PRE-COUNCIL MEETING CITY OF PASADENA January 18, 2022 – 5:30 p.m. MINUTES CALL TO ORDER Mayor Wagner called the Pre-Council Meeting to order. (7) DOCKETED CITY COUNCIL HEARINGS: Mayor Wagner stated he had been in contact with the school district regarding this variance. The school confirmed they do have plans for this property and they do not want liquor sold anywhere close to it. Asked Council, that when they go to vote, to keep in mind that the school has plans to build a facility on that property. Councilmember Bass asked if the school had a timeline of when it would begin. Mayor Wagner responded that he was told they have already installed a fence, and building equipment is present. (19) (A)-(2) – FIRST READINGS: Item (A) – Councilmember Schoenbein asked Jed Aplaca, Parks and Recreation Director, where the karate lessons would be held. Mr. Aplaca responded that the lessons would be given at Pal Gym. Discussion followed between Councilmembers Schoenbein and Bass and Jed Aplaca regarding the cost of lessons, advertising and the instructor, Mr. Gray. (15) PERSONNEL CHANGES: Item (A) – Councilmember Estrada asked who the interim Planning Director will be. Mayor Wagner responded. (19) (A)-(2) – FIRST READINGS: Item (F) – Councilmember Valerio asked who the third-party vendor would be for this item and if they were already in place. Jay Dale, City Attorney, responded. Jed Aplaca stated that the Community Relations Department has been working on this and has something in place. Councilmember Valerio asked if each department would need to create a new position for this policy. Mayor Wagner stated that would not be necessary. Councilmember Estrada questioned if every video posted on social media will need to have the permission of Community Relations before being posted. Mayor Wagner confirmed that would be the process. Discussion followed between Councilmembers Estrada and Schoenbein and Mayor Wagner and Jed Aplaca regarding how this process will work and how departments will handle direct messages. Councilmember Van Houte stated she had questions on this item but had not yet received a response back from Rex Lindberg, Director of Community Relations. At this time, Mayor Wagner called Mr. Lindberg to ask for him and Laura Mireles, Community Information Manager, to join the meeting. Question/answer session followed between Councilmembers Van Houte, Estrada, Schoenbein, Valerio, Harrison and Bass and Jay Dale, Jed Aplaca, Laura Mireles and Rex Lindberg over such issues as how many social media sites the City has City of Pasadena – Council Meeting 1 Minutes: 01-18-22 6:00 p.m. at this time, whether there will be enough guidelines in the policies, responding to citizens questions and comments, if the City has a social media site for the hearing impaired and the issuing of passwords to the employees who will be responsible for the accounts. Councilmember Van Houte – Announced there will be a ribbon cutting for Garden Park to be held on Monday, January 24th at 10:30 a.m. Joked that since it is a school day, the adults will be able to play on the new equipment. Councilmember Estrada – Passed, no comment. Councilmember Cayten – Thanked everyone for coming out to be part of city government. Recognized former Councilmember Bruce Leamon in the audience. Commented that it was good to see him. CITIZENS WISHING TO ADDRESS COUNCIL DOCKETED CITY COUNCIL HEARINGS (A) Request for distance requirement variance on a Wine and Beer Retailer’s Off Premise Permit submitted by Pasa Food Mart, 2101 Pasadena Blvd., Suite 110, Pasadena, TX, 77502. **NOTE** 6:03 p.m. – At this time Mayor Wagner recessed the Council Meeting and opened the Public Hearing for Item (A), inviting comments from the audience or Councilmembers. Proceeded to read the hearing item aloud. **NOTE** Mayor Wagner stated that no citizen signed up to speak and address Council at this hearing. Councilmember Ybarra – Commented he feels this request for variance is reasonable. Explained reasons he would support this item. Councilmember Estrada – Stated this store is located in his district, and he will also be supporting this item. Councilmember Valerio – Stated that each business should be checking IDs’. Commented