PRE-COUNCIL MEETING CITY OF PASADENA October 1, 2024 – 9:30 a.m. MINUTES CALL TO ORDER Mayor Wagner called the Pre-Council Meeting to order. Proceeded to go over the agenda. FIRST READINGS: Item Q – Councilmember Van Houte asked if this item was the reason there would be a Special Council meeting the following week. Mayor Wagner confirmed that was correct. A short question/answer session followed between Councilmember Van Houte, Mayor Wagner, and Jay Dale, City Attorney. ADJOURNMENT 9:32 a.m. – Mayor Wagner adjourned the Pre-Council Meeting. INVOCATION – Gene Wheeler - Pasadena PD Chaplain, President of PCPAA, and Deacon of First Baptist Church Pasadena City of Pasadena – Council Meeting 1 Minutes: 10-01-24 10:00 a.m. PLEDGES OF ALLEGIANCE – Councilmember Ornaldo Ybarra COMMUNITY INTEREST COMMENTS IN ACCORDANCE WITH CHAPTER 551.0415 OF THE GOVERNMENT CODE Councilmember Ybarra – Congratulated the service award recipients. Noted it was National Night Out. Urged everyone to get out to the block parties and meet their neighbors, first responders, and city staff. Councilmember Schoenbein – Welcomed everyone to the meeting. Stated he would like to send his prayers to the people that have been affected by Hurricane Helene. Congratulated the service award recipients on their years of service. Commented that National Night Out is a special night that allows the opportunity to get out, meet your neighbors, and share information about your neighborhood. Councilmember Villarreal – Thanked the service award recipients for their service and dedication. Sending prayers to the Apostolic Temple Church, who lost their pastor in an accident. Also sending prayers to the officers who were on the scene and had to witness difficult things. God bless. Councilmember Guerrero – Wished everyone a good morning. Would like to give his gratitude to the service award recipients. Noted there would be National Night Out events in various districts. Discussed a recent fire that occurred at the Willow Oaks Townhomes where several units were affected. Recognized Officer Carter in the audience; commenting this officer was the first officer on the scene, evacuated everyone from the units, and stayed until the fire had been put out. Stated that thanks to Officer Carter lives were saved. Also thanked all firefighters and first responders who contained the fire. Blessed that no casualties happened. Councilmember Van Houte – Gave an update on shared street projects being completed in District D and District C. Detailed what was found once work had begun on the streets and what was being done to fix them. Councilmember Estrada – Wished everyone a good morning. Thanked the service award recipients for their years of service. Announced there would be a National Night Out event held at Hope United Methodist Church at 2838 Lily. Also announced there would be a National Coffee with Cop Day event held on October 2nd at Sycamore Grounds Coffee House from 8:00 a.m. – 10:00 a.m. Hopes to see lots of people there. Councilmember Dow – Extended his condolences to the family of Pastor Orlin McClain; will be keeping them all in his prayers. Congratulated the service award recipients. CITIZENS WISHING TO ADDRESS COUNCIL Cristina Womack - President & CEO, Pasadena Chamber of Commerce. Stated that the Chamber would like to extend their condolences to the McClain family. Commented it is a busy time at the Chamber and they have plenty of events and opportunities to engage. Announced the following events: 1) October 2nd, Fall Job Fair will be held at Jackson Intermediate School, 1020 Thomas Ave. from 4:00 – 6:00 p.m. 2) October 3rd, Membership 101 event held at the Pasadena Chamber at 3:00 p.m. 3) October 9th, City of Pasadena – Council Meeting 2 Minutes: 10-01-24 10:00 a.m. Carbon Management Workshop held at Health and Safety Council, 5213 Center Street from 4:00 – 6:00 p.m. 4) November 7th, Taste of the Town, Pasadena Convention Center, 7902 Fairmont Parkway, 5:00 – 9:00 p.m. Stephen Alvarez – Wished everyone a good morning. Commented that we have to give thanks to those who do a good job for us. Discussed a recent council meeting where three Councilmembers gave reasons for not increasing taxes. Stated those councilmembers gave proof that taxes did not have to be raised yet they were raised anyway. Proceeded to discuss issues he has had with the city after applying for permits and inspections. Remarked that the council is the citizens' employee and they need to be held accountable. Ty Smith – Commented this was his third time speaking before Council. Discussed events that took place with police officers after he spoke at the last meeting and the following day at the police station. Questioned the amount of officers present at the council meetings instead of being out on the streets making sure that crime was not happening. Remarked that they were at the meeting to harass and intimidate. Asked when the police department was going to be made accountable for their actions. Robert Jeter III – Wished Council a good morning. Commented on an incident that took place on Little Willow on September 7th which involved the Pasadena Police Department. Stated he was pleased to report that the suspect they were looking for was arrested over the weekend. Commended the police department on the professionalism of all the officers that were at the scene. Noted he happened to be at San Jacinto College when the recent pipeline fire erupted. Commended all the law enforcement agencies that helped evacuate the surrounding area. Alisia Cardenas – Stated that she was at the meeting to seek updates on Perez Road. Noted she had been advised that the city was going to put down an overlay. Hopes to see her district councilmember at National Night Out so that she can get more answers regarding this project. Azell Carter – Emergency Management Coordinator. Announced the 1st Annual Seer and Serve BBQ Cookoff to be held on October 11th and 12th at the Pasadena Convention Center. Commented this is a community family and first responders appreciation event. Noted this event was brought on by the city’s industry partners who wanted to make sure first responders and emergency responders were shown appreciation. Stated that there would be live entertainment. {At this time Mr. Carter asked Patrick Murphy to come up to speak.