CALL TO ORDER
The regular Council Meeting of the City of Pasadena, Harris County, Texas, was called
to order by Mayor Wagner.

singer, Pasadena business owner and resident.

Councilmember Dow – Commented it was good to see everyone at the meeting and
participating in local government.
Councilmember Ybarra – Thanked everyone for coming to the meeting. Noted the city
had completed new sidewalks on Westside Court. Thanked the city staff that handled that

project. Gave a special thanks to Frontier Waste for responding to an issue of trash that
had been left behind during their normal route. Remarked that the police department and
fire department did great work with assisting Deer Park on a recent pipeline fire. Thanked
them for their service; commenting it was very much appreciated. Noted that September
15th – October 15th is Hispanic Heritage Month. Explained this is a time to recognize the
contributions, influence, history, culture and achievements of Hispanic Americans.
Recognized Roy Ybarra; stating he was Pasadena’s first Hispanic Councilmember.
Commented that former Councilmember Roy Ybarra was well respected by the
community and served the citizens of Pasadena from 1973 – 1979. Thanked Jim Dilley
for his invocation.
Councilmember Schoenbein – Welcomed everyone. Thanked the Pasadena Police
Department, Pasadena Fire Department and everyone that responded in collaboration
with the local entities to control the incident with the recent pipeline fire. Sending his
thoughts and prayers to the families in Deer Park and La Porte that were affected by the
fire; commenting they will need help recovering. Asked that everyone look for
opportunities to help in any way they can.
Councilmember Villarreal – Passed, no comment.
Councilmember Valerio – Passed, no comment.
Councilmember Guerrero – Extended his prayers to all the Deer Park residents that were
affected by the pipeline fire. Thanked all of the Pasadena and Deer Park first responders.
Also thanked the Pasadena Police Department for increasing patrol, as well as adding
bike patrol, in District C. Recognized Officer Garza, Officer Campos and other officers
who committed to one of their fellow brothers, Officer Ortiz, who has recently had medical
difficulties, by helping him with a fence that had been destroyed during the hurricane.
Remarked that he and Councilmember Ybarra were honored to be a part of this project.
Noted that the funds used for this project were personal funds and not city funds. Gave a
shout-out to Hispanic Heritage Month.
Councilmember Van Houte – Announced that Team Up to Clean Up will be held on
Saturday, October 12th. Commented this is an opportunity to help your neighbors. Advised
anyone wanting to volunteer to call Lauren Mitchell at (713) 920-7930. Remarked that the
rodeo would be starting on the up-coming weekend; urged everyone to get out and
celebrate their country roots. Noted the last day to register to vote in the November
election is Monday, October 7th.
Councilmember Estrada – Wished everyone a good evening. Announced that National
Night Out will be held on Tuesday, October 1st. Commented there will be a National Night
Out event in District E at Hope Community Methodist Church – 2838 Lily Street, located
in Golden Acres, from 6:00 – 8:00 p.m. Thanked Pastor JT LaRue for hosting this event.
Also thanked Councilmember Dow for his partnership. Noted that Golden Acres will also
be hosting Coffee With a Cop on Wednesday, October 2nd at Sycamore Grounds Coffee
House at 8:00 a.m.
CITIZENS WISHING TO ADDRESS COUNCIL
City of Pasadena – Council Meeting 2 Minutes: 09-17-24 6:00 p.m.
Ty Smith – Commented he was going to remain lawfully civil and not commit the crime of
disorderly conduct. Discussed a recent conversation he had with the Police Chief
regarding accountability for the malfeasances that have taken place. Went on to detail an
encounter he had with a Pasadena police officer while at the police station. Stated that
nothing has been done regarding his complaints concerning these issues. Remarked that
he is calling for oversight to be done at the Pasadena Police Department.
Stephen Alvarez – Thanked God for the blessed day. Asked anyone that can to please
donate to Alzheimer’s and dementia research. Stated he was at the meeting to describe
the issues he and his family have had to deal with all because he tried to help a senior
citizen with dementia. Proceeded to discuss comments and events that have taken place
at previous council meetings.
David Smith – Introduced himself to council. Stated he has lived in Pasadena since 1969.
Remarked that he votes every election. Thanked the Councilmembers that opposed the
recent tax increase. Explained reasons he feels the tax increase was not needed.
Maria Castillo – Stated the community of Pasadena has been informed about the increase
in taxes and the citizens are questioning the fairness of allocation of the resources.
Commented that she wants to express her disappointment in the way the tax money is
being used. Asked that council take their concerns seriously and act as their voice not
their enemy. Extended gratitude to the Councilmembers that voted against the tax
increase.

of Pasadena, Texas, and Boyer, Inc. for the West Pitts Lift Station Rehabilitation Project
(CIP #WW075) for a total appropriation of $4,246,449.90 from the American Rescue Plan
Fund Balance Account, the System CIP Fund Balance Account and the Water Production
FY24 SEWPP True-Up Account.

