Euerle seconded by Councilwoman Shuman to grant the Variance as recommended by the Board of Zoning Appeals and Planning Committee of Council. WILSON A RESOLUTION SUPPORTING MAY AS “NATIONAL MENTAL HEALTH AWARENESS MONTH,” AND DECLARING AN EMERGENCY Councilwoman Boyd – Stated that Mental Health Awareness Month is near and dear to her heart. She knows a lot of people who struggle with different types of mental illness. Things like the Resolution help to remove the stigma of what it means to have mental illness. Anyone listening, there is always support and if you need anything Council will provide those resources to you. BOYD (By Request – Safety Director) AN ORDINANCE AUTHORIZING THE MAYOR AND/OR THE DIRECTOR OF PUBLIC SAFETY TO ENTER INTO AN AGREEMENT WITH GARDINER SERVICE COMPANY, INC., TO REPLACE THE HEATING AND COOLING (HVAC) SYSTEM, ROOFTOP UNIT 13, AT THE CITY OF PARMA JUSTICE CENTER, IN AN AMOUNT NOT TO EXCEED $257,639.00, AND DECLARING AN EMERGENCY Councilwoman Wilson – Asked why this is under Suspension of the Rules. Safety Director Coury – As pointed out in the body and the emergency clause, the courtroom is served by HVAC Number 13, Police Command Staff, Police Records Room, Detective Bureau. It is currently non-operational and being replaced by renting temporary air conditioning. It must be replaced immediately and as a result the emergency clause and suspension are necessary. Councilwoman Wilson – Asked about the bidding process. Safety Director Coury – Stated the bidding process is always followed. In this case, it is a non-bid contract through State Procurement and as a result is not required to go out to bid, but a lot of time was spent negotiating the contract with the vendor so they could get the best price despite it being State Bid Contract. Councilwoman Wilson – Asked if State Bid Contract means that it will be the lowest price. Safety Director Coury – Stated because the contract has been negotiated with the State, under the Ohio Revised Code we can assume that it is the best price available because they have negotiated the prices for the entire state. He went above and beyond, big-time full-time effort. --------------------------------------------------------------------------------------------------------- Councilwoman Lime – Stated We are Parma Proud is raffling off a car that has been donated. The goal is to use the money raised from selling tickets for the Anniversary Celebration in 2026. Also, the Parma Fine Arts Council created an activity/coloring book all about Parma. 7  Councilwoman Shuman – Commented on her trip to Rome. They were in Rome when the Pope was picked.
