PRE-COUNCIL MEETING CITY OF PASADENA June 4, 2024 – 9:30 a.m. MINUTES CALL TO ORDER Mayor Wagner called the Pre-Council Meeting to order. Proceeded to go over agenda. (14) – FINANCE RESOLUTION NO. 2903: Councilmember Van Houte questioned payment made to Park Gate North Civil Association for garage sale. Lauren Mitchell, Neighborhood Network Specialist, explained the matching grant and volunteer hours process for Neighborhood Network. (19) – (A)-(2) FIRST READINGS: Item (A) – Councilmember Schoenbein commented that in order to vote on an item to cancel a service, he would like to have more information on what it will be replaced with at the time of cancellation. Short question/answer session followed between Councilmembers Schoenbein and Ybarra; Karen Wallace, Purchasing Manager, and Rex Lindberg, Director of Community Relations. Items (B) and (C) – Councilmember Ybarra stated he appreciates Robin Green, Director of Public Works, for answering questions he had on these items. (21) – EXECUTIVCE SESSION: Item (A) - Mayor Wagner reminded everyone there would be an Executive Session. Noted that afterwards Mayor Pro Tem Valerio would close the council meeting. ADJOURNMENT 9:39 a.m. – Mayor Wagner adjourned the Pre-Council Meeting. INVOCATION – Pastor Orlin McClain - Apostolic Temple PLEDGES OF ALLEGIANCE – Councilmember Dolan Dow COMMUNITY INTEREST COMMENTS IN ACCORDANCE WITH CHAPTER 551.0415 OF THE GOVERNMENT CODE Councilmember Dow – Wished everyone a good morning. Commented it was good to see everyone at the meeting to support local government. Councilmember Ybarra – Thanked Service Award recipient, Oscar Villanueva, for his 30 years of service to the City. Recognized former Councilmember Felipe Villarreal in the audience. Councilmember Schoenbein – Congratulated Oscar Villanueva on his years of service and Officer Jason Mitchell on his retirement from the Police Department. Also recognized former Councilmember Felipe Villarreal; commented it was good to see him. Councilmember Valerio – Mentioned that Sherwood Park will be receiving new playground equipment. Commented that a citizen, Mr. Culpepper, reached out to her regarding being unable to bring his grandchildren to this park due to the condition of the equipment. Stated that the last 3 years they have been working to get funding for the new playground equipment and it is on the agenda today but it is heartbreaking because Mr. Culpepper passed away on Thursday, May 30th. Stated she is sending her condolences and love to his family, friends and neighbors. Hopes that his grandchildren will keep coming to the park and remember their grandfather who pushed for it. Councilmember Guerrero – Wished everyone a good morning. Thanked Oscar Villanueva for his 30 years of dedication to the City. Noted recent work being done on Irving Lane. Recognized Officer David Garza in the audience; thanked him for bringing the Pasadena Little League to his attention and helping to get 26 kids sponsored to play this season. Announced the first District C Guerrero Scholarship recipients, Ana Pineda, who will be attending Texas A& M, and Lauren Centeno, who will also attend Texas A& M. Remarked that investing in the next generation is the greatest action we can do. Councilmember Van Houte – Commented there have been a lot of elections this year. Noted there is a runoff election for two seats on the Harris County Appraisal Board. Early Voting started Monday, June 3rd and will end on Tuesday, June 11th. Gave information on City of Pasadena – Council Meeting 2 Minutes: 06-04-24 10:00 a.m. where to find voting locations. Election Day is Saturday, June 15th. Urged everyone to go vote. Recognized Mr. Oscar Villanueva on his 30 years of service. CITIZENS WISHING TO ADDRESS COUNCIL Cristina Womack – President & CEO, Pasadena Chamber of Commerce. Thanked Council for doing their diligence in trying to hire a new Controller. Also thanked the City departments that are working on the Tyler Technology conversation. Announced the following events: 1) Small Business Resource Fair happening on Tuesday, June 18 th. Explained this is an initiative of the Pasadena Loves Local program where the Chamber invites agencies and municipalities to share information on how to do business. 