CITY OF PASADENA
June 18, 2024 – 5:30 p.m.
MINUTES
CALL TO ORDER
Mayor Wagner called the Pre-Council Meeting to order. Proceeded to go over agenda.
(14) – FINANCE RESOLUTION NO. 2904:
Mayor Wagner advised there would be a removal of two checks from the Finance
Resolution. Back and forth discussion followed between Councilmember Van Houte and
Mayor Wagner.
(19) – (A)-(1) FINAL READINGS:
Ordinance 2024-111- Councilmember Schoenbein questioned why they were canceling
the contract with the clinic when there is not a new contract ready. Question/answer
session followed between Councilmembers Schoenbein, Villarreal, Ybarra and Van
Houte; Mayor Wagner, Trena White, HR Director, and Sherry Womack, Financial
Planning Director, regarding such issues as if a new clinic has been chosen, who would
be operating the new clinic, if the current clinic staff was able to apply and if it will be cost
saving for the City to go with a new provider.
(19) – (A)-(2) FIRST READINGS:
Item (D) – Councilmember Ybarra questioned how much the City spends in a year on this
service. Robin Green, Public Works Director, responded.
(19) – (B) RESOLUTIONS:
Item (K) - Mayor Wagner advised this item would be deferred.
Item (F) – Councilmember Van Houte asked for more information on Jennifer Valencia.
Noted she has previously requested that Council receive full bios of members being
appointed to boards and committees.
Item (L) – Councilmember Van Houte noted that the results of a study conducted by
CenterPoint Energy would be available the following day and from those results they
should be able to tell if this would be a reasonable increase. Asked if this item could be
deferred to the next meeting in order to review those results. Short discussion followed
between Mayor Wagner, Jay Dale, City Attorney, Robin Green and Councilmember Van
Houte.
(21) – EXECUTIVCE SESSION:
Item (A) - Mayor Wagner reminded everyone there would be an Executive Session. Noted
that afterwards Mayor Pro Tem Valerio would close the council meeting.

Councilmember Ybarra – Passed; no comments.
Councilmember Schoenbein – Wished everyone a good evening. Commented that it is a
rear occasion when there are Strawberry Queens at the meeting. Asked everyone to be
weather conscious the next couple of days and take all the necessary precautions.
Councilmember Villarreal – Passed; no comments.
Councilmember Valerio – Passed; no comments.
Councilmember Van Houte – Noted that Team Up to Clean Up does minor home repairs
and yard work for people who are not able to do it themselves. Advised anyone that needs
help, or sees that their neighbor needs help, to turn in an application. Commented this
resource is available and we need to use it.
City of Pasadena – Council Meeting 2 Minutes: 06-18-24 6:00 p.m.
Councilmember Estrada – Commented he was excited to share some news. Stated that
every fiscal year members of Congress have the opportunity to request funding for
community projects in their congressional district. Announced that with the collaboration
between the City of Pasadena Parks Director and Congresswoman Sylvia Garica, District
E will receive funding for improvement projects for Strawberry Park. Listed some of the
projects that will be included such as resurfacing the parking lot, ball park improvements
and rebuilding a concession stand. Thanked Parks Department, Congresswoman
Garcia’s Office and the Mayor’s Office for their continued support.
Councilmember Dow – Passed; no comments.
CITIZENS WISHING TO ADDRESS COUNCIL
Robert Jetter III – Mentioned comments made at the previous meeting where he
discussed attempts that were made to fabricate a civil or criminal case against him in April
2023 in retaliation for a voter guide. Proceeded to discuss copies of text messages he
has received and the failure to receive responses to information requests he has
submitted.
Stephen Alvarez – Wished everyone a good evening. Commented to Mayor Wagner that
he (Mayor Wagner) should respond to Mr. Jetter’s comments. Mentioned an incident that
occurred in January where an individual wrote down, and passed out to other neighbors,
the comings and goings of himself and his family. Stated that Mayor Wagner has backed
up this individual. Remarked that Mayor Wagner knew he needed signatures from
neighbors that would agree he needed to be left alone but instead the City used tax dollars
to install sidewalks to encourage neighbors to not sign for him. Referred to comments
made in previous meetings by a former Councilmember. Noted that Juneteenth was
coming, stating that hate has come a long way but there is still a lot of work to be done.
Sgt. Brian Linthicum – President, Pasadena Police Officers Union. Stated he has been
approached by many employees regarding the city clinic. Commented that the clinic has
been great and many employees have concerns they will lose their primary doctor and
the patient relationships they have built. Asked that Council take consideration and defer
the vote on cancelling the contract that the City currently has with Care ATC.
Jed Aplaca – Director, Parks and Recreation. Announced that the Annual Pasadena 4th
of July Fest is scheduled for Thursday, July 4th, 4:00 – 10:00 p.m. Gave information on
festival activities; food trucks, kid zones, amusement rides, live music, appearances by
the Pasadena Idol winners and fireworks. Noted that due to construction work at the
Convention Center, most activities will be on the southern part of the grounds. Hopes
everyone can join.
Murline Staley – Representative, Pasadena Strawberry Festival. Stated she would like to
extend a huge thank you to the partnership the Strawberry Festival has with the City.
Commented that it takes an army to do what they do and she loves her army. Explained
that things started off a little crazy when right after open ceremonies they had to shelter
in place because of a storm. Remarked that she just recently saw pictures of the damage
and it was devastating, noting there were over 70 vendors that lost everything during the
storm. Noted that even thought there was unpredictable weather, they had a record-
breaking attendance. Introduced the 2024 Beauty Queens Jeralyn Chaddock, Miss

