PRE-COUNCIL MEETING CITY OF P AS ADENA January 7, 2020 – 9:30 a.m. MINUTES CALL TO ORDER Mayor Wagner called the Pre-Council Meeting to order. (13) PROGRESS PAYMENTS: Item F – Mayor Wagner stated this item would be deferred until next agenda. Mayor Wagner advised that Final Readings and Resolutions would be read as consent vote. (19) (A) – (2) – FIRST READING: Item A – Councilmember Schoenbein praised everyone involved in the process of working on this item to have an increase in our Industrial taxes; this will help go to our City budget. Discussion, comments, question/answer session followed between Councilmember Harrison, Mayor Wagner, Jomie Blumreich, City Controller, and Sherry Womack, Director of Financial Planning. Item D – Councilmember Wheeler asked what this vehicle was going to be used for. Mayor Wagner asked Chief Josh Bruegger to explain. Chief Bruegger responded. Councilmember Harrison asked what the itinerary was for the Sister City visitors while they were here. Mayor Wagner responded that he would need to check with their guide. Welcomed the Sister City Hadano, Japan. Stated he was on Council when Hadano became the Sister City to Pasadena; gave brief history. Wished everyone peace and happiness. Councilmember Casados – Wished everyone a happy New Year. Thanked the visitors from Japan and appreciated them for being at the meeting. Councilmember Wheeler – Thanked the citizens who came to his monthly breakfast. Reminded everyone to get their flu shot. Welcomed the visitors from Japan. Councilmember Cayten – Welcomed everyone to the meeting. Also welcomed the Sister City visitors. Wished everyone a prosperous 2020. Councilmember Bass – Good morning and happy New Year. Commented “We are a great City and we have a great Sister City.” Councilmember Schoenbein – Welcomed everyone to a new decade. Appreciates Councilmember Harrison’s comments about the history of the Sister City. Welcomed Sister City. Stated it is wonderful to have partnerships around the world. Commented there were several positive projects that happened in Pasadena in 2019. Looks forward to 2020 and the completion of these projects. Councilmember Leamon – Wished everyone a very happy New Year. Thanked everyone for coming to the meeting. Welcomed guests from Hadano, Japan. Wished his wife, Sylvia, a happy birthday. CITIZENS WISHING TO ADDRESS COUNCIL City of Pasadena – Council Meeting 2 Minutes: 01-07-20 10:00 a.m. Jason Hernandez – Thanked Mayor and Council for their civil service. Stated he was at the meeting to talk about small business and entrepreneurism in his community. Gave examples of what he feels is hurting small businesses and prevents them from growing. Christina Womack – President & CEO, Pasadena Chamber of Commerce. Commented there was a lot to reflect on and be thankful for in 2019 thanks to the leadership and support of so many businesses and leaders in the community. Recognized the Chamber’s new member service coordinator, Brenda Chamblee, in audience. Invited everyone to connect with the Chamber at their next meeting to be held on January 16 th at 8:30 a.m. at the Chamber office. Will kick off year of 2020 programs and events with annual State of the City Address to be held on February 20th. Janet E. Harris – Owner of the historic McNeal House on Harris Ave. Stated she was at the meeting to give thanks to Councilmember Ybarra for his assistance with neighbors throwing trash into the street and not taking care of their yards. Also thanked Councilmember Leamon for his help with cars being parked illegally along the street. Commented that Councilmember Harrison has a special place in her heart as well. Jon Findley – Wished everyone a happy New Year. Agrees with Councilmember Harrison’s goals for this New Year. Also agrees with the comments Mr. Hernandez made about small businesses. Stated that going forward he would like to encourage Council to do more to educate the citizens on fire arms and self-defense laws. MOTION CARRIED, UNANIMOUS. **NOTE** Following the reading of all Final Reading Ordinances, there was discussion as follows: Councilmember Casados – Stated that he would be voting no on Ordinance 2019-227. Proceeded to explain reasons why. Councilmember Harrison – Agrees with Councilmember Casados’s comments concerning Ordinance 2019-227. Explained this item is payment for work the company has already done. Commented the cost of health insurance had gone up drastically in the past 10 years. Councilmember Schoenbein – Commenting on Ordinance 2019-227, the need for healthcare providers to be able to insure us at a lower cost is a priority. FIRST READINGS ORDINANCE 2020-001 - Accepting, approving and adopting the valuation and assessment of Industrial District properties lying within the extraterritorial