she feels okay with this variance. Councilmember Van Houte – Asked Councilmember Valerio to repeat what she had said as she was unable to hear her comments. Councilmember Schoenbein – Stated he had reached out to the school district with his concerns on allowing the variance for this location. Explained reasons he will not be supporting this item. Councilmember Van Houte – Commented she had also contacted the school regarding this matter. The school stated they had not received any letter or notice before the prior hearing, and they do have objections as they have made plans and will have students in the area. Noted the business knew this was school property when they purchased the store and she will have to go with the school’s wishes on this. ORDINANCE 2022-004 - An Ordinance authorizing and approving contracts between the City of Pasadena, Texas and Battleground Concrete (items 1 through 23) and Bay Area Rental (items 5 through 14) for the purchase by the City of Pasadena of Ready Mix, U- Cart and Curbside Cement for a period of one year. ORDINANCE 2022-005 - An Ordinance amending Ordinance 2021-120, which authorized and approved an agreement with Public Management, Inc. for administration/planning services for American Rescue Plan (ARP) Act Program (CIP #WW074), to update fee schedule under Section V – The Consultant’s Compensation. City of Pasadena – Council Meeting 6 Minutes: 01-18-22 6:00 p.m. FIRST READINGS ORDINANCE 2022-007 - Authorizing and approving an agreement by and between the City of Pasadena, Texas and Bill Gray for instructional services to provide Karate classes through the Parks and Recreation Department. ORDINANCE 2022-008 - Authorizing and approving a contract by and between the City of Pasadena, Texas and RAC Industries, LLC for the El Jardin Park Improvements Project (CIP #R070) for a total appropriation of Seven Hundred Sixty-six Thousand Five Hundred Sixty-five and 10/100 ($766,565.10) Dollars from the General Fund Balance Account. Councilmember Harrison moved, seconded by Councilmember Bass that Ordinance 2022-008 be passed on first reading only. Councilmember Schoenbein – Explained that this item will help with the parking at El Jardin, which has been horrendous for many years. Thanked the Mayor, Rex Lindberg, Robin Green, and the community for all of their hard work on this project. MOTION CARRIED, UNANIMOUS. ORDINANCE 2022-009 - Authorizing and approving a contract by and between the City of Pasadena, Texas and RAC Industries, LLC for the 2022 Annual Paving and Drainage Improvements Project (CIP #D060/S136) for a total appropriation of One Million Nine Hundred Four Thousand Seven Hundred Seventy-eight and 75/100 ($1,904,778.75) Dollars from the General CIP Fund Balance Account. ORDINANCE 2022-011 - Authorizing and approving a commitment by the Public Works Department by and through its Director/Administrator of Public Works to perform certain services and comply with applicable laws, rules and regulations in connection with the disbursement of Community Development Block Grant (CDBG) funds in connection with a Public Facilities and Improvements Project operated by the Public Works Department known as the Llano Street Paving and Drainage Improvements Phase II Project, in a low and moderate income area and appropriating the amount of One Million Two Hundred Twenty Four Thousand Three Hundred Ninety-nine Dollars and 00/100 ($1,224,399.00) out of Community Development Block Grant Account No. 068-CD133-831706. EMERGENCY READINGS ISSUANCE OF OBLIGATIONS RESOLUTIONS RESOLUTION 2022-012 – Accepting an in-kind food donation valued at $600.00 from Savannah’s Café and Bakery for the City of Pasadena Parks & Recreation Department. RESOLUTION 2022-013 – Authorizing the Mayor, on behalf of the Pasadena Police Department, to accept the donation of 481 Project Hydrate kits valued at $63,000.00 from Abbott Nutrition for use by the Pasadena Police Department. RESOLUTION 2022-014 – A Resolution of the City Council of the City of Pasadena, Texas, designating authorized signatories for contractual documents and documents for requesting funds pertaining to the Community Development Block Grant - Mitigation (CDBG-MIT) Program.