ORDINANCE 2024-111 - Authorizing and approving the cancellation of Ordinance 2008-
149 between the City of Pasadena, Texas, and Care ATC, Inc.
Councilmember Valerio moved, seconded by Councilmember Dow that Ordinance 2024-
111 be passed on second and final reading.
City of Pasadena – Council Meeting 5 Minutes: 06-18-24 6:00 p.m.
Councilmember Valerio – Stated she will be voting no on this item.
Councilmember Schoenbein – Explained why he has a problem terminating a contract
without knowing who the new provider is going to be and what services they are going to
provide. Commented he will be voting no on this item
Councilmember Ybarra – Stated that City employees are the backbone of the City.
Commented that he will be voting no on this item. Remarked that he has never received
so many calls and emails to keep the clinic.
Councilmember Van Houte – Commented that the Council has not been informed of the
companies that are involved in the proposal for this item and was told that the new
contract is not ready yet. Remarked that Council needs to see the proposals to be able
to make good decisions and if she can’t see the basis for the decision, she can’t support
it.
Councilmember Estrada – Stated that he shares the same concerns and will vote no until
he can see more information.

ORDINANCE 2024-112 - Authorizing and approving a contract by and between the City

Project (CIP #F011), for a total appropriation of $7,665,271.33 from the 2022 Certificate
of Obligation Fund Balance Account.
Councilmember Valerio moved, seconded by Councilmember Dow that Ordinance 2024-

ORDINANCE 2024-113 - Authorizing and approving a contract by and between the City
of Pasadena, Texas, and Way-Tech, Inc. for the rebuild of Fire Station No. 7 Project (CIP
#F014), for a total appropriation of $6,813,718.83 from the 2022 Certificate of Obligation
Fund Balance Account.
Councilmember Valerio moved, seconded by Councilmember Dow that Ordinance 2024-

ORDINANCE 2024-114 - Authorizing and approving a contract by and between the City
of Pasadena, Texas, and T Construction, LLC for the 2024 Citywide Waterline
Replacement Project (CIP #W073) for a total appropriation of $1,521,440.00 from the
System CIP Fund Balance Account.

ORDINANCE 2024-115 - Authorizing and approving the second of two (2) one (1) year
extensions of the contract for Emergency Debris Removal by and between the City of

2024-125 be passed on first reading only. MOTION CARRIED, UNANIMOUS.
ORDINANCE 2024-126 - Authorizing and approving an agreement by and between the
City of Pasadena, Texas, and LJA Engineering, Inc. for Geographic Information Systems
services for a total appropriation of $40,000.00.

ORDINANCE 2024-127 - Authorizing and approving a contract by and between the City

ORDINANCE 2024-128 - Amending Ordinance 2023-094, contract with Frontier Waste
Solutions to include servicing of the City’s Recycling Center located at 2800 Pasadena
Boulevard for the City of Pasadena, Texas.

