MAYOR’S UPDATE Mayor Hector C. Lora updated the council and residents on the following:  Latest numbers of COVID-19 based on the health department from March 2020 to present:  6983 positive tests  279 deaths  He sends his thoughts and prayers to all who have lost someone due to COVID-19. He is reminded that community members held a special memorial on West Passaic City Council March 9, 2021 Minutes MEETING WAS CONDUCTED AS A ZOOM LIVE STREAM VIA FACEBOOK Side Avenue recognizing FF Tolentino and others who have lost someone in their lives.  A fourth testing site was opened on Jefferson and 1st Street, in one of the most densely populated areas in Passaic, making it more accessible for residents to get tested without having to drive somewhere. The city is utilizing every resource to ensure that all residents have access to free testing and vaccines.  With the assistance of the Health Department and Human Services, the city has been able to vaccinate homeless individuals.  He thanked all departments, clergymen, and faith- leaders who have been giving updates, information on the vaccine, encouraging residents to practice social distancing.  The city has received additional doses of the vaccine thanks to the Business Administrator, an increase from 200 vaccines to 400 vaccines per week. Over 60% of those who have received the vaccine are senior citizens.  Special recognition to Council Members Love, Garcia, and Schwartz, who have encouraged working cooperatively with hospitals and clinics to ensure the city is operating efficiently and quickly.  The food distribution programs have been working great; every Sunday families are coming to obtain resources. Hours are changing to the afternoon in order to control traffic. He also wants to thank Council President Gary Schaer, volunteers, and schools, who have all participated in making the program successful.  He wants to recognize Lizeth and Katherine from the Department of Recreation in coordinating a Zoom event for the “Read Across America”.  Sports and cooking programs will be open for Spring 2021.  The City Council are to be thanked for the various programs that offer assistance with housing, rent, etc., even before the pandemic began. However, in accordance with N.J.S.A. 10:4-12 “nothing in this Act shall be construed to limit the discretion of a public body to permit, prohibit or regulate the active participation at any meeting,” Therefore, the City Council will not entertain any comments from persons who communicate obscene material, make statements which are considered bias intimidation in which any person attempts to intimidate any individual or group because of race, color, religion, handicap, sexual orientation or ethnicity or makes personally offensive or abusive, defamatory or profane comments, comments intending to harass or speak any offensive or abusive language. The person who makes these statements will relinquish their allotted five minutes for public discussion. CITY OF PASSAIC RESOLUTION NO. 21-03-060 RESOLUTION EXTENDING CONTRACT FOR COLLECTION OF RECYCLABLE MATERIALS MIXED PAPERS, PETE AND HDPE PLASTICS, CLEAR GLASS BOTTLES, BROWN GLASS BOTTLE, GREEN GLASS BOTTLES, ALUMINUM CANS AND BIMETAL CANS [CURSDISE PICKUP]; TRANSPORTATION AND DISPOSAL OF LEAVES, WOOD CHIPS AND OTHER VEGETATIVE WASTE; TRANSPORTATION AND DISPOSAL OF SCRAP TIRES; AND COLLECTION, TRANSPORTATION AND DISPOSAL OF WHITE GOODS (USED APPLIANCES, TELEVISIONS, ETC.) CITY OF PASSAIC RESOLUTION NO. 21-03-061 RESOLUTION AUTHORIZING SUBMISSION OF AN APPLICATION FOR THE SNY PLAY BALL AND NEW YORK METS BASEBALL AND SOFTBALL PROGRAM 2021 WHEREAS, the City of Passaic Department of Recreation wishes to submit an application for grant funding through the SNY Play Ball and New York Mets Baseball and Softball Program (“Program”); and WHEREAS, through their Baseball and Softball Program, SNY Play Ball and the New York Mets are supporting baseball and softball sports leagues for children ages six through twelve; and WHEREAS, the City of Passaic seeks to promote youth sports within the City; and Page 15 of 28 Passaic City Council March 9, 2021 Minutes MEETING WAS CONDUCTED AS A ZOOM LIVE STREAM VIA FACEBOOK WHEREAS, as a municipal recreation department within Passaic County, the City of Passaic Department of Recreation is eligible to apply for funding through this Program; and WHEREAS, this Program shall not require any matching contribution from the City of Passaic; and WHEREAS, the City of Passaic wishes to apply for the maximum grant award being allotted through this Program. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Passaic that the City of Passaic is hereby authorized to submit an application for the SNY Play Ball and New York Mets Baseball and Softball Program; and BE IT FURTHER RESOLVED that the Mayor, City Clerk and Department of Recreation are hereby authorized and directed to execute any documents and/or undertake any and all such actions necessary to effectuate the purpose of this Resolution. CITY OF PASSAIC RESOLUTION NO. 21-03-062 RESOLUTION AUTHORIZING SUBMISSION OF AN APPLICATION FOR THE NEW JERSEY DIVISION OF HIGHWAY AND TRAFFIC SAFETY STATE AND COMMUNITY HIGHWAY SAFETY GRANT 2021 WHEREAS, the City of Passaic wishes to submit an application for the State and Community Highway Safety Grant Program that is being offered through the New Jersey Division of Highway and Traffic Safety (“Program”); and WHEREAS, the purpose of the Program is to provide funding to address pedestrian safety issues; and Page 16 of 28 Passaic City Council March 9, 2021 Minutes MEETING WAS CONDUCTED AS A ZOOM LIVE STREAM VIA FACEBOOK WHEREAS, the New Jersey Division of Highway and Traffic Safety (“DHTS”) has prepared a Highway Safety Plan which identifies the State’s traffic safety problems and recommends programs and projects to address such problems; and WHEREAS, this plan guides the DHTS in coordinating the funding for state and local projects related to pedestrian safety; and WHEREAS, as a municipality in New Jersey, the City of Passaic is eligible to apply for funding through this Program; and WHEREAS, request amounts are predetermined by the State; and WHEREAS, there is a 12-month project period associated with the Program to begin October 1, 2021; and WHEREAS, this Program shall not require any matching contribution from the City of Passaic; and WHEREAS, the City of Passaic wishes to apply for the maximum grant award being allotted through this Program.
