Moment of Silence for Martha Garcia MAYOR’S UPDATE Mayor Hector C. Lora updated the council and residents on the following: • COVID statistics from March 2020 to March 2021: 7241 positive cases and 283 deaths. The City of Passaic continues to provide free testing for COVID in all Wards. With the help of the Health Department, school nurses, volunteers, and administrative staff, the City of Passaic has administered 1,100 vaccines per week. Through an initiative over 300 teachers vaccinated with the help of the Board of Education. The homeless vaccine initiative was a successful with providing assistance and quality care to all those who needed it. Passaic City Council March 23, 2021 Minutes MEETING WAS CONDUCTED AS A ZOOM LIVE STREAM VIA FACEBOOK • The city’s website has a portal to set up appointments, to make it easier for residents to schedule their vaccines. They do hope for an increase of available vaccines with having access to the Johnson & Johnson vaccine, which will be better for those in the community who cannot come in twice. Senior building will be used as a vaccination site. They have been utilizing community agencies, such as Mi Casa es Puebla, in order to reach all members of the community, especially those who do not have easy access to the internet. • Private Program for Barbershop that allows those who have cosmetology licenses from other countries can still continue to work in the city of Passaic with the help of President Gary Schaer. • The Food Program has been able to give out to far more people and families for over 9 months. • All Council members and the Public Works Department have advocated for the painting of crosswalks and cleaning of all points of entrances; so far progress has been made but there is still work to do. • Additional trash collection on Friday specifically for the upcoming holidays. • Alternate side parking will be cancelled for the following week; this information can be found on the Public Works department‘s website page. • He thanks all teachers, staff, and administrators who are continuously working through unprecedented times. • Lastly, Christopher Columbus’ football field in the process of being fixed. The Council opens every public meeting for comments of the public. However, in accordance with N.J.S.A. 10:4-12 “nothing in this Act shall be construed to limit the discretion of a public body to permit, prohibit or regulate the active participation at any meeting,” Therefore, the City Council will not entertain any comments from persons who communicate obscene material, make statements which are considered bias intimidation in which any person attempts to intimidate any individual or group because of race, color, religion, handicap, sexual orientation or ethnicity or makes personally offensive or abusive, defamatory or profane comments, comments intending to harass or speak any offensive or abusive language. The person who makes these statements will relinquish their allotted five minutes for public discussion. Steve Siklosi. 23 Orchard Street- • He asked the council to contact NJDOT to take care of the potholes at city entrances from Route 21 • Asked If the Passaic Police Department is certified • State residents need to come out and vote on the school board election and to vote on the budget. Mr. Carmony, 170 President Street • Complained the Fiesta Night Club has been open until 3:00 during the entire pandemic to present day, in an outdoor enclosed tent with very load music. Cars are with load exhaust systems speed down the street. Many fights after the club and people yelling. This establishment is hindering the peace of the residents. This area has many illegal resident that are afraid to complain therefore he his calling in this complaint on behalf of all area residents. The Mayor of City of Passaic, as Certifying Officer, is hereby authorized as follows: (a) Should any comment received during the required public comment period concerning the Action Plan submission so warrant, to request the City Council of the City of Passaic to modify any portion of the attached budget; and (b) To file the 2021 Action Plan submission with HUD; and (c) To serve as the authorized representative of the City of Passaic in connection with the application and to provide such additional information as may be required; and (d) To execute contracts with HUD allowing for the expenditure of said funds pursuant to the terms of said contract; and (e) To execute agreements with agencies indicated as recipients of the Consolidated Plan funds in the attached “Listing of Proposed Projects” for the purposes specified therein on forms to be approved by the Community Development Attorney; and (f) To execute agreements with eligible developers approved for assistance under the City’s New Construction