MAYOR’S UPDATE Mayor Hector C. Lora updated the council and residents on the following: • He congratulated the Certified Angels Group in the Passaic for an extremely successful coat drive in partnership with the City of Passaic, Passaic Fire Department, Police Department, Agave, the EAP, Medwright SQ Lounge, Corandino and Papa. Passaic City Council December 7, 2021 Minutes PUBLIC MEETING OF THE CITY COUNCIL OF THE CITY OF PASSAIC WAS CONDUCTED AS A LIVE STREAM VIA FACEBOOK • The hundred steps are completed. The rubberized surface was poured, and the exercise equipment is set up. The city secured funding from the Passaic County Board of Commissioners to create LaTona Griffith Park, named to honor two of Passaic firefighters who lost their lives. • He congratulated the UPRC on the successful gala they held to raise money for scholarships for children in the city. • Food distribution for families continues on Wednesdays at 330 Passaic Street City Hall from 2:30 PM until supplies run out. • This year the third annual home decorating contest was announced, already with houses ready to be judged. Judging will take place live and signs will be posted in front of the winners’ homes. • This year Passaic added storefront holiday window contest with the winners receiving a temporary three- month business parking permit as their prize rather than a monetary prize. • Jefferson lot has been paved and provides overnight parking permitted spaