MAYOR’S UPDATE Mayor Hector C. Lora updated the council and residents on the following: • COVID statistics from March 2020 to date: 8494 tested positive for Covid-19; of those there were 309 deaths. • Two ceremonies recognized those who have died, one at the Howe Avenue fire house and one at City Hall. • Covid vaccine initiatives continues at walk-in locations as well as in partnership with North Hudson community action corp. Locations are St Mary’s general hospital, Wednesdays from 9am-2pm, 390 Paulison Ave, Wednesdays from 9am-2pm, indoor facility Thursdays 9am-2pm, and on Saturdays. • Food distribution will continue on Wednesdays at 2pm at City Hall and Thursdays at 2:30 pm at 122 8th Street distribution center until end of June. • Governor Murphy has lifted some restrictions including state of emergency executive order, but executive order banning evictions remain in effect. • Passaic has moratorium on rent increases until August. • On Saturday, June 12, first ever Father’s Day event from 10-2, where Passaic fathers can receive new designer clothing item donated for this initiative in partnership with Secaucus mayor Donelli. Call city hall if you are unable to attend on Saturday. • Dominican Council General for Dominican community to process paperwork and legal documentation resources related to dual U.S.-Dominican republic citizenship on Saturday, June 12 from 9am-4pm at the indoor facility. • Mi Casa Puebla continues to provide vaccination at third street location for community. • First EKG technician graduation from CDBG grants. • The 2nd annual senior citizen casino trip to Atlantic city. Casino staff expressed gratitude because Passaic is the first to host an event in Atlantic City post pandemic, enabling staff to return to work after a year. • Cinco de Mayo event with Mexico council general happened with Zaragoza statue donated by Puebla, Mexico. • Passaic youth council participates in a community cleanup event during June and July in various parts of the city. • Junior police academy begins in July. • City is seeking muralists to create art throughout Passaic. • Passaic welcomed Sandra Montañez as new superintendent of schools. The Council opens every public meeting for comments of the public. However, in accordance with N.J.S.A. 10:4-12 “nothing in this Act shall be construed to limit the discretion of a public body to permit, prohibit or regulate the active participation at any meeting,” Therefore, the City Council will not entertain any comments from persons who communicate obscene material, make statements which are considered bias intimidation in which any person attempts to intimidate any individual or group because of race, color, religion, handicap, sexual orientation or ethnicity or makes personally offensive or abusive, defamatory or profane comments, comments intending to harass or speak any offensive or abusive language. The person who makes these statements will relinquish their allotted five minutes for public discussion. CITY OF PASSAIC RESOLUTION #21-06-135 RESOLUTION AUTHORIZING A CONTRACT WITH SAL ELECTRIC FOR ELECTRICAL SERVICES TIME & MATERIAL Page 12 of 29 Passaic City Council June 10, 2021 Minutes PUBLIC MEETING OF THE CITY COUNCIL OF THE CITY OF PASSAIC WAS CONDUCTED AS A LIVE STREAM VIA FACEBOOK WHEREAS, the City of Passaic wishes to enter into a contract with Sal Electric of Jersey City, NJ for Electrical Services Time & Material offered under the Bergen County Cooperative Contract #19-21; and WHEREAS, N.J.S.A. 40A:11-11 authorizes the purchase of any materials, supplies or equipment under Cooperative Pricing System entered on behalf of the City and Property in the Department of the Treasury without the necessity for public bidding; and WHEREAS, it is the recommendation of Doris Dudek, the Director of Purchasing that the contract for Electrical Services Time and Material offered under Bergen County Cooperative Contract #19-21 be awarded to Sal Electric as follows: Standard Hourly Rates Premium Hourly Rates Journeyman $ 91.76/hr. Journeyman $137.64/hr. Foreman $107.37/hr. Foreman $161.05/hr. WHEREAS, the contract is for a one (1) year period from May 15, 2021 to May 14, 2022 in an amount not to exceed $65,000.00. NOW THEREFORE BE IT RESOLVED by the City Council of the City of Passaic that a contract be awarded to Sal Electric of Jersey City, NJ in the amount not to exceed $65,000.00. BE IT FURTHER RESOLVED that the Mayor and City Clerk are authorized to execute a contract for the above on a form approved by City Attorney. CERTIFICATION OF FUNDS Funds for the above are available in Building and Grounds Contractual Account #1-01-26-310-000-029. Funds for the subsequent budget year is available, providing that the budget is approved by the governing body. CITY OF PASSAIC RESOLUTION NO. 21-06-142 RESOLUTION AUTHORIZING THE CITY OF PASSAIC TO ACCEPT THE TRANSFER OF AN EXCESS RIGHT-OF-WAY OWNED BY THE COUNTY OF PASSAIC BETWEEN LOT 26 AND LOT 28 IN BLOCK 1136 IN THE CITY OF PASSAIC WHEREAS, after the reconfiguration of Route 21 and the associated ramps by the New Jersey Department of Transportation (“NJDOT”), a section of NJDOT property along River Drive in the City of Passaic was transferred to the County of Passaic by way of a Quit Claim Deed; and WHEREAS, the County of Passaic (“County”) now owns an excess Right-of-Way along River Drive (County Roadway) between the Route 21 overpass bridge and the River Drive/Main Page 21 of 29 Passaic City Council June 10, 2021 Minutes PUBLIC MEETING OF THE CITY COUNCIL OF THE CITY OF PASSAIC WAS CONDUCTED AS A LIVE STREAM VIA FACEBOOK Avenue/Gregory Avenue intersection in the City of Passaic (“City”) consisting of 8,182 square feet (0.188) acres between Lot 26 and Lot 28 in Block 1136 (“subject property”), more particularly defined in the Tax Maps and metes and bounds description attached hereto; and WHEREAS, Local Land Use Law, specifically N.J.S.A. 40A:12-13.3, states that notwithstanding any provisions of law to the contrary, when any governing body of a county determines that all or any part of a tract of land, with or without improvements, owned by the county is not then needed for county purposes, it may, by resolution or ordinance, as appropriate, authorize a private sale and conveyance of the same, or any part thereof, to a municipality in the county without compliance with any other law governing disposal of lands by counties, for a consideration which may be nominal, and containing a limitation that such lands or buildings shall be used only for public purposes of such municipality, and that if said lands or buildings are not used in accordance with said limitation, title thereto shall revert to the county without any entry or reentry made thereon on behalf of such county; and WHEREAS, should the City be transferred the subject property from the County, the property would then be transferred by the City to an adjacent property owner for use in a redevelopment project the owner is contemplating; and WHEREAS, under these circumstances, the County Commissioner (formerly “Freeholder”) Committee for Public Works and Buildings and Grounds at its May 1, 2019 meeting reviewed the matter and recommended that the County indicate its willingness to transfer this excess Right-of-Way to the City; and WHEREAS, on May 28, 2019, the Board of County Commissioners (formerly “Board of Chosen Freeholders”) adopted Resolution #R20190482 to effectuate this transfer of the subject property to the City; and WHEREAS, the County shall be compensated a nominal amount from the City for the transfer of the subject property.
