PRE-COUNCIL MEETING CITY OF PASADENA August 6, 2024 – 9:30 a.m. MINUTES CALL TO ORDER Mayor Wagner called the Pre-Council Meeting to order. Proceeded to go over agenda. (19) FIRST READINGS: Item (C) – Councilmember Van Houte noted that she never received the answers to questions she had concerning this item. Short discussion followed between Councilmember Van Houte and Mayor Wagner. (19) RESOLUTIONS: Item (H) – Councilmember Van Houte questioned the timeline of processing the application for this item. Question/answer session followed between Councilmember Van Houte, Mayor Wagner and Sherry Womack, Director of Financial Planning, regarding when an item is submitted, the process of obtaining signatures and when an item is placed on the agenda for approval. ADJOURNMENT 9:36 a.m. – Mayor Wagner adjourned the Pre-Council Meeting. RECORD OF PROCEEDINGS CITY OF PASADENA August 6, 2024 – 10:00 a.m. CALL TO ORDER The regular Council Meeting of the City of Pasadena, Harris County, Texas, was called to order by Mayor Wagner. City of Pasadena – Council Meeting 1 Minutes: 08-06-24 10:00 a.m. INVOCATION – Pastor Bo Fisher, New Wine Christian Fellowship PLEDGES OF ALLEGIANCE – Councilmember Bianca Valerio COMMUNITY INTEREST COMMENTS IN ACCORDANCE WITH CHAPTER 551.0415 OF THE GOVERNMENT CODE Councilmember Valerio – Passed, no comments. Councilmember Guerrero – Welcomed everyone to the meeting. Mentioned recent sidewalk projects that have been completed in District C. Commented that he appreciates all the work that has been done. Stated that he also appreciates the cleanup efforts that have been made and continue to happen. Thanked everyone for their patience. Councilmember Van Houte – Noted that August 9th – August 11th is tax-free weekend. Gave information on the types of items that would be included. Advised to check online for additional information. Announced that a Senior Expo event will be held on August 14th from 9:00 a.m. – 12:00 p.m. at the Pasadena Convention Center. Commented that seniors can get health information, some testing and lots of swag for free. Councilmember Estrada – Passed, no comments. Councilmember Dow – Passed, no comments. Councilmember Ybarra – Reminded everyone that school will start on Tuesday, August 13th. Urged everyone to slow down in the school zones. Thanked the Sanitation Department for all of their hard work since the storm. Remarked that the city has received many phone calls and emails. Asked everyone to be patient, as Sanitation is working very hard and will get to their neighborhood. Councilmember Schoenbein – Passed, no comments. Councilmember Villarreal – Thanked everyone who participated in the Fill the Bus event. Noted he saw several councilmembers helping and is thankful to everyone that helped. CITIZENS WISHING TO ADDRESS COUNCIL J. Marcus Hill – Introduced himself to Council. Noted he is representing Mr. Paul Nunu in a lawsuit that Mr. Nunu has filed against the City of Pasadena regarding his plans for a RV park. Noted that Pasadena has an ordinance for mobile home parks but not RV parks. Stated that an agreement was entered in court recommending that if the City of Pasadena council enacted an ordinance specifically approving Mr. Nunu’s plans to construct the recreational vehicle park, the case would be dismissed. Asked that if Mayor Wagner did not want to put this item on the agenda, would five members of council put it on the agenda. Stated that if after that, Council votes the item down, they will go back to the courthouse. Cristina Womack – President & CEO, Pasadena Chamber of Commerce. Expressed appreciation to all First Responders, the Office of Emergency Management and Community Relations Team for their continued work with the hurricane clean up. Thanked City of Pasadena – Council Meeting 2 Minutes: 08-06-24 10:00 a.m. Chamber member businesses that supported the Fill the Bus event. Also thanked Tish Eubanks, Community Relations Educational Liaison, and the leadership of the Community Relations Team for making that event happen. Announced upcoming Chamber events: (1) Thursday, August 8th Constituent Connection; commented this is an event that allows business owners to connect with the city leaders that represent them. (2) August 6th Impact Pasadena Interest Meeting; noted this is an 18-month leadership program; event will be held at the Chamber at 11:00 a.m. (3) August 15th Leadership Partners luncheon will host Pasadena ISD, San Jacinto College and University of Houston Clear Lake. Reminded everyone looking for job or internship postings to visit the Workforce Center on the Chamber website. (4) Chamber will be hosting a fall job fair in October; information can be found on website. CLAIMS & INVOICES Councilmember Ybarra moved, seconded by Councilmember Guerrero that Finance Resolution 2907 be APPROVED. “Abstain” – Councilmember Dow abstained from voting on any item on Finance Resolution having to do with “Dow Pipeline and Fencing.” MOTION CARRIED, UNANIMOUS. MAYORAL APPOINTMENTS CITY BOARDS AND COMMISSIONS REPORTS REPORTS OF COMMITTEES MAYOR’S REPORT ORDINANCES FINAL READINGS ORDINANCE 2024-141 - An Ordinance amending Ordinance 2022-176, which authorized and approved a contract between the City of Pasadena, Texas, and HR Green for the Golden Acres WWTP Influent Line project (CIP #WW087) for a total appropriation of $75,600.00 from the other charges contingency account. Councilmember Guerrero moved, seconded by Councilmember Schoenbein that Ordinance 2024-141 be passed on second and final reading. MOTION CARRIED, UNANIMOUS. ORDINANCE 2024-142 - An Ordinance amending Ordinance 2019-051, which authorized and approved a contract