(19) RESOLUTIONS: Item (H) – Councilmember Ybarra questioned if everything was on track budget wise. Rick Guerrero, Economic Development Director, responded that it was. Short question/answer session followed between Councilmembers Schoenbein and Ybarra; Rick Guerrero and Sherry Womack, Financial Planning Director. INVOCATION – Rex Lindberg, Director of Community Relations PLEDGES OF ALLEGIANCE – Councilmember Ruben Villarreal COMMUNITY INTEREST COMMENTS IN ACCORDANCE WITH CHAPTER 551.0415 OF THE GOVERNMENT CODE City of Pasadena – Council Meeting 1 Minutes: 07-16-24 6:00 p.m. Councilmember Villarreal – Commented that his power finally came back on that afternoon. Stated he would like to give a shout out to all the linemen out working. Commented it was good to see everyone from the City, and those that have been hired, out there cleaning up all the debris. Remarked that he has a lot of respect for everyone working in the hot weather. Councilmember Valerio – Passed, no comment. Councilmember Guerrero – Thanked everyone for joining the meeting. Stated he would like to echo the sentiment of thanking the linemen from all over the country who have come together during this trying time. Thanked Harris County Precinct 2 Commissioner, Adrian Garcia, for two days of distributions. Also thanked the Councilmembers and everyone else that helped and volunteered. Councilmember Van Houte – Noted that trucks have started moving to clean up tree debris. Commented there are a lot of fences down. Advised that because there has been a disaster declaration, permits are not required for fence or disaster caused repairs that are needed for the first 120 days. Announced there will be a Fill the Bus event to be held on Monday, July 29th from 8:00 a.m. – 4:00 p.m. at the Pasadena Convention Center. Stated that due to the storms causing people to be without work and having to use their money on repairs, more children will have unmet needs. Asked that anyone who is able to please help. Councilmember Estrada – Recognized the City’s Emergency Management Department for all of their hard work and their collaboration with Harris County Precinct 2 to help support the communities of Pasadena, LaPorte and Deer Park. Councilmember Dow – Congratulated everyone on pulling together to help. Noted that people are asking about trash and debris pick up. Commented the City is getting to it as fast as they can. Kudos to everyone working their best. Councilmember Ybarra – Commented that he did not get his power on until that afternoon as well. Thanked the linemen who came from across the country to help restore power. Remarked there is a lot of anger towards CenterPoint, but there will be a time and place to review the process and hold people responsible for the outage. Thanked all the city employees, Fire Department, Police Department and everyone who has helped throughout Hurricane Beryl. Also thanked Commissioner Garcia for his leadership after the storm. Commented that it has been good to see neighbors helping neighbors with generators and cleaning up debris. Noted that trash pickup crews are running 7 days a week. Asked that everyone be patient. Stated his thoughts and prayers go out to the family of Harris County Sheriff Officer Fernando Esquede, who was killed in the line of duty after the hurricane. Recognized Sgt. Anderson, who has completed 50 years of service with the Pasadena Police Department. Commented that he has gotten to know Sgt. Anderson over the years and he is an honorable man. Councilmember Schoenbein – Stated that he would like to echo all the sentiments of the other Councilmembers who have spoken. Commented we have wonderful people in Pasadena; from the residents to the city employees, leaders and faith-based community. Thanked Sgt. Anderson for his 50 years of service to the city. Commented that we are all in this together and there is light at the end of the tunnel. City of Pasadena – Council Meeting 2 Minutes: 07-16-24 6:00 p.m. CITIZENS WISHING TO ADDRESS COUNCIL Stephen Alvarez – Asked that anyone who can donate to Alzheimer’s and dementia research, please do so. Commented that he wished it was a true statement that everyone in Pasadena was up to the task of being united with the community. Discussed issues he has had with people in his neighborhood and city officials. Robert Jetter III – Wished everyone a good evening. Mentioned comments that were made at the last