} Patrick Murphy – Introduced himself to Council. Commented he graduated from Deer Park High School in 1992 and has a deep history in this community. Gave information on the entertainers that would be performing at the cookoff. {At this time Azell Carter advised anyone who needed more information to go to the following website: seerandserve.org} DOCKETED CITY COUNCIL HEARINGS (A) A public hearing at 10:00 a.m. in the Council Chambers, City Hall for the purposes of hearing public comments on imposing a commercial moratorium on the issuance of permits for the placement and installation of BESS facilities within the City of Pasadena, Texas, consistent with Texas Local Government Code 212. ORDINANCE 2024-196 - An Ordinance to approve the salary structures (Exhibits A, B, and C) and provide a cost of living increase of 4.0 percent of base salary for all full-time non-classified civilian employees, part-time non-classified civilian employees whose standard hours equal 20 or more (excluding both seasonal lifeguards in Class Code 2840 in 15220 and seasonal recreation employees in Class Code 2851 in 15230). Salary structures to be adjusted accordingly are the Exempt and Non-Exempt Civilian Personnel (Exhibit A), Pasadena Police salary chart (Exhibit B), Fire/City Marshal salary chart (Exhibit C) and Police Service Officer salary chart (Exhibit D); effective December 23, 2024, for employees hired in full-time budgeted positions on or before October 31, 2024. ORDINANCE 2024-197 - Authorizing and approving amendment to Ordinance 2021-140 as shown on the attached Exhibit “A” between the City of Pasadena, Texas, and UnitedHealthcare Services, Inc. Councilmember Dow moved, seconded by Councilmember Schoenbein that Ordinance 2024-197 be passed on first reading only. MOTION CARRIED, UNANIMOUS. ORDINANCE 2024-198 - Authorizing and approving written findings and justification of emergency measure and for adoption of a Moratorium Suspending New Commercial Battery Energy Storage Systems Permitting for Development within the City. Councilmember Dow moved, seconded by Councilmember Schoenbein that Ordinance 2024-198 be passed on first reading only. MOTION CARRIED, UNANIMOUS. **NOTE** Following the reading of all First Readings, there was discussion as follows: Councilmember Ybarra – Commented that sometimes the council disagrees on some things but what they do all agree on is that the city employees are the backbone of the city. Thanked all city employees. Councilmember Van Houte – Referenced Ordinance 2024-198. Advised there is a special council meeting scheduled for October 8th at 10:00 a.m. because there is a law that this item has to pass within a certain amount of time. Noted there would be a public hearing at that meeting also. Explained that in some places there have been some issues with battery energy storage systems starting fires. Commented this moratorium will stop any permits for 6 months to allow the city to do research and set up rules as to where it is safe to have these types of systems. Councilmember Guerrero – Referenced Ordinance 2024-196. Regarding the 4% COLA for employees, commented that at no point was it discussed that this wasn’t possible without a tax increase. Stated that he wants to commend the police department and knows that they have the right people in place. Thanked all the officers for their service. EMERGENCY READINGS City of Pasadena – Council Meeting 9 Minutes: 10-01-24 10:00 a.m. ISSUANCE OF OBLIGATIONS RESOLUTIONS RESOLUTION 2024-187 - Accepting a donation of $5,000.00 from Occidental Chemical Corporation (OxyChem) for use by Neighborhood Network in connection with Team Up to Clean Up 2024. Councilmember Ybarra moved, seconded by Councilmember Guerrero that Resolution 2024-187 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2024-188 - Accepting an in-kind donation of prizes for BINGO event valued at $70.00 from Humana for use by the Parks and Recreation Department in connection with Madison Jobe Senior Center. Councilmember Ybarra moved, seconded by Councilmember Guerrero that Resolution 2024-188 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2024-189 - Accepting an in-kind donation of snacks for Movie & Snacks event valued at $62.00 from Humana for use by the Parks and Recreation Department in connection with Madison Jobe Senior Center. RESOLUTION 2024-190 - Accepting a grant for the Pasadena Public Library from the Texas Book Festival Collection Enhancement grant in the amount of $2,500.00 which will be used to increase the children’s Spanish language ebook collection. Councilmember Ybarra moved, seconded by Councilmember Guerrero that Resolution 2024-190 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2024-191 - Accepting a donation of $2,500.00 from Nippon Chemical Texas, Inc. for use by Neighborhood Network in connection with Team Up to Clean Up 2024. Councilmember Ybarra moved, seconded by Councilmember Guerrero that Resolution 2024-191 be passed, approved and adopted. MOTION CARRIED, UNANIMOUS. RESOLUTION 2024-192 - Accepting an in-kind donation of prizes for Loteria event valued at $150.00 from McGunis Fox for use by the Parks and Recreation Department in connection with Madison Jobe Senior Center.