jurisdiction of the City of Pasadena for the 2019 tax year; and, based upon the provisions of the contract agreements, distributing the applicable funds in the appropriate general fund accounts of the City; providing for a repealing clause; and containing a severability clause. ORDINANCE 2020-003 - Purchase of twenty-nine (29) 2020 Chevrolet Tahoe PPVs to replace vehicles within the City of Pasadena fleet from Lake Country Chevrolet; $1,142,866.70. ORDINANCE 2020-004 - Purchase of one (1) 2020 Ford Mustang GT from Silsbee Ford; $49,275.82. Councilmember Schoenbein moved, seconded by Councilmember Casados that Ordinance 2020-004 be passed on first reading only. Councilmember Casados – Stated he will not be supporting this item. Explained why he feels the money for this vehicle could be used in other ways to encourage youth to get excited about the Pasadena Police Department. Councilmember Leamon – Commented he agrees that this is a lot of money to spend on a vehicle but believes a car like this will act as an “icebreaker” between the police officers and children. Councilmember Schoenbein – Stated that when he was in school they had the DARE program which had a car that the officers would bring to the schools and community events. It is a tool for the community officers to use to engage the young people. Supports this item and looks forward to the good results from it. Councilmember Cayten – Explained that the money being used for this car is coming out of the Child Safety funds. Feels these funds will be well spent. Councilmember Wheeler – Gave reasons he believes the Child Safety funds could be spent in other ways, such as sidewalks, crossing guards and street lights. Feels the money could be put to better use and he will not support this item. City of Pasadena – Council Meeting 8 Minutes: 01-07-20 10:00 a.m. Councilmember Harrison – Shared his concerns regarding the purchases of City vehicles. Stated that since this vehicle is being purchased with the Child Safety funds, he will be supporting it. Mayor Wagner – Stated the Police Department is making sure they use the funds wisely. ORDINANCE 2020-006 - Agreement with the City of Houston for Compromise and Settlement of Claims and Provision of Water and Wastewater Service to be paid to the City of Pasadena in the amount of $776,431.56, and additionally there is a refund of excess contingency reserve available as of June 30, 2018 in the amount of $316,365.99. RESOLUTION 2020-004 – Accepting donation of $2,000.00 from Kelsey-Seybold Clinic for the Annual Christmas Tree Lighting event. RESOLUTION 2020-005 – Accepting a donation of $1,350.00 from Dignity Memorial (Admin Central) for any and all expenses related to Camp For All for the Verne Cox Multipurpose Center. Councilmember Casados moved, seconded by Councilmember Wheeler that Resolution 2020-005 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2020-006 – Accepting various donations totaling $5,833.00 for the care and treatment of animals housed in the shelter. Councilmember Casados moved, seconded by Councilmember Wheeler that Resolution 2020-006 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2020-007 – Accepting a donation of $300.00 from Safeway Trading Inc. (DBA Mario Used Cars) to purchase equipment for the Police Department. RESOLUTION 2020-008 – Accepting various donations totaling $2,503.00 for the Veterans Day Reception at City Hall on November 12, 2019. City of Pasadena – Council Meeting 10 Minutes: 01-07-20 10:00 a.m. RESOLUTION 2020-009 – Accepting in-kind donation of Christmas lights valued at $382.00 from United Rentals for Deepwater Christmas lights project. Councilmember Casados moved, seconded by Councilmember Wheeler that Resolution 2020-009 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2020-010 – Authorizing the Mayor to execute an easement deed to provide electric distribution facilities to the Police Academy and Fire Academy wherein CenterPoint Energy Houston Electric, LLC is Grantee and the City of Pasadena, Texas is Grantor. Councilmember Casados moved, seconded by Councilmember Wheeler that Resolution 2020-010 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2020-011 – Accepting funding to be used for overtime reimbursement from the U.S. Department of Justice, United States Marshal Service, in the amount of $27,000.00. Councilmember Casados moved, seconded by Councilmember Wheeler that Resolution 2020-011 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2020-012 – Accepting donation of $25,000.00 from Chevron Pasadena Refinery for park improvements at Big Island Slough and to rescind Resolution Nos. 2019-164 and 2019-184. Councilmember Casados moved, seconded by Councilmember Wheeler that Resolution 2020-012 be passed, approved and adopted.
