PRE-COUNCIL MEETING CITY OF PASADENA July 2, 2024 – 9:30 a.m. MINUTES CALL TO ORDER Mayor Wagner called the Pre-Council Meeting to order. Proceeded to go over agenda. At this time Mayor Wagner asked Reed Brooks, Asst. City Attorney, to go over the rules for community interest comments and for citizens wishing to address Council. Short question/answer session followed between Councilmembers Van Houte, Ybarra and Schoenbein; Mayor Wagner and Reed Brooks. (19) – (A)-(2) FIRST READINGS: Item (D) – Councilmember Ybarra asked if there would be a need for an executive session concerning this item. Terene Sudds-Johnson, Asst. HR Director, replied that there would not be an executive session for this item. (21) – EXECUTIVCE SESSION: Item (A) - Mayor Wagner reminded everyone there would be an Executive Session. INVOCATION – Josh Beames, High School Ministry - First Baptist Church Pasadena PLEDGES OF ALLEGIANCE – Councilmember Thomas Schoenbein COMMUNITY INTEREST COMMENTS IN ACCORDANCE WITH CHAPTER 551.0415 OF THE GOVERNMENT CODE Councilmember Schoenbein – Welcomed everyone to the meeting. Commented that as the 4th of July approaches we’ll all gather to celebrate the birth of our nation. Stated that 248 years ago the founding fathers declared that faith and the belief of God was going to be the foundation for our independence. Remarked that we owe great gratitude to the men and women in uniform who have defended our freedom and may we never take for granted the freedoms we enjoy or the responsibilities that comes with them. Wished everyone a happy and safe July 4th. Thank God for the United States. Councilmember Villarreal – Thanked everyone for being at the meeting. Wished everyone a happy and safe Independence Day. Councilmember Valerio – Commented she was glad to see so many people at the meeting and getting involved with local government. Wished everyone a happy and safe July 4th. Councilmember Guerrero – Thanked everyone for joining the meeting. Mentioned the previous council meeting which he was unable to attend, stating he is disappointed in the divide in helping two young women obtain a college education. Commented that the greatest mark we can leave on earth is to invest in the next generation. Stated this issue is not about Districts but about what we stand for in giving back to the community. Thanked community leaders and citizens who have donated funds for the young women’s scholarship. **Note** At this time, there was a short exchanged between Mayor Wagner and Councilmember Guerrero. Councilmember Van Houte – Commented that how Council expense money can be spent is something that needs to be looked at and discussed by Council and administration as a group. Stated that we are expecting really bad heat. Urged everyone to be careful and to use City buildings or the mall if they need air conditioning. Councilmember Estrada – Wished everyone a safe and happy July 4th. Thanked everyone for being at the meeting. Councilmember Dow – Happy July 4th and stay safe. Councilmember Ybarra – Happy July 4th. CITIZENS WISHING TO ADDRESS COUNCIL City of Pasadena – Council Meeting 2 Minutes: 07-02-24 10:00 a.m. Cristina Womack – President & CEO, Pasadena Chamber of Commerce. Stated it was a privilege to be at the meeting to share some upcoming news and to express appreciation and gratitude to the City. Noted that one of the initiatives they have been partnering with the EDC on, Pasadena Loves Local, had a very successful small business fair where they created opportunities for small businesses to learn how to do business with municipalities and large corporations. Thanked the City of Pasadena for participating in that fair. Also thanked the City’s administration, departments and Council for working on seeing the digital permitting transition through and for their efforts to find the next person to sit in the City Controller’s seat. Announced the following upcoming Chamber events: 1) Launch of the Taste of the Town that will be held in November; theme will be Out of This World. 2) Impact Pasadena applications are open. The Chamber will be hosting an interest meeting at the end of July for anyone interested in this program. 3) State of Education Luncheon to be held on August 15th. 4) Annual Elected Officials Reception to be held in August. 