CALL TO ORDER
Mayor Wagner called the Pre-Council Meeting to order.
Mayor Wagner – Stated that all first readings and resolutions would be read as consent
vote. Asked if there was anything that Council may want to read separate.
ADJOURNMENT
9:36 a.m. – Mayor Wagner adjourned the Pre-Council Meeting.

The regular Council Meeting of the City of Pasadena, Harris County, Texas, was called
to order by Mayor Jeff A. Wagner.

City of Pasadena – Council Meeting 1 Minutes: 05-04-21 10:00 a.m.
Councilmember Schoenbein – Thanked everyone for tuning in. Wished all moms a
special Mother’s Day. Announced the Strawberry Festival will be held May 14 th – 16th.
Encouraged everyone to come out and participate. Commented the festival helps raise
funds for scholarships and is great for the community.
Councilmember Ybarra – Congratulated Mayor Wagner and Councilmembers on their re-
elections. Wished all moms a Happy Mother’s Day.
Councilmember Leamon – Also congratulated Mayor Wagner and Councilmembers on
their “big wins”. Announced there will be a runoff election in Districts B and E. Urged
residents of those districts to get out and vote. Happy Mother’s Day to all mothers.
Councilmember Harrison – Passed; no comments.
Councilmember Casados – Wished everyone a good morning and Happy Mother’s Day
coming up. Asked everyone to try and attend the Strawberry Festival to support the
scholarships it helps with, stating “it is a great cause”.
Councilmember Cayten – Thanked everyone for coming out to be a part of city
government. Extended thanks to the Strawberry Festival representatives for all they do
for the citizens of Pasadena. Thanked the citizens of District F that came out to support
him during the election. Congratulated Mayor Wagner and Councilmembers that were
elected.
Councilmember Bass – Thanked everyone for tuning in. Thanked Pastor Villarreal for the
prayer. Congratulated all that won their election, commenting he is looking forward to
working with them for the next two years. Reminded everyone of the Strawberry Festival
dates. Wished everyone a Happy Mother’s Day.
CITIZENS WISHING TO ADDRESS COUNCIL
Robert Jetter III – Commented it was “a great day to be in Pasadena”. Congratulated
winners of the election and commended those that did not win. Stated the voters have
spoken and there is now a clear directive for the city moving forward. Hopes to see a lot
more unity in the next four years.
Murline Staley – Representative, Pasadena Strawberry Festival. Stated she was at the
meeting to give information on upcoming Strawberry Festival. Expressed how happy she
is to be able to have the festival this year. Commented they are coming back bigger and
better. Urged everyone to come out to see them and have a great time.

FINAL READINGS
ORDINANCE 2021-085 - An Ordinance to amend Resolution 2017-086 which adopted
the Design Manual for the Installation of Network Nodes and Node Support Poles and a
Service Pole Collocation Attachment License Agreement pursuant to Tex. Loc. Gov.
Code, Chapter 284 by making revisions to sections 1, 2, 3(B)(1), 4(C)(3), 4(C)(4), 4(D)(1),
4(F)(1), 5(A)(2), and 11(10) of the Design Manual.

Councilmember Cayten moved, seconded by Councilmember Bass that Ordinance 2021-
085 be passed on second and final reading. MOTION CARRIED, UNANIMOUS.
ORDINANCE 2021-086 - Amend Ordinance 2020-020, contract with CTEH, LLC for air
monitoring on an as needed basis, to adopt new rates from CTEH for emergency services.
Councilmember Cayten moved, seconded by Councilmember Bass that Ordinance 2021-
086 be passed on second and final reading. MOTION CARRIED, UNANIMOUS.
FIRST READINGS
ORDINANCE 2021-088 - An Ordinance granting to Sand Dollar Pipeline, LLC the right,
privilege, and franchise and permit to lay, replace, construct, repair, maintain, operate,
and remove one (1) 8-inch pipeline(s) routed on and across parcels of land the centerline
and route of which as shown on the attached plats and the courses and distances
descriptions in the attached Exhibit “A”, incorporated herein for all purposes, all in the
corporate limits of the City of Pasadena, Texas, and in accordance with plans and
specifications heretofore filed with the Department of Public Works, and the Department
of Planning; prescribing the terms and conditions under which said right, privilege,
franchise, and permit is granted; and providing for acceptance.
Councilmember Ybarra moved, seconded by Councilmember Leamon that Ordinance
2021-088 be passed on first reading only. MOTION CARRIED, UNANIMOUS.

ISSUANCE OF OBLIGATIONS
RESOLUTIONS
RESOLUTION 2021-057 - Approving the financial report of investment activities
submitted by the City of Pasadena for the fiscal quarter ended March 31, 2021.
Councilmember Ybarra moved, seconded by Councilmember Leamon that Resolution
2021-057 be passed, approved and adopted.
Councilmember Casados – Explained that this item allows them to know what the City’s
debt is throughout the year. Commented on some of the figures he read. Stated
administration is probably going to have to go out for more bonds, which will raise taxes.
MOTION CARRIED, UNANIMOUS.
RESOLUTION 2021-058 - Authorizing the Mayor, on behalf of the Pasadena Police
Department, to accept the donation of medical equipment (First Aid Kits, Trauma Cases,
Litters, Chest Seals, IFAK Kits & Bags) valued at $12,989.14 from Firehouse Subs Public
Safety Foundation for use by the Pasadena Police Department.
Councilmember Ybarra moved, seconded by Councilmember Leamon that Resolution
2021-058 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS.
City of Pasadena – Council Meeting 5 Minutes: 05-04-21 10:00 a.m.
RESOLUTION 2021-059 - Accepting donations from Mid America Publishing Corp. (six
books valued at $169.50), Target (two $50 gift cards), 100 Goodie bags from Night Light
Pediatric Urgent Care; fortune cookies and coupons from Panda Express, free dessert
coupons from McDonald’s; Friends of the Pasadena Public Library, various donations
(valued at $53.62) and sponsorship of portable facility rentals for events, for use by the
Pasadena Public Library and accepting grant from Texas Commission of the Arts in the
amount of $457.00 to be applied toward program artistic fees.
Councilmember Ybarra moved, seconded by Councilmember Leamon that Resolution
2021-059 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS.
RESOLUTION 2021-060 - A Resolution by the City Council of the City of Pasadena,
Texas, appointing and reappointing members Jesse San Miguel, Bill Welch, Mark
Thomason, Paul Leteff, Carol Wilson, David Ramirez and Ruben Villarreal to the Board
of Directors of the City of Pasadena Crime Control and Prevention District; and providing
for severability.
Councilmember Ybarra moved, seconded by Councilmember Leamon that Resolution
2021-060 be passed, approved and adopted.
Councilmember Cayten – Commented there is a fine group of individuals on this board.
Congratulated Paul Leteff, who he has been neighbors with for 20 years.
Councilmember Harrison – Congratulated Carol Wilson for being the only lady appointed
to the board. Stated he has known her family since before he was ever elected to Council.
MOTION CARRIED, UNANIMOUS.

ADJOURNMENT BY THE PRESIDING OFFICER
Mayor Wagner – Stated that this administration has no plans to raise taxes. Commented
he is unsure where Councilmember Casados heard that information but this
administration has never said that. God Bless.
