PRE-COUNCIL MEETING CITY OF PASADENA May 18, 2021 – 5:30 p.m. MINUTES CALL TO ORDER Mayor Wagner called the Pre-Council Meeting to order. (19) (A)-(2) – FIRST READINGS: Item B – Councilmember Schoenbein noted that this item was being deferred. Mayor Wagner confirmed that item would not be read. ADJOURNMENT 5:32 p.m. – Mayor Wagner adjourned the Pre-Council Meeting. RECORD OF PROCEEDINGS CITY OF PASADENA May 18, 2021 – 6:00 p.m. CALL TO ORDER The regular Council Meeting of the City of Pasadena, Harris County, Texas, was called to order by Mayor Jeff A. Wagner. ROLL CALL COUNCIL PRESENT: Jeff A. INVOCATION – Councilmember Thomas Schoenbein PLEDGES OF ALLEGIANCE – Tristan Garcia; 4th grader, J.D. Parks Elementary City of Pasadena – Council Meeting 1 Minutes: 05-18-21 6:00 p.m. COMMUNITY INTEREST COMMENTS IN ACCORDANCE WITH CHAPTER 551.0415 OF THE GOVERNMENT CODE Councilmember Leamon – Stated he wanted to commend the Animal Control department on the work they did at the Strawberry Festival in finding “forever homes” for over 40 animals, very thankful for them. Thanked the Public Works department for always helping him with projects in his district since he has been on Council. Councilmember Harrison – Reminded everyone that Memorial Day is May 31st. Asked everybody to honor the veterans and soldiers who have made this nation great and to remember the soldiers who made the ultimate sacrifice. Councilmember Casados – Thanked everyone for coming out and tuning into the meeting. Stated the CDC has announced that if you have been vaccinated you no longer need to wear a mask. Commented this is a “good thing” and step in the right direction. Suggested that the city offer a waiver on water bills for those who have received their vaccination. Councilmember Wheeler – Reminded everyone there is a runoff election for Districts B and E on June 15th. Urged everyone in those districts to get out and vote. Stated the vaccinations in America are going very well. Gave statistics of people who have been vaccinated. Asked everyone that has not been vaccinated to please get one. Councilmember Cayten – Stated he had a great time at the Strawberry Festival. Enjoyed being able to judge the great barbeque and fajitas. Commented the festival team always puts on a good show. Wished everyone a safe Memorial Day weekend. Councilmember Schoenbein – Announced it is Public Works Week. Recognized the city Public Works employees for the “marvelous” job they do by going above and beyond. Also recognized the recent young people who graduated from the Junior Citizens Police Academy. Stated it is a wonderful program our police department puts on. Further stated, the Adult Citizens Police Academy will be graduating within the next few days. Sent a “shout out” to the organizers and volunteers of the Strawberry Festival. Commented this was the first opportunity for citizens to be out in the public and there was a tremendous response. Hopefully this is a sign we are returning to normal. Councilmember Ybarra – Thanked the Public Works employees who constantly go out and work hard to fix the city sidewalks and fill potholes. CITIZENS WISHING TO ADDRESS COUNCIL Robert Jetter III – Announced there is a bill working its way through the Texas House that would prevent toll roads on Fairmont. Commented that is a major street in our city and would appreciate any pressure we could give to have that bill passed. MOTION CARRIED, UNANIMOUS. PRESENTATION OF MINUTES OF SPECIAL MEETING – May 12, 2021 – 4:00 p.m. Councilmember Schoenbein moved, seconded by Councilmember Cayten that the Minutes from the May 12, 2021 Special Council Meeting be APPROVED. MOTION CARRIED, UNANIMOUS. FINANCE RESOLUTION NO. 2830 MISC. CLAIMS & INVOICES Councilmember Schoenbein moved, seconded by Councilmember Leamon that Finance Resolution 2830 be APPROVED. MOTION CARRIED, UNANIMOUS. PERSONNEL CHANGES (A) REGULAR EMPLOYEES (B) FINANCE DEPARTMENT EMPLOYEES (C) ADMINISTRATION CHANGES IN PERSONNEL (D) INTRODUCTION OF NEW CITY EMPLOYEES Councilmember Ybarra moved, seconded by Councilmember Cayten that Personnel Changes (A) be APPROVED. MOTION CARRIED, UNANIMOUS. MAYORAL APPOINTMENTS CITY BOARDS