PRE-COUNCIL MEETING CITY OF PASADENA April 20, 2021 – 5:30 p.m. MINUTES CALL TO ORDER Mayor Wagner called the Pre-Council Meeting to order. (19) (A)-(1) – FINAL READINGS: Mayor Wagner asked whether there were any Final Readings that councilmembers wished to separate for a vote. Councilmember Harrison requested that Ordinance 2021- 057 be separated for vote; Councilmember Cayten requested that Ordinance 2021-065 be separated for vote. Ordinance 2021-057 – At this time, Mayor Wagner requested that Robby Lyde, Project Development Manager, come forward to address Council regarding this ordinance. Robby Lyde – Proceeded to explain the proposed renovations for building. Discussed when the building was constructed, the building foundation, walls, reasons for settlement in areas of building and explained why renovating versus a new building is the better solution. Following his discussion, there was a lengthy back/forth discussion between Robby Lyde and Councilmembers Harrison, Schoenbein and Leamon over such issues as life expectancy of building now and following renovations, appraisals (and type) on building, economic life of building, parking plans, green space, amount saved by City by renovating and the various tests conducted on building to determine the best plans going forward. Mayor Wagner noted that the oak trees around the building would not be destroyed. **NOTE** Following discussion, Robby Lyde displayed to Council proposed plans of the building, both front and back views. Councilmember Schoenbein – Called for Point of Information; suggested that any “security plans” on building not be discussed in public forum. Looking forward to the debates. Asked for prayers, peace and understanding in our country. Visited with a “young lady” who will be 93 years old in November; commented on a remark she made regarding the Mayor’s hair during their conversation. Councilmember Schoenbein – Thanked audience for tuning in to the meeting. Noted Sgt. James Zink’s upcoming retirement, commenting he has served our community for decades. Hopes he enjoys his retirement; remarked that Sgt. Zink is everyone’s “favorite coach”. Councilmember Ybarra – Passed; no comments. Councilmember Leamon – Expressed “well-deserved” retirement wishes to Sgt. Zink. Announced that City elections are in progress; encouraged all to get out and vote. Councilmember Harrison – Wished Sgt. Zink a happy retirement; thanked him for his years of service with the Police Department and all his work on keeping our city safe. Also, extended thanks to all our officers who continue to keep the City of Pasadena safe. Councilmember Wheeler – Passed; no comments. Councilmember Cayten – Stated that at the last council meeting, a councilmember made a “false statement” regarding placement of billboards across the City that displayed the Mayor’s image on them. Explained that the City works closely with the Chamber City of Pasadena – Council Meeting 2 Minutes: 04-20-21 6:00 p.m. promoting the City and attracting new businesses, which increases our tax base and provides more shopping opportunities for citizens. Discussed the latest series of billboards, as well as a new one about to be placed, and what they were promoting. Commented that since the Mayor is responsible for the “safety and progress in Pasadena, it’s important that his branding and image is part of these billboards”. CITIZENS WISHING TO ADDRESS COUNCIL Robert Jeter III – Extended thanks to our Police Department on their quick response to a disturbance call involving a large number of juveniles at Crenshaw and Space Center recently. Congratulated Sgt. Zink on his “well-deserved retirement”, commenting his conversations with Sgt. Zink over the years have been pleasant ones. Remarked on the “history” that has been made in this Council Chamber; proud of all the progress City has accomplished in this term and proud of all members of Council. Cynthia Meguader – Stated she is a PISD Middle School Teacher and at meeting to propose something that will help young students. Proceeded to explain a project for students between ages 12 through 18 years, involving art displays on City utility and traffic light boxes. Explained benefits from such a project, including how it would “showcase artistic abilities” of students, as well as giving them a sense of community involvement and “belonging”. Described some locations where these displays could be placed throughout our city. Looks forward to hearing back on her proposal. Juan Flores – Community Air Monitoring Program Manager with Air Alliance Houston. Announced upcoming Pasadena Community Meeting scheduled next Thursday, April 29th and mentioned guest speakers. Noted the meeting is being conducted via Zoom; to register online. Stated that an air monitoring system has been created in our area