between the City of Pasadena, Texas, and MAR- City of Pasadena – Council Meeting 5 Minutes: 08-06-24 10:00 a.m. CON Services, LLC for the Shaw Avenue Reconstruction Project (CIP #S107) for a total appropriation of $94,133.84 from the Pasadena Economic Development Corporation. Councilmember Guerrero moved, seconded by Councilmember Schoenbein that Ordinance 2024-142 be passed on second and final reading. MOTION CARRIED, UNANIMOUS. ORDINANCE 2024-143 - Authorizing a contract with Kim Neal & Associates, LLC through The Interlocal Purchasing System (TIPS) Contract #22010601 for the renovation of Rodeo Arena restrooms and concession area. Councilmember Guerrero moved, seconded by Councilmember Schoenbein that Ordinance 2024-143 be passed on second and final reading. MOTION CARRIED, UNANIMOUS. FIRST READINGS ORDINANCE 2024-144 - Authorizing and approving a contract by and between the City of Pasadena, Texas, and Mar-Con Services, LLC for the Flamborough Drive Bridge Repairs Project (CIP #S198) for a total appropriation of $214,416.41 from the General CIP Fund Balance Account. Councilmember Dow moved, seconded by Councilmember Guerrero that Ordinance 2024-144 be passed on first reading only. Councilmember Van Houte – Gave information on repairs that would be included in this project and an estimated timeframe of when the work would be completed. Commented that it is good to see something moving on this. Councilmember Guerrero – Agreed with Councilmember Van Houte’s comments. Happy to see this move forward. Thanked everyone involved. MOTION CARRIED, UNANIMOUS. ORDINANCE 2024-145 - Authorizing and approving a contract by and between the City of Pasadena, Texas, and W. W. Payton Corporation for the Sycamore Water Plant Improvements Project (CIP# W071); for a total appropriation of $5,670,000.00 from the System CIP Fund Balance Account. Councilmember Dow moved, seconded by Councilmember Guerrero that Ordinance 2024-145 be passed on first reading only. MOTION CARRIED, UNANIMOUS. ORDINANCE 2024-146 - Authorizing and approving a contract by and between the City of Pasadena, Texas, and Big Truck Rental for rental of two (2) Rear Loader Garbage Trucks, utilizing Omnia Partners Contract No. 2019000319 for a total appropriation of $36,000.00. Councilmember Dow moved, seconded by Councilmember Guerrero that Ordinance 2024-146 be passed on first reading only. MOTION CARRIED, UNANIMOUS. City of Pasadena – Council Meeting 6 Minutes: 08-06-24 10:00 a.m. EMERGENCY READINGS ISSUANCE OF OBLIGATIONS RESOLUTIONS RESOLUTION 2024-151 - Accepting an in-kind donation of equipment valued at $4,800.00 from Waste Management for use by the Parks and Recreation Department in connection with the annual 4th Fest event held at the Pasadena Convention Center and Fairgrounds on July 4, 2024. Councilmember Guerrero moved, seconded by Councilmember Ybarra that Resolution 2024-151 be passed, approved and adopted. Councilmember Guerrero – Commented he was grateful for the donations that were made for the 4th Fest event. Thanked all of the staff and volunteers involved for their countless man-hours. MOTION CARRIED, UNANIMOUS. RESOLUTION 2024-152 - Accepting an in-kind donation of snacks for Movie & Snacks event valued at $50.00 from Humana for use by the Parks and Recreation Department in connection with Madison Jobe Senior Center. Councilmember Guerrero moved, seconded by Councilmember Ybarra that Resolution 2024-152 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2024-153 - Accepting a donation in the amount of $1,000.00 from Pasadena Market for use by the Parks and Recreation Department in connection with the annual Pasadena 4th Fest event held at the Pasadena Convention Center and Fairgrounds. Councilmember Guerrero moved, seconded by Councilmember Ybarra that Resolution 2024-153 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2024-154 - Accepting an in-kind donation from Crystal Hernandez in the form of 60 pairs of shoes valued at $35.00 each for a total value of $2,100.00 for use by the Parks and Recreation Department. Councilmember Guerrero moved, seconded by Councilmember Ybarra that Resolution 2024-154 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2024-155 - Accepting a $20,000.00 donation from Bay Area Council on Drugs & Alcohol (BACODA) for use by the Parks and Recreation Department to construct a new Zen Garden at the Madison Jobe Senior Center. Councilmember Guerrero moved, seconded by Councilmember Ybarra that Resolution 2024-155 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. City of Pasadena – Council Meeting 7 Minutes: 08-06-24 10:00 a.m. RESOLUTION 2024-156 - A Resolution approving the financial report of investment activities submitted by the City of Pasadena for the fiscal quarter ended June 30, 2024. Councilmember Guerrero moved, seconded by Councilmember Ybarra that Resolution 2024-156 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2024-157 - Authorizing the Animal Shelter to accept a scholarship award check from Best Friends Animal Society in the amount of $3,400.00 to be used to reimburse registration and travel costs for Melissa Clark and Johanna Murillo to attend the Best Friends National Conference July 11 – 13, 2024. Councilmember Guerrero moved, seconded by Councilmember Ybarra that Resolution 2024-157 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2024-158 - Authorizing the Pasadena Parks and Recreation Department to apply for an Apache Tree Grant for trees to be planted at the Armand Bayou Hike & Bike Trail. Councilmember Guerrero moved, seconded by Councilmember Ybarra that Resolution 2024-158 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS.