2) Membership Luncheon to be held on Thursday, July 11th. This is a joint Chamber luncheon that will feature Harris County Commissioner Adrian Garcia. Invited everyone to make their reservations early before the tickets sale out. 3) Impact Pasadena 2025 applications are open. Stated there will be an interest meeting for anyone that wants to understand more about the program or wants to get involved. Commented that applications will be open until September. Additional information is available on the Chamber’s website. Appreciates the EDC and sponsor support in helping make this important program continue. Jernae West – Owner, Bay Area Nut Cracker Market. Commented they will be having their 9th annual market show at the Pasadena Convention Center this year where there will be over 100 local small businesses. Noted that they also partner with the Pasadena Can Do Food Drive. Stated the reason she is at the meeting is because the Convention Center has allowed another market with a very similar name to be held at the Convention Center. Proceeded to discussed reasons this has caused extreme confusion to her vendors and customers. Explained that this new show has taken her name, dates, vendors and customers and has caused her financial hardship. Stated she has reached out to the Convention Center for help but they will not cancel the other market. Asked for Council to get back with her regarding this issue. Ken Donnell – Madison Jobe, Senior Center Supervisor. Wished everyone a good morning. Stated that on June 18, 1984 a ribbon cutting took place at the Madison Jobe Senior Center, opening it to serve the senior citizens of Pasadena. Announced that on Tuesday, June 18th at 10:00 a.m. there will be an open house and ceremony commemorating their 40 years of service. Invited everyone to attend. ORDINANCE 2024-109 - An Ordinance amending Ordinance 2020-023, which authorized an agreement between Harris County and the City of Pasadena, Texas, for the drainage improvements for Armand Bayou Upper Reaches project and adding $1,580,687.59 as part of Hurricane Harvey Round 1 Community Development Block Grant – Disaster Recovery (CDBG-DR) funding. City of Pasadena – Council Meeting 7 Minutes: 06-04-24 10:00 a.m. ORDINANCE 2024-110 - Approving a pipeline crossing agreement by and between the City of Pasadena, Texas, as licensee, and the Union Pacific Railroad (UPRR) Company as licensor, for use of the company’s right-of-way, at mile post 1.97 on the Bayport Industrial lead at or near Pasadena, Harris County, Texas, for an underground pipeline conveying potable water; and appropriating a license fee of $7,000.00 from the water distribution professional services account for this purpose. ORDINANCE 2024-112 - Authorizing and approving a contract by and between the City of Pasadena, Texas, and Purcell Construction, Inc. for the rebuild of Fire Station No. 6 Project (CIP #F011), for a total appropriation of $7,665,271.33 from the 2022 Certificate of Obligation Fund Balance Account. ORDINANCE 2024-119 - An Ordinance granting to Linde, Inc., the non-exclusive right, privilege, franchise and permit to lay, replace, construct, repair, maintain, operate, and remove one (1) 4-inch gaseous hydrogen pipeline within the City of Pasadena routed on and across parcels of land the centerlines and routes of which are shown as attached and in accordance with plans and specifications heretofore filed with the Department of Public Works, and the Department of Planning; prescribing the terms and conditions under which said right, privilege, franchise, and permit is granted; and providing for acceptance. EMERGENCY READINGS ISSUANCE OF OBLIGATIONS RESOLUTIONS City of Pasadena – Council Meeting 10 Minutes: 06-04-24 10:00 a.m. RESOLUTION 2024-101 - Accepting an in-kind donation of prizes for Loteria event valued at $80.00 from Devoted Health for use by the Parks and Recreation Department in connection with Madison Jobe Senior Center. Councilmember Guerrero moved, seconded by Councilmember Ybarra that Resolution 2024-101 be passed, approved and adopted. MOTION CARRIED UNANIMOUS. RESOLUTION 2024-102 - Accepting an in-kind donation of prizes for BINGO event valued at $100.00 from Centerwell for use by the Parks and Recreation Department in connection with Madison Jobe Senior Center. RESOLUTION 2024-104 - A Resolution to accept and continue the Office of National Drug Control Policy High Intensity Drug Trafficking Areas (HIDTA) grant program and acceptance of the 2024 federal award from the program in the amount of $76,736.00. RESOLUTION 2024-105 - A Resolution to authorize submission of encroachment application to Genesis Pipeline Texas, LP for 36” water line crossing and proposed concrete driveway for the CWA Pump Station Rehabilitation Project (CIP #W086) and the Pasadena Industrial District 20” Transmission Line Project (CIP #W087). Councilmember Guerrero moved, seconded by Councilmember Ybarra that Resolution 2024-105 be passed, approved and adopted. MOTION CARRIED UNANIMOUS. RESOLUTION 2024-106 - Amend Resolution 2022-082 designating the Mayor of the City of Pasadena, Texas, and Director of Housing and Community Development as the City’s signatory for environmental review reports and documents for the Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG) and Home Investment Partnerships Program (HOME) and to designate Zafar Iqbal as an additional signatory for environmental review reports and documents for CDBG.