and he wants to get more people in the community involved. (At this time, asked Mayor Wagner if he could leave flyers for event; Mayor Wagner directed him to place them on table at back of Chamber.) Councilmember Harrison – Stated he was on Council when this building was completed 41 years ago. Described the “construction problems” on the building and discussed comments made during Pre-Council, in particular relating to the cause of foundation problems, building appraisal(s) and cost of a new building compared to renovation costs. **NOTE** Councilmember Harrison requested he be given additional time to speak when buzzer sounded. However, Mayor Wagner declined that request, noting he (Harrison) had “expressed his opinions very well”. Councilmember Harrison – Called for Point of Information; asked Linda Rorick, City Secretary, whether she had given him his two minutes allotted time to speak; she informed him that “yes” he was given two minutes. ORDINANCE 2021-065 - Adopting and approving a proposed Capital Improvement Plan (CIP) for FY 2021-2025 as its official Capital Plan (approved CIP) for the Fiscal Year 2021. City of Pasadena – Council Meeting 7 Minutes: 04-20-21 6:00 p.m. Councilmember Schoenbein moved, seconded by Councilmember Bass that Ordinance 2021-065 be passed on second and final reading. Councilmember Cayten – Stated that some councilmembers had “made several false statements about City’s 423-million-dollar five-year Capital Improvement Plan” at the last council meeting. Discussed the CIP and explained that it “focuses heavily on rebuilding older/northern sections of Pasadena with 105 streets, covering 28 miles and concentrating on Districts A, B, C and D”. Further, discussed listed projects for Districts E, F, G and H on the Plan. Remarked that the City’s “finances are sound”; if anyone wishes to discuss the CIP, to contact him. Councilmember Wheeler – Mentioned the presentation that was provided to members on Council regarding the CIP. Broke down various allocations set forth in the CIP, including percentages of funds that were listed “to be determined”, percentage of funds that “have not received approval from FEMA” and percentage of funds that “have not yet been applied for”. Expressed objections over these funds, commenting the CIP is “not a real plan” and this is his “issue” with it. Mentioned money spent on billboards for City; remarked he would be posting information regarding them on his social media later. Stated he would not be supporting this agenda item. Councilmember Harrison – Discussed the background of a contract the City of Pasadena had with the City of Houston back in the 1980’s regarding our city’s water supply and how that issue was resolved. Noted that both water and sewer rates will be increasing and that our city’s water reserves are at risk going forward. Further, noted that the CIP had no mention of water supply costs in it. Explained his concerns regarding this matter, urging our city to look into this issue; that we “need to protect our water supply”. Loc. Gov. Code, Chapter 284 by making revisions to sections 1, 2, 3(B)(1), 4(C)(3), 4(C)(4), 4(D)(1), 4(F)(1), 5(A)(2), and 11(10) of the Design Manual. EMERGENCY READINGS ISSUANCE OF OBLIGATIONS RESOLUTIONS RESOLUTION 2021-052 - Authorizing the Pasadena Parks and Recreation Department to apply for grant funding from Port of Houston’s Community Grant Program to be used to install a boardwalk and complete a native dune habitat restoration at El Jardin Beach. RESOLUTION 2021-053 - Authorizing the Volunteer Pasadena Department to seek grant funding from Port of Houston’s Community Grant Program to be used to promote the City’s Volunteer opportunities, with a particular emphasis on expanding the environmental programs, including the Adopt a Waterway, Adopt a Park, Adopt a Street and Adopt a Trail programs, through which volunteers commit to cleaning and monitoring areas of the city. Councilmember Ybarra moved, seconded by Councilmember Wheeler that Resolution 2021-053 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2021-054 - Accepting donations from various donors in the combined amount of $4,365.00 for use by Animal Control for the transportation of the animals in the shelter. RESOLUTION 2021-055 - Authorizing and approving an interlocal agreement between the City of Pasadena and the Region 6 Education Service Center. RESOLUTION 2021-056 - Suspending the effective date of this rate application for forty- five days; authorizing the City to continue to participate in a Coalition of Cities known as the "Texas Coast Utilities Coalition;” determining that the meeting at which the resolution was adopted complied with the Texas Open Meetings Act; making such other findings and provisions related to the subject; and declaring an effective date.
