(19) (A)-(2) – FIRST READINGS: Item (A) – Councilmember Cayten stated he had discussed this item with Michele Jannise, Building Official, to learn more about this agenda item; explained reasons why he would be supporting it. INVOCATION – Mayor Wagner City of Pasadena – Council Meeting 1 Minutes: 02-02-21 10:00 a.m. PLEDGES OF ALLEGIANCE – Councilmember Thomas Schoenbein COMMUNITY INTEREST COMMENTS IN ACCORDANCE WITH CHAPTER 551.0415 OF THE GOVERNMENT CODE Councilmember Schoenbein – Welcomed all to the meeting. Announced upcoming Citizens Police Academy Class scheduled March 2, 2021 which is being coordinated between the Pasadena Police Department and Citizens Police Academy. Anyone interested in this class should call (713) 475-7075. Extended condolences to the Moon family on the recent passing of J.R. Moon Jr.’s wife, Sheressa; his thoughts and prayers are with them. Councilmember Leamon – Thanked the Service Award Recipients for their years of service with the City. Extended condolences to John Moon Jr. on the loss of his wife. Also, noted that former long-time Pasadenan, Don Holt, recently passed away. Commented he had known Don for many years and that he (Don) “always had a good joke or story to tell”. Councilmember Harrison – Announced it was Groundhog Day; that hopefully Punxsutawney Phil will not see his shadow and we will have an early spring. Mentioned that he and his wife had not yet received the COVID-19 vaccine. Discussed the issues he has had with trying to get the vaccine and talked about a new one-shot coronavirus vaccine that was announced by Johnson & Johnson; hopefully to be released soon. Congratulated Service Award Recipients; thanked retiring employees, Jose H. Garcia and Police Officer David Kot, for their service to the City; sorry to learn about the passing of employee, Barbara Robles. Councilmember Wheeler – Understands the difficulty in getting the COVID vaccine; encouraged everyone needing the vaccine to continue trying to get it. Talked about how Harris County Health is monitoring the coronavirus rates, indicating the slowdown in the holiday surge with evidence of positive effects. However, noted that people still should not take risks and continue to be safe. Councilmember Cayten – Welcomed audience to the meeting. Asked that everyone continue to pray for those who have COVID and to pray for a cure for this virus. Congratulated Service Award Recipients: Assist. Chief Rick Styron, Sgt. Jack Sherman and City Secretary, Linda Rorick. Expressed thanks to Dr. Simms with Kelsey Seybold for attending the last meeting. Stated that Dr. Simms is his doctor; that his daughter works at that facility and was helpful in getting the COVID-19 vaccine for him, noting he has now had both his shots. Councilmember Bass – Extended congratulations to Service Award Recipients: Assist. Chief Styron, Officer Sherman and “our beloved City Secretary, Linda Rorick”. Expressed condolences to the Moon family on the loss of Sheressa; his prayers go out to them. CITIZENS WISHING TO ADDRESS COUNCIL Robert Jeter III – Expressed condolences on the loss of Sheressa Moon, commenting “she is a good woman”. Discussed his concerns regarding the locked City Hall doors City of Pasadena – Council Meeting 2 Minutes: 02-02-21 10:00 a.m. this morning and the difficulty he had entering the building. Also, commented on City’s mandatory mask policy. Does not think this policy is consistent with Executive Order GA29 signed back in July of 2020. Cristina Womack – President & CEO, Pasadena Chamber of Commerce. Stated that the Chamber is continuing to focus on safety and to come up with ways to bring the business community together in a safe environment. Announced upcoming State of the City Address scheduled February 18th featuring Mayor Jeff Wagner, who will discuss the many great things going on in Pasadena. Also, Chamber’s annual award winners will be announced at that time. Noted this event will be limited in-person and virtual. Stated that the recovery and rebuilding of our businesses continues with the help and partnership of Pasadena Economic Development Corporation and the Pasadena Loves Local Campaign. Encouraged everyone to support local businesses. Stated that Pasadena is home to many amazing resources; to visit Chamber’s website for information. Looks forward to 2021 and all working together to accomplish more for our community. **NOTE** At this time, City Secretary advised there was another speaker, Officer David Garza, who had not signed up to speak but wished to address Council. Mayor Wagner invited Officer Garza to come forward and address Council. (Officer Garza was accompanied by David Bright.) Officer David Garza – Stated that he, on behalf of the Pasadena Police Department Community Response Division, wished to extend thanks to David Bright for his donation of 89 children’s winter coats. Talked about how these coats are being distributed to places such as Sarah’s House, The Bridge, schools, churches and to children in need. This contract is for a one-time implementation/training cost of $62,220.00 and a commitment to pay an annual SaaS fee of $26,619.00 for 5 years. FIRST READINGS ORDINANCE 2021-017 - An Ordinance approving a variance to Section 9-76, Article IV, Chapter 9 of the Code of Ordinances of the City of Pasadena, addressing the setback requirements. Section 9-76 prohibits structures to be built forward of the 25’ building line, with the exception of carports. The proposed front porch would extend approximately 11’-2” (with 12” roof overhang) beyond the building line. The structure is adjacent to and adjoins an existing carport which would extend approximately 11 feet forward of the porch. ORDINANCE 2021-018 - Authorizing Field Training Officer Compensatory Pay for members of the police department who are assigned to and perform the duties and responsibilities of the Field Training Officers’ Program. RESOLUTION 2021-014 - Accept funding from Target in the amount of $1,000.00 for use by the Pasadena Parks and Recreation Department to pay for 22 full soccer scholarships.