ORDINANCE 2024-163 - Authorizing and approving an agreement by and between the
City of Pasadena, Texas, and HR Green, Inc. for design services for the Rodeo Grounds

appropriation of $659,900.00 to be funded from the 2017 Certificate of Obligation Fund
Balance Account.

ORDINANCE 2024-165 - Authorizing and approving an agreement by and between the
City of Pasadena, Texas, and HR Green, Inc. for design services for the Vince Bayou
WWTP Sludge Dewatering Systems Improvements Project (CIP #WW098) for a total
appropriation of $359,400.00 to be funded from the 2017 Certificate of Obligation Fund
Balance Account and the Other Charges Budget Contingency Account.

ORDINANCE 2024-166 - Amending Ordinance 2023-155, which authorized and
approved a contract between the City of Pasadena, Texas, and SER Construction
Partners, LLC for drainage improvements for Armand Bayou Upper Reaches Project (CIP
#D056), by reducing the City’s contribution and increasing the funding by Community
Development Block Grant – Disaster Recovery.
Councilmember Valerio moved, seconded by Councilmember Dow that Ordinance 2024-

ORDINANCE 2024-167 - Authorizing and approving the purchase by the City of
Pasadena, Texas, of one (1) Hercules (8.50”) Grundocrack Pipe Bursting System from
TT Technologies, Inc. using BuyBoard Contract #684-22; and appropriating the amount
of $56,012.00.

ORDINANCE 2024-168 - Authorizing the Mayor of the City of Pasadena, on behalf of the
Pasadena Police Department, to accept a grant award from the State of Texas, Motor
Vehicle Crime Prevention Authority (MVCPA) in the amount of $146,668.00.

ORDINANCE 2024-169 - An Ordinance authorizing the Mayor of the City of Pasadena,
on behalf of the Neighborhood Network Division of the Community Relations Department,
to accept the Port Houston Community Grant award in the amount of $15,000.00.

ORDINANCE 2024-170 - Authorizing and approving a contract between the City of
Pasadena, Texas, and Brinkley Sargent Wiginton Architects to conduct a facility feasibility
study of the Pasadena Parks and Recreation Department’s facilities; and appropriating
the amount of $81,322.50.

ORDINANCE 2024-171 - Amending Ordinance 2024-017, which authorized and
approved the Parks and Recreation Department to seek funding in the amount of
$85,000.00 from Kaboom for the Build it with Kaboom grant to install a new Adventure
Course at Memorial Park and authorizing changes to the Kaboom agreement as shown
on the attached Exhibit “A”.

ORDINANCE 2024-172 - Authorizing and approving the purchase by the City of

ORDINANCE 2024-177 - Authorize a contract with Arkitektura Development, Inc. for the

City of Pasadena – Council Meeting 8 Minutes: 09-17-24 6:00 p.m.
ORDINANCE 2024-178 - Authorizing and approving terminating Ordinance 2023-108,
the contract with auditing firm Belt Harris Pechacek LLLP, and approving a contract
between the City of Pasadena, Texas, and Crowe LLP (as Belt Harris Pechacek LLLP
and Crowe LLP have combined) for auditing services including: Single Audit, Compilation
Engagement, and Engagement Agreed-upon Procedures to be rendered to the City for
the years ending September 30, 2024 and 2025.
Councilmember Valerio moved, seconded by Councilmember Dow that Ordinance 2024-

ORDINANCE 2024-181 - Authorizing and approving the purchase by the City of
Pasadena, Texas, of three (3) 2024 Chevrolet Trucks, one (1) Chevrolet Silverado and
Two (2) Silverado Crew LT, from Lake Country Chevrolet utilizing the TIPS Cooperative
Contract #210907; in the amount of $145,932.95.