AND COMMISSIONS REPORTS REPORTS OF COMMITTEES MAYOR’S REPORT ORDINANCES City of Pasadena – Council Meeting 4 Minutes: 05-18-21 6:00 p.m. FINAL READINGS ORDINANCE 2021-068 - Amend Ordinance 2021-005 to reflect name change from Houston Fuel Oil Terminal Company to HFOTCO, LLC. Councilmember Leamon moved, seconded by Councilmember Schoenbein that Ordinance 2021-068 be passed on second and final reading. MOTION CARRIED, UNANIMOUS. FIRST READINGS ORDINANCE 2021-089 - An Ordinance for final acceptance of Parkway Trails, section 5, for the permanent maintenance of the twenty-eight (28) ft paved roads, eight (8) inch water lines, eight (8) and ten (10) inch sanitary sewer lines, and various sized storm sewer lines constructed within the plat dedicated rights of way and easements as shown in exhibit “A”. Councilmember Schoenbein moved, seconded by Councilmember Wheeler that Ordinance 2021-089 be passed on first reading only. MOTION CARRIED, UNANIMOUS. (B) DEFERRED - An Ordinance amending the Code of Ordinance of the City of Pasadena, Texas at Chapter 28, Planning; and Appendix A, Basic Subdivision Ordinance, providing a repealing clause; providing a savings clause; providing a severability clause and a penalty clause. **NOTE** Mayor Wagner noted that FIRST READINGS Item (B) was being DEFERRED. EMERGENCY READINGS ISSUANCE OF OBLIGATIONS RESOLUTIONS RESOLUTION 2021-062 - Authorizing the Pasadena Public Library to participate in the ILL Lending Reimbursement 2021 to attempt to secure grant funding for aid in costs associated with the program (i.e., shipping and supplies) designated eligible by the Texas State Library and Archive Interlibrary Loan Lending Reimbursement Program. Councilmember Wheeler moved, seconded by Councilmember Harrison that Resolution 2021-062 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2021-063 - Approving and authorizing execution of a grant agreement between the Executive Office of the President, Office of National Drug Control Policy, and the City of Pasadena for a grant (Number G21HN0009A) in the amount of Fifty-Seven Thousand Three Hundred and No/100 ($57,300.00) Dollars for reimbursement of expenses associated with participation in the High Intensity Drug Trafficking Areas (HIDTA) Program. Councilmember Wheeler moved, seconded by Councilmember Harrison that Resolution 2021-063 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. City of Pasadena – Council Meeting 5 Minutes: 05-18-21 6:00 p.m. RESOLUTION 2021-064 - Accepting an in-kind donation from Fred Floyd of Blue Wave Pressure Washing valued at $250.00 for a power wash project for one of our neighborhood signs for use by Neighborhood Network. Councilmember Wheeler moved, seconded by Councilmember Harrison that Resolution 2021-064 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2021-065 - Accepting an in-kind donation for food services lunch donation of $122.20 from Bubba’s 33, located at 3221 East Sam Houston Parkway S. in Pasadena for use by Neighborhood Network. Councilmember Wheeler moved, seconded by Councilmember Harrison that Resolution 2021-065 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2021-066 - Authorizing and approving a ten (10) foot ground easement and a five (5) foot aerial easement directly adjacent and west of the ground easement on City owned land located at 1727 Red Bluff, wherein the City of Pasadena, Texas is grantor and CenterPoint Energy Houston Electric, LLC is the grantee. Councilmember Wheeler moved, seconded by Councilmember Harrison that Resolution 2021-066 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2021-067 - Authorizing and approving the creation of the "ARPA Fiscal Recovery Fund"; for the special purpose of setting aside grant funds related to the Coronavirus State and Local Fiscal Recovery Fund Program (the "Program"); authorizing the Mayor of the City of Pasadena, Texas to accept the award from the U.S. Department of Treasury for the Program, to apply for and accept all subsequent awards, if any, pertaining to the Program. Councilmember Wheeler moved, seconded by Councilmember Harrison that Resolution 2021-067 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS.