HOME eligible activity in a form to be approved by the Community Development’s Attorney. Page 10 of 31 Passaic City Council March 23, 2021 Minutes MEETING WAS CONDUCTED AS A ZOOM LIVE STREAM VIA FACEBOOK CITY OF PASSAIC RESOLUTION # 21-03-070 RESOLUTION AUTHORIZING A CHANGE ORDER TO A CONTRACT WITH A1 CONSTRUCTION FOR WINDOW & SKYLIGHT RESTORATION EASTSIDE FIREHOUSE CITY OF PASSAIC WHEREAS, on November 7, 2019, the City Council of the City of Passaic adopted Resolution #19-11-330 (attached) approving a contract with A1 Construction in the amount of $377,265.00 for Window & Skylight Restoration Eastside Firehouse; and WHEREAS, a change order is necessary for the removal and replacement of additional windows in the amount of $14,000.00 resulting in a revised contract amount of $391,265.00. NOW THEREFORE BE IT RESOLVED by the City Council of the City of Passaic that the change order to the contract between the City of Passaic and A1 Construction is ratified and accepted, adjusting the contract to the revised total amount of $ 391,265.00. Page 12 of 31 Passaic City Council March 23, 2021 Minutes MEETING WAS CONDUCTED AS A ZOOM LIVE STREAM VIA FACEBOOK CITY OF PASSAIC RESOLUTION # 21-03-072 RESOLUTION AUTHORIZING THE EXTENSION OF CURRENT CLEANING SUPPLIES CONTRACT FOR THE CITY OF PASSAIC WHEREAS, the City of Passaic wishes to purchase Cleaning Supplies offered under the Educational Services Commission of New Jersey Cooperative #ESCNJ 17/18-47 from Spruce Industries of Rahway, NJ; and WHEREAS, said contract has been extended through January 21, 2022; and WHEREAS, N.J.S.A.40A:11-2 authorizes the purchase of any materials, supplies or equipment under Cooperative Purchasing entered on behalf of the State by the Division of Purchase and Property in the Department of the Treasury without the necessity for public bidding; and WHEREAS, it is the recommendation of Doris Dudek, Director of Purchasing, that the contract for Cleaning Supplies be awarded to Spruce Industries from January 1, 2021 through January 22, 2022 in an amount not to exceed $ 55,000.00. CITY OF PASSAIC RESOLUTION # 21-03-073 RESOLUTION EXPANDING THE BOUNDARY OF THE NEIGHBORHOOD PRESERVATION PROGRAM DISTRICT IN THE CITY OF PASSAIC WHEREAS, the City of Passaic is the recipient of a Neighborhood Preservation Program (NPP) grant from the NJ Department of Community Affairs; and WHEREAS, the grant application, awarded in 2019, identified a set boundary of the Central Business District and WHEREAS, the State is allowing a minor expansion of the district to areas contiguous to the existing district boundaries; and WHEREAS, after receiving input from area businesses and in consultation with the Sate an expanded area boundary has been developed; (see attached). NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Passaic that subject to the consent of the NJ Department of Community Affairs the boundaries of the NPP district are amended pursuant to the attached map. BE IT FURTHER RESOLVED that the Mayor and City Clerk are authorized to execute a contract for the above on a form prepared by the City Attorney. Page 14 of 31 Passaic City Council March 23, 2021 Minutes MEETING WAS CONDUCTED AS A ZOOM LIVE STREAM VIA FACEBOOK CITY OF PASSAIC RESOLUTION # 21-03-074 RESOLUTION AUTHORIZING AN INTERLOCAL AGREEMENT BETWEEN THE CITY OF PASSAIC AND THE PASSAIC ENTERPRISE ZONE DEVELOPMENT CORPORATION FOR NPP YEAR 1 GRANT MANAGEMENT SERVICES WHEREAS, the City of Passaic has received certain funding from the State of New Jersey, Department of Community Affairs, Neighborhood Preservation Program (“NPP”); and WHEREAS, there are certain deadlines imposed on the City regarding the timing of expending the grant funds; and WHEREAS, the Passaic Enterprise Zone Development Corporation (“PEZDC”) has pursued various projects to assist businesses within its UEZ zone in the City of Passaic, with goals of retaining and expanding business activity, increasing employment and expanding the local tax base; and WHEREAS, the City would benefit from the participation of the PEZDC to serve as a sub-grantee that shall provide grant management services for the NPP Year 1 Grant; and WHEREAS, the PEZDC has served as a sub-grantee for Phase 2 of the COVID-19 Relief and Recovery 2020 Small Business Grant Program, funded by the NPP in an effective manner; and WHEREAS, the NPP has agreed that the PEZDC may serve as a sub-grantee for the NPP Year 1 Grant and that such would be in the best interest of the City and NPP; and WHEREAS, the Board of Trustees of the PEZDC shall adopt a Resolution for the PEZDC to serve as a sub-grantee for NPP Year 1 Grant at its March 23, 2021 meeting; and WHEREAS, the parties have set forth their intentions within the attached Interlocal Agreement and mutually agree to the terms therein.