on behalf of the Pasadena Police Department, to accept donations from Bass Meineke
No. 1 LLC ($100.00) and Remodel Depot, LLC ($100.00) totaling $200.00 for the Police
Resiliency and Mentorship Program (R.A.M.P.) Unit.
Councilmember Van Houte moved, seconded by Councilmember Dow that Resolution
2024-183 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS.
RESOLUTION 2024-184 - Accepting an in-kind donation of prizes for BINGO event
valued at $100.00 from Humana/Centerwell for use by the Parks and Recreation
Department in connection with Madison Jobe Senior Center.
Councilmember Van Houte moved, seconded by Councilmember Dow that Resolution
2024-184 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS.
RESOLUTION 2024-185 - Updating the Established Utility Allowance Schedule for the
Housing Choice Voucher Program in accordance with HUD 24 CFR 982.517 effective
November 1, 2024.
Councilmember Van Houte moved, seconded by Councilmember Dow that Resolution
2024-185 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS.
RESOLUTION 2024-186 - Accepting a donation of $40,000.00 from Chevron Products
Company for use by Neighborhood Network in connection with Team Up to Clean Up
2024 ($10,000.00), Pasadena Food Drive ($10,000.00) and the Parks Department for
Community Garden Center ($20,000.00).
Councilmember Van Houte moved, seconded by Councilmember Dow that Resolution

Program in accordance with HUD 24 CFR 982.517 as indicated in Exhibit “A”,
attached hereto and incorporated herein for all purposes.

PHAs must maintain a completed MUD Form-52667 Utility Allowance Schedule for each unit type that is typical in the
PHA’s jurisdiction. The utility allowance schedule is based on the typical cost of utilities and services paid by energy-
conservation households that occupy housing of similar size and type in the same locality. In developing the schedule,
the PHA must use normal patterns of consumption for the community as a whole and current utility rates.
This form includes the utilities that the PHA must consider: heating (space), cooking, other electric (e.g. lights,
appliances, general usage), air conditioning (if the majority of housing units in the market provide centrally air-
conditioned units or there is appropriate wiring for tenant-installed air conditioners), water heating, water, sewer, trash,
the cost to provide a range, and the cost to provide a refrigerator. This form includes several fuel types, however, the
PHA is not required to have a utility allowance for every fuel type listed on the form. The PHA is only required to have an
allowance for the fuel types that are typical in the PHA’s jurisdiction.
Electric resistance vs. electric heat pump: The most recent update to the HUD-52667 includes “Electric Heat Pump” as a
fuel type under “Heating” and “Water Heating”. PHAs may choose to provide an allowance on the schedule for electric
(resistance), electric heat pump, or both. Heat pumps are more efficient and are associated with lower consumption. By
adding this to the form, HUD is not requiring PHAs to consider both. This is up to the PHA, however, the HUD Utility
Schedule Model tool available on HUDUser.gov provides an allowance for both electric resistance and electric heat
pump.
Determining Allowances: In general, PHAs use local sources of information on the cost of utilities and services, such as:
1. Electric utility suppliers
2. Natural gas utility suppliers
3. Water and sewer suppliers
4. Fuel oil and bottled gas suppliers
5. Public service commissions
6. Real estate and property management firms
7. State and local agencies
8. Appliance sales and leasing firms
PHAs may use the MUD Utility Schedule Model (HUSM) available on HUDuser.org to determine their Utility Allowance
Schedules. The tool uses geographic-specific utility consumption rates combined with user entered data on utility rates
to determine the overall monthly allowance.
0MB Burden Statement: The public reporting burden forthis information collection is estimated to be up to 0.25 hours, including the time for
reviewing instructions, searching existing data sources, gathering and maintaining the data needed, and completing and reviewing the collection of
information. The information collected is required to determine the amount of utility allowance necessary to calculate the family’s tenant portion.
Assurances of confidentiality are not provided under this collection, send comments regarding this burden estimate or any other aspect of this
collection of information, including suggestions to reduce this burden, to the office of Public and Indian Housing, US. Department of Housing and
Urban Development, Washington, DC 20410. HUD may not conduct and sponsor, and a person is not required to respond to, a collection of
information unless the collection displays a valid control number.
Privacy Notice: The Department of Housing and Urban Development (HUD) is authorized to collect the information required on this form by
SectionS of the U.S. Housing Act of 1937(42 U.S.C. 1437f). The information collected specifies which utilities and appliances are to be supplied by
the owner, and what utilities and appliances are to be supplied to the tenant. The Personally Identifiable Information (P11) data collected on this
form are not stored or retrieved within a system of record.
