Lora updated the council and residents on the following:  Updated with COVID-19 numbers and hospitalization numbers. Passaic City Council February 23, 2021 Minutes MEETING WAS CONDUCTED AS A ZOOM LIVE STREAM VIA FACEBOOK  There was a delay in receiving the COVID-19 vaccine from the state. Thankfully, the city of Passaic received their shipment and was able to continue vaccinating residents.  Thanked all city employees and school nurses for working at the COVID-19 Vaccination sites.  The snow and snow clean up as affected, the pickup of recycling, ask resident to be patient while the company makes its rounds.  Urged resident to please tie their cardboard so it will not fly away.  Reminded residents not to save parking, the Department of Public Works will pick up articles and discard them. The person who makes these statements will relinquish their allotted five minutes for public discussion. CITY OF PASSAIC RESOLUTION # 21-02-051 RESOLUTION AUTHORIZING 2021 INTERLOCAL SERVICES AGREEMENT WITH DOWNTOWN MERCHANTS CORPORATION FOR REDEVELOPMENT ASSISTANT WHEREAS, the City of Passaic maintains the position of Redevelopment Assistant; and WHEREAS, Wilfredo Baez is the long-time Director of the Downtown Merchants Corporation (DMC); and WHEREAS, the DMC conducts programs to maintain cleanliness in the City’s business corridor; WHEREAS, The DMC desires to utilize the services of the Redevelopment Assistant, and WHEREAS, sharing the time of the Redevelopment Assistant between both the City and the DMC will result in efficiencies to both organizations; WHEREAS, the City and DMC have had a successful history of sharing employees in a similar manner; and NOW, THEREFORE BE IT RESOLVED, by the City Council of the City of Passaic that the Council authorizes the Mayor to enter into an inter-local services agreement with the DMC for the services of the Redevelopment Assistant, providing the City with a payment of up to $50,619.00 for the period January 1, 2021 through December 31, 2021. Page 14 of 27 Passaic City Council February 23, 2021 Minutes MEETING WAS CONDUCTED AS A ZOOM LIVE STREAM VIA FACEBOOK CITY OF PASSAIC RESOLUTION NO._21-02-052 RESOLUTION AUTHORIZING TRAINING AGREEMENT BETWEEN THE CITY OF PASSAIC AND PASSAIC COUNTY COMMUNITY COLLEGE FOR EKG TECHNICIAN TRAINING WHEREAS, the City of Passaic, having an office at 330 Passaic Street, Passaic, New Jersey, 07055 (“City”), wishes to enter into a Training Agreement for EKG Technician Training (“Agreement”) with Passaic County Community College, One College Boulevard, Paterson, New Jersey 07505 (“PCCC”); and WHEREAS, City has received a grant from the Department of Housing and Urban Development (HUD) via the Community Development Block Grant known as the CDBG CARES Act, which was enacted in order to prevent, prepare for and respond to the current Coronavirus pandemic (COVID-19); and WHEREAS, an approved program that these funds may be used for is a medical job training program for income qualified residents of City; and WHEREAS, City has requested that PCCC provide EKG Technician training to certain constituents of City; and WHEREAS, City and PCCC have set forth their intentions within the attached Agreement and mutually agree to the terms therein. CITY OF PASSAIC RESOLUTION NO._21-02-054 RESOLUTION AUTHORIZING THE ACCEPTANCE OF THE NEW JERSEY DEPARTMENT OF TRANSPORTATION SAFE STREETS TO TRANSIT GRANT AWARD FY 2021 WHEREAS, the City of Passaic has applied for grant funding through the Safe Streets to Transit Program (“Program”) being offered through the New Jersey Department of Transportation (“DOT”); and WHEREAS, the City of Passaic has been awarded grant funding by the DOT in the total amount of $200,000.00; and WHEREAS, the grant award shall be budgeted to improve safety and accessibility for mass transit riders in the vicinity of transit facilities, serving to Page 17 of 27 Passaic City Council February 23, 2021 Minutes MEETING WAS CONDUCTED AS A ZOOM LIVE STREAM VIA FACEBOOK advance transportation initiatives without burdening local property taxpayers; and WHEREAS, the City of Passaic wishes to accept the maximum grant award being allotted through this Program. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Passaic that the City of Passaic is hereby authorized to accept the grant award identified as SST-2021-Passaic City-0028 from the New Jersey Department of Transportation Safe Streets to Transit Grant Program in the total amount of $200,000.00, subject to the terms and conditions set forth in the Grant Agreement; and BE IT FURTHER RESOLVED that the Mayor and City Clerk are hereby authorized and directed to execute any documents and/or undertake any and all such actions necessary to effectuate receipt of these funds. CITY OF PASSAIC ORDINANCE NO. #2290-21 ORDINANCE ADOPTING A REDEVELOPMENT PLAN FOR 234 HARRISON STREET (BLOCK 4098, LOT 61) AS AN AREA IN NEED OF REHABILITATION IN THE CITY OF PASSAIC, NEW JERSEY WHEREAS, the real property identified on the Official Tax Map of the City of Passaic as Block 4098, Lot 61 more commonly known as 234 Harrison Street (the “Property”) has been identified as a location in need of rehabilitation; and WHEREAS, the City Council for the City of Passaic adopted a Resolution directing the City of Passaic Planning Board to conduct a preliminary investigation into whether the Property met the statutory criteria for designation as an Area in Need of Rehabilitation under the New Jersey Local Redevelopment and Housing Law, N.J.S.A. 40A:12A-1, et seq.; and WHEREAS, the City of Passaic Planning Board held a public hearing on the investigation results and adopted a Resolution recommending that the City Council for the City of Passaic designate the Property an Area in Need of Rehabilitation under the New Jersey Local Page 22 of 27 Passaic City Council February 23, 2021 Minutes MEETING WAS CONDUCTED AS A ZOOM LIVE STREAM VIA FACEBOOK Redevelopment and Housing Law, N.J.S.A. 40A:12A-1, et seq.; and WHEREAS, the City Council for the City of Passaic adopted a Resolution accepting said recommendation of the City of Passaic Planning Board; and WHEREAS, the City of Passaic Planning Board reviewed the proposed Redevelopment Plan and adopted a Resolution finding said Redevelopment Plan to be substantially consistent with the City of Passaic’s Master Plan and referring same to the City Council for all appropriate action. NOW THEREFORE, BE IT ORDAINED, by the City Council of the City of Passaic that: Section 1 The recitals set forth above are incorporated herein and made a part hereof as if set forth at length. Section 2 The City Council of the City of Passaic hereby approves and adopts the attached Redevelopment Plan for the Property as an Area in Need of Rehabilitation. Section 3 The zoning standards set forth in the Redevelopment Plan for 234 Harrison Street Area in Need of Rehabilitation shall supersede and replace all underlying zoning standards in accordance with N.J.S.A. 40A:12A-7c, rather than serving as overlay zoning for the said Area. Section 4 The City of Passaic Zoning Map is hereby amended to include the new Redevelopment Plan for 234 Harrison Street Area in Need of Rehabilitation, Block 4098, Lot 61 in accordance with N.J.S.A. 40A:12A-7c.