council meeting regarding rules for addressing council. Commented that the rules have not been equally enforced. Stated it would be wise for Council to revise and amend the ordinances regarding these rules and have them equally enforced moving forward. Remarked that no candidate deserves violence, false prosecution or malicious persecution for their beliefs or political views. Proceeded to discussed an incident that took place during an election in 2017. Tish Eubanks – Community Relations, Educational Liaison. Wished Council a good evening. Stated she was at the meeting to tell everyone about the upcoming Fill the Bus event. Gave statistics of students in PISD that are on free or reduced lunch, are foster children or economically disadvantaged. Advised that the school supplies collected are provided to the teachers so they can pick the supplies their class will need. Commented that Fill the Bus is a great opportunity for the community to give back. Noted that on Wednesday, July 17th, Texas Road House will donate 10% of everything they sell to Fill the Bus. Announced that on Tuesday, July 27th, all of the PISD mascots will be at Chick- fil-A on Spencer & Burke from 9:00 a.m. – 11:00 a.m. Urged everyone to get out and fill that bus. ORDINANCE 2024-138 - Authorizing and approving an agreement with Flock Safety for the lease of an additional eighteen (18) Flock Safety Falcon Cameras to add to the existing Service Agreement between the City of Pasadena, Texas, and Flock Safety, to be installed at locations determined by the Pasadena Police Department. RESOLUTION 2024-141 - Authorizing and approving granting JLI Red Bluff Partnership SPE, LLC a five (5) foot private sanitary sewer easement within the Red Bluff Rd. RESOLUTION 2024-143 - A Resolution by the City Council of the City of Pasadena, Texas, approving the Fiscal Year 2024-2025 Budget of the Pasadena Crime Control and Prevention District, as approved by the board members of the District on June 5, 2024. Councilmember Ybarra moved, seconded by Councilmember Guerrero that Resolution 2024-143 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2024-144 - A Resolution of the City Council of the City of Pasadena, Texas, approving the Fiscal Year 2025 Budget for the Pasadena Economic Development Corporation (PEDC) as approved by the PEDC Board on June 27, 2024. Councilmember Ybarra moved, seconded by Councilmember Guerrero that Resolution 2024-144 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2024-145 - Accepting in-kind donation of prizes valued at $100.00 from Chevron Pasadena Refinery for use by the Parks and Recreation Department in connection with Madison Jobe Senior Center events. RESOLUTION 2024-146 - A Resolution accepting a donation of $10,000.00 from Chevron Phillips Chemical Co. for use by Neighborhood Network in connection with Team Up to Clean Up 2024. MOTION CARRIED, UNANIMOUS. RESOLUTION 2024-147 - A Resolution authorizing the Pasadena Police Department to apply for the FY24 COPS Technology and Equipment Program Invitational. This grant will fund the Virtual Reality Training system for the Pasadena Police Department provided through Street Smarts Virtual Reality. Councilmember Ybarra moved, seconded by Councilmember Guerrero that Resolution 2024-147 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2024-148 - Amend Resolution 2024-039 and adopt revised Policies and Procedures for the Community Development Department’s Home Investment Partnerships Program (HOME) Councilmember Ybarra moved, seconded by Councilmember Guerrero that Resolution 2024-148 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2024-149 - Approve and adopt the 2024 Annual Action Plan authorizing the filing of an application to the U.S. Department of Housing and Urban Development for the Community Development Grant Programs; Community Development Block Grant (CDBG), Emergency Solutions Grants (ESG), and the Home Investment Partnerships Programs (HOME) Councilmember Ybarra moved, seconded by Councilmember Guerrero that Resolution 2024-149 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2024-150 - Approval of the Annual PHA beginning FY October 2024; the Housing Administrative Plan; Reaffirming Participation by Designating responsible Officials for the Execution of this plan; and designating the Director of Housing and Community Development and the Mayor as the authorized Representative as Executive Directors.