ORDINANCE 2024-129 - Authorizing and approving an interlocal agreement by and
between the City of Pasadena, Texas, and Harris County to provide the services of a
Youth Service Specialist for a period of one year.

ORDINANCE 2024-130 - Authorizing and approving a contract by and between the City
of Pasadena, Texas, and SER Construction Partners, LLC for the Shaver Street Paving
& Drainage Improvements Phase III Project (CIP #S135) for a total appropriation of
$11,728,578.89 from the 2022 Certification of Obligation Fund Balance Account, the 2018
Certification of Obligation Fund Balance Account and the General CIP Fund Balance
Account.
Councilmember Ybarra moved, seconded by Councilmember Schoenbein that Ordinance
2024-130 be passed on first reading only.
Councilmember Ybarra – Commented that he knows there has been a lot of questions
about what was going to be done on Shaver. Explained the different phases that would
take place during the project.

ORDINANCE 2024-131 - Authorizing and approving an Interlocal Agreement by and
between the City of Pasadena, Texas, and the Port of Houston Authority for the
installation of a pavilion at Holly Bay Park.
Councilmember Ybarra moved, seconded by Councilmember Schoenbein that Ordinance
2024-131 be passed on first reading only. MOTION CARRIED, UNANIMOUS.
ORDINANCE 2024-132 - Contract to purchase and install a pool chiller at Strawberry
Water Park with Hancock Pool Services.
Councilmember Ybarra moved, seconded by Councilmember Schoenbein that Ordinance
2024-132 be passed on first reading only. MOTION CARRIED, UNANIMOUS.
ORDINANCE 2024-133 - Authorizing and approving the purchase and installation of early
warning emergency sirens by the City of Pasadena, Texas, from Federal Signal
Corporation utilizing TIPS Cooperative Contract #220105; and appropriating the amount
of $1,346,272.95.
Councilmember Ybarra moved, seconded by Councilmember Schoenbein that Ordinance
2024-133 be passed on first reading only. MOTION CARRIED, UNANIMOUS.
City of Pasadena – Council Meeting 8 Minutes: 06-18-24 6:00 p.m.
ORDINANCE 2024-134 - Authorizing and approving the purchase by the City of
Pasadena, Texas, of one (1) 2024 Toyota 4Runner and one (1) 2024 Toyota Tundra from
Silsbee Toyota utilizing the TIPS Cooperative Contract #210907; and appropriating the
amount of $106,932.15.
Councilmember Ybarra moved, seconded by Councilmember Schoenbein that Ordinance
2024-134 be passed on first reading only. MOTION CARRIED, UNANIMOUS.
ORDINANCE 2024-135 - Commitment between the Community Development
Department and the Public Works Department for a Public Facilities and Improvement
Project: Dabney Storm Interconnect Project for a total appropriation of $1,164,863.20 with
funds provided under the Community Development Block Grant (CDBG) Program.
Councilmember Ybarra moved, seconded by Councilmember Schoenbein that Ordinance
2024-135 be passed on first reading only.
Councilmember Estrada – Remarked that he is happy to this support item. Gave details
of what improvements would be made with the project.