5) Membership 101 to be held on July 18th. Stephen Alvarez – God bless everyone. Asked that people donate to the Alzheimer’s and Dementia research, commenting that if you haven’t had a loved one go through that, it is a devastating thing. Stated that he was trying to do his best to care for a person with dementia when he came to the City to request modifications to his home. Discussed issues he has had with his plans and permit approval and final inspections during this process. Robert Jetter III – Wished everyone a good morning. Commented on a grievance he turned in to the State concerning records requests he has submitted to the City and is still waiting on responses. Remarked that the City needs better service and leadership for the citizens. Gaye Hart – Prayer Warriors Unite. Gave books to the City Secretary to hand out to Council. Commented that the books were for daily reading of God’s living word because strife is all around and the only way to find peace is through the living word and by putting God first. Began reading bible verses 2 Chronicles 7:13-15. **Note** At this time, a citizen from the audience commented on the sign Ms. Hart had at the podium. Mayor Wagner advised Ms. Hart that signs were not allowed to be displayed at the podium. Sign was removed. Gaye Hart – Continued reading bible verses. Asked that anytime we hear a siren to please stop and say a prayer for the first responders and people in need. Angel Cortes – Remarked that signs not being allowed at the podium must be a new rule. Mayor Wagner – Noted that the rules have been in place. Angel Cortes – Stated they were at the meeting to represent one kingdom and as disaster relief mode because they are seeing the lies and laws they are being subjected to. Quoted bible verse Matthew 6:33. Commented that if we are not seeing God’s word manifesting then we are not reading God’s word. Remarked that they pass out the word to the Council but it is their responsibility to open it up. City of Pasadena – Council Meeting 3 Minutes: 07-02-24 10:00 a.m. Cesar Espinosa – Executive Director of Fiel. Proceeded to go over the paper with rules for citizens addressing Council. Discussed issues such as respect among Councilmembers and how they address one another and how the scholarship winners were notified of the checks being pulled. Questioned where the council expense money is going. Ana Pineda – Wished everyone a good morning. Commented that she recently graduated from Pasadena High School and San Jacinto College and has been awarded with her high school diploma and her associates degree. Stated that she plans to attend Texas A&M in the fall to study Engineering. Explained the effort she put into her studies in order to have scholarship opportunities that she unfortunately did not receive. Thanked Councilmember Guerrero and the sponsor donors who are helping her achieve her dreams of continuing her education. Juan Castillo – Noted that he has known Councilmember Guerrero for several years. Discussed rumors he has heard about Councilmember Guerrero and the help the Councilman has provided to his district and community. Marra Castillo – Commented that actions speak louder than words. Stated that tax payer’s money is being wasted for projects at the Convention Center and maintenance for the golf course and she cannot find anything meaningful that has been done for the community. RESOLUTION 2024-131 - Accepting an in-kind donation of prizes for Loteria event valued at $95.00 from Resolution Village Home Health & Hospice for use by the Parks and Recreation Department in connection with Madison Jobe Senior Center. Councilmember Van Houte moved, seconded by Councilmember Schoenbein that Resolution 2024-131 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2024-132 - Authorizing the Pasadena Parks and Recreation Department to accept a $5,000.00 grant from HEB’s Community Investment Program. The funds will be used for the 4th Fest event. RESOLUTION 2024-133 - Authorizing the Mayor, on behalf of the Pasadena Police Department, to accept a donation from Chevron Products Company in the amount of $5,000.00 to be used by the Pasadena Police Department for the Blue Family Thanksgiving Program ($4,500.00) and the purchase of Backpacks for the Annual Back to School Giveaway ($500.00). Also, twenty $10 Chevron gift cards for gas to be given out at the Back to School event. RESOLUTION 2024-135 - A Resolution on behalf of the Pasadena Police Department to apply for the FY 2024 Patrick Leahy Bulletproof Vest Partnership (BVP) Program, administered through the Department of Justice Programs (OJP), Bureau of Justice Assistance (BJA). Councilmember Van Houte moved, seconded by Councilmember Schoenbein that Resolution 2024-135 be passed, approved and adopted.
