Motion carried. ------------------------------------------------------------------------------------------------------------ CERTIFICATES Councilwoman Boyd and State Representative Brennan presented Certificates and Mayor DeGeeter presented a Proclamation to Kristy Younger, September 2025 Citizen of the Month. 1  Councilman Soeder and State Representative Brennan presented Certificates and Mayor DeGeeter presented a Proclamation to Breads & Beyond Bakery in honor of their 30th Anniversary. ------------------------------------------------------------------------------------------------------------ LEGISLATIVE COMMENT Recreation Director Vittardi – Stated that he wanted to speak to Council about two pieces under suspension tonight. Ordinance No. 179-25 is an Ordinance to increase petty cash amounts for the Event Center, which will be necessary once the event center opens. Ordinance No. 184-25 involves cleaning up and establishing a number of positions at the golf club and event center that we have not had a need for in previous years. Councilman Kussmaul – Asked if the Law Department had any comment on the increase of petty cash amounts? Law Director Tuma – Stated that petty cash accounts are generally used for small, petty purchases that require immediate attention. Stated that Law does not have any comment on the amounts, but stated that like any other account, they will need to follow the legal regulations in place, such as things going through Board of Control. Recreation Director Vittardi – Asked Councilman Kussmaul if there was anything specific he was looking for more information on? Councilman Kussmaul – Stated that he understood that an increase was necessary, but asked if there is anything under the Ohio Revised Code that says anything about having this amount of money ($75,000) in petty cash? Recreation Director Vittardi – Stated that there were extensive meetings with Auditor’s office and the Treasurer’s office and there were not any issues. Treasurer Mastroianni – Stated that the current amount of petty cash in place, $15,000, is not really a lot when operating an event center. Further stated that this amount could easily be depleted on one event, so it makes sense that it would need to be increased with more events happening as well as the opening of the restaurant. Auditor Day – Stated that he has sat in several meetings on this topic and he has no concerns about the dollar amount. Stated that the golf course has always had this petty cash account and it’s just increasing due to the event center opening. Further stated that this account is not a typical use of petty cash, it will pay for liquor and other things for large events. This petty cash account is different from the petty cash accounts that other city departments have. It is a separate account, through a separate bank, and does not run through the city’s accounts. It is not balanced by the Auditing office whatsoever, it has always been done this way and is not changing. The only thing changing is the amount, which is understandable due to the opening of the event center. It was raised 2 years ago from $10,000 to $15,000. Recreation Director Vittardi – Stated that they tried to come up with an efficient number that would not be too large but would be adequate to cover their needs. Law Director Tuma – Reiterated that this account will need to follow all legal requirements for procurement and approval, such as Board of Control and Post Cert authorizations, per usual, and none of these requirements fall to the wayside because of what the account is called. Councilman Kussmaul – Asked Auditor Day if he thought calling it petty cash was appropriate due to the large dollar amount and further asked if perhaps we should get an advisory opinion from the State Auditor? Auditor Day – Stated that it has always been called petty cash for decades and that he is not opposed to calling it something else, but he does not know what that would be. Stated that he is audited every year and that he is currently working with the State Auditor on an audit now and will be happy to run it by them. 2  Councilwoman Shuman – Stated that the capacity of the events has grown, the account is exactly the same, there are checks and balances in place, and nothing is changing other than the amount which is due to the capacity changing. Councilwoman Lime – Stated that she feels that Council should not hinder the event center’s process and that she feels it is better to go larger than smaller. Councilman Euerle – Asked Auditor Day if every expense that goes through the petty cash account would go to a post certification? Is that correct? Auditor Day – Stated it would follow the same procedures as always, so if an expense was not encumbered properly, it would be a post cert. Recreation Director Vittardi – Stated that he will send an email to Council explaining Ordinance No. 180-25, which is under First Reading, in more detail. ------------------------------------------------------------------------------------------------------------ DISPOSAL OF JOURNAL Mr. Dipierro – Stated, you have before you the minutes from the Regular Council Meeting of September 2, 2025. SOEDER A RESOLUTION CONDEMNING THE ASSASSINATION OF CHARLIE KIRK AND REAFFIRMING SUPPORT OF THE FIRST AMENDMENT, AND DECLARING AN EMERGENCY Councilman Kussmaul – Thanked everyone on Council for talking about this Resolution with him. Stated “On Wednesday, an American citizen was assassinated. Charlie was expressing his First Amendment right when he was shot in the throat on a college campus, in front of thousands of people including his wife, 3-year-old, and 1-year-old child. This Resolution does two things: it reaffirms that Charlie should not have been assassinated and also reaffirms that we support the First Amendment. There have been several tragedies that have happened this year, and all those are worthy of a Resolution. But this Resolution is directed at what happened Wednesday, which was an attack on the First Amendment and needs to be addressed. Freedom of Speech is the bedrock of America. On a personal note, Charlie was my age. He was speaking at a college campus, and I had previously been engaged to speak at a college campus later this week, and I will continue to keep those plans and will do so. We have had elected officials near us and people in the community say that this assassination was a good thing. No one said that after the other tragedies. This was an assassination while someone was expressing their First Amendment right. No one should be assassinated for speaking. If we don’t have the First Amendment, we don’t have a republic. Charlie recently said to a college student on a campus ‘I love America because I love talking with people I disagree with. When we stop talking that is when you get violence because you start to think the other side is so evil and they lose their humanity.’ No one should be assassinated for their opinion.” Motion made by Councilwoman Lime seconded by Councilwoman Boyd to adopt Resolution No. 183-25. Cars are speeding down Virginia every day and completely ignore the stop sign at W. 67th and Virginia like it doesn’t exist. Stated he knows that the Parma Police is doing a great job in the City and asked if it would be possible if they can sometimes go down the side streets because this is getting out of control and he is afraid something terrible is going to happen. ------------------------------------------------------------------------------------------------------------ Jeff Minnick, Key West Drive – Stated he has concerns about the coming regulations of e-bikes. Further stated that the majority of the infractions are involving children, probably due to a lack of education about safety measures or lack of respect for others. Stated his concern is that if Parma outlaws e-bikes on sidewalks it would be unfair to responsible bike owners who follow the safety measures and are courteous to pedestrians and motorists. He is also worried about the safety of all bicyclists if they are relegated to riding their bikes in the streets. Stated that his e-bike only goes 15 miles per hour and he tested it on a Broadview on a big hill and felt very unsafe, due to the city’s lack of bike lanes as well as potholes and other debris. Stated he doesn’t think he can continue to ride on the street, that he feels it would be very unsafe, especially for younger people or experienced cyclists. Stated he hopes that the City will get opinions from the public and bicyclist groups before coming up with final regulations, as well as looking into what other cities are doing, as this issue is everywhere. Lastly, he feels that safety education is a must. ------------------------------------------------------------------------------------------------------------ MISCELLANEOUS BUSINESS Mayor DeGeeter – Responded to Dave Koers that the Safety Director has addressed his issue at least twice this year, but will ask him to do it again, with special attention given by the police. Further stated that today the Mayor’s Office received a letter from NOWACA, from which we applied for an Enhanced Mobility of Seniors and Individuals with Disabilities Grant. Stated he is happy to report that we will be receiving $105,280 that will go toward a replacement vehicle at the Senior Center, along with computer hardware and software for logistics. Thanked Senior Center Director Erin Lally, Dave Blagg, and Tony Vanello for their effort on getting that awarded. ------------------------------------------------------------------------------------------------------------ Safety Director Coury – To Dave Koers, stated that the Police did have special attention during the week of September 6 on Virginia Avenue for both traffic and property maintenance. He will request additional special attention and request a speed sign and will collaborate with Mr. Koers on where that speed sign should be placed. ------------------------------------------------------------------------------------------------------------ Service Director Vannello – Thanked Council for their support of the golf course and event center items on the agenda this evening. ------------------------------------------------------------------------------------------------------------ Auditor Day – No comment. ------------------------------------------------------------------------------------------------------------ Law Director Tuma – Stated that the law office will continue to work on the e-bike legislation as efficiently and in good faith as much as possible. She and her husband have both had their families affected directly by suicide and appreciate the support of Council. ------------------------------------------------------------------------------------------------------------ Councilman Euerle – Reminded everyone that there will be a Shred Event on September 27 from 9 am – 12 pm at the Parma Armory, 5313 Hauserman Road. Bring can goods to go to the Parma Hunger Center. ------------------------------------------------------------------------------------------------------------ Councilman Kussmaul – Noted the passing of Mike Gibbons, who grew up in Parma, was a member of Holy Family Parish and was very proud of his Parma roots. Thanked the volunteers for putting on the K9 fundraiser at Sloppy Bob’s, a lot of passion went into it for a great organization. ------------------------------------------------------------------------------------------------------------ Councilwoman Lime – Reminded everyone that the Safety Meeting for Wards 1 and 2 will be held on Thursday, September 18 at 6:00 pm at Fire Station 1.