RESOLUTION 2024-108 - A Resolution setting a public hearing in the City Council
Chambers, City Hall, 1149 Ellsworth Drive, Pasadena, Texas, 77506 at 6:00 p.m., July
16, 2024, for the purpose of hearing any interested citizen on the proposed budget for the
Crime Control and Prevention District for the budget year beginning October 1, 2024 and
ending September 30, 2025.
Councilmember Dow moved, seconded by Councilmember Valerio that Resolution 2024-
108 be passed, approved and adopted. MOTION CARRIED UNANIMOUS.
RESOLUTION 2024-109 - Authorizing the Pasadena Parks and Recreation Department
to accept a donation of $500.00 from Atlas Foreign Auto Parts as a sponsorship for the
City of Pasadena 4th Fest event.
Councilmember Dow moved, seconded by Councilmember Valerio that Resolution 2024-
109 be passed, approved and adopted. MOTION CARRIED UNANIMOUS.
RESOLUTION 2024-110 - Authorizing the Pasadena Parks and Recreation Department
to accept a donation of $1,000.00 from Pipe Fitters Local Union 211 as a sponsorship for
the City of Pasadena 4th Fest event.
Councilmember Dow moved, seconded by Councilmember Valerio that Resolution 2024-
110 be passed, approved and adopted. MOTION CARRIED UNANIMOUS.
City of Pasadena – Council Meeting 9 Minutes: 06-18-24 6:00 p.m.
RESOLUTION 2024-111 - Authorizing the Pasadena Parks and Recreation Department
to accept a donation of $500.00 from Clark Freight Lines as a sponsorship for the City of
Pasadena 4th Fest event.
Councilmember Dow moved, seconded by Councilmember Valerio that Resolution 2024-
111 be passed, approved and adopted. MOTION CARRIED UNANIMOUS.
RESOLUTION 2024-112 - Authorizing the Pasadena Parks and Recreation Department
to accept a donation of $1,000.00 from Shell Federal Credit Union as a sponsorship for
the City of Pasadena 4th Fest event.
Councilmember Dow moved, seconded by Councilmember Valerio that Resolution 2024-
112 be passed, approved and adopted. MOTION CARRIED UNANIMOUS.
RESOLUTION 2024-113 - A Resolution of the City Council of the City of Pasadena, Texas
appointing members Denise Jennings, Liz Olivarez, Jennifer Valencia, JR Holt, and Rex
Lindberg to the Neighborhood Matching Grant Board to serve a two-year term, in
accordance with Ordinance 2018-044.
Councilmember Dow moved, seconded by Councilmember Valerio that Resolution 2024-
113 be passed, approved and adopted. MOTION CARRIED UNANIMOUS.
RESOLUTION 2024-114 - Authorizing the Animal Shelter to accept a grant check from
PetCo Love in the amount of $50,000.00 to be used to fund programs that will increase
the lifesaving impact at the Animal Shelter and in the community.
Councilmember Dow moved, seconded by Councilmember Valerio that Resolution 2024-
114 be passed, approved and adopted.
Councilmember Schoenbein – Thanked PetCo Love for their donation. Stated it is a
tremendous investment and a blessing to our community.
MOTION CARRIED UNANIMOUS.
RESOLUTION 2024-115 - A Resolution authorizing the Director of Public Works or his
designee to execute the Letter of No Objection from Shell Pipeline Company LP (SPLC)
for the Industrial District 20” transmission line project (CIP #W087).
Councilmember Dow moved, seconded by Councilmember Valerio that Resolution 2024-
115 be passed, approved and adopted. MOTION CARRIED UNANIMOUS.
RESOLUTION 2024-116 - A Resolution accepting donations from various donors in the
combined amount of $4,168.80 for the care and treatment of animals housed in the animal
shelter.
Councilmember Dow moved, seconded by Councilmember Valerio that Resolution 2024-
116 be passed, approved and adopted. MOTION CARRIED UNANIMOUS.
City of Pasadena – Council Meeting 10 Minutes: 06-18-24 6:00 p.m.
RESOLUTION 2024-117 - Accepting donations from various donors in the combined
amount of $5,089.87 to be deposited in Account No. 006-242920 for the transport of
shelter animals to other shelters/rescues.
Councilmember Dow moved, seconded by Councilmember Valerio that Resolution 2024-
117 be passed, approved and adopted. MOTION CARRIED UNANIMOUS.
(K) - Approval of the Annual PHA Plan Beginning FY October 2024; the Housing
Administrative Plan; Reaffirming Participation by Designating Responsible Officials for
the Execution of this plan; and Designating the Director of Housing and Community
Development and the Mayor as the Authorized Representative as Executive Directors.
**Note** By common consent of Mayor Wagner and all members of Council present and
voting, Resolution Item (K) was DEFERRED.
RESOLUTION 2024-118 - Resolution by the City of Pasadena, Texas, (“City”) denying
the application of the CenterPoint Energy Houston Electric LLC for authority to increase
rates submitted on or about March 6, 2024; requiring the reimbursement of municipal rate
case expenses; finding that the meeting complies with the Open Meetings Act; making
other findings and provisions related to the subject; and declaring an effective date.
Councilmember Dow moved, seconded by Councilmember Valerio that Resolution 2024-
118 be passed, approved and adopted.
Councilmember Van Houte – Explained reasons she would not be supporting this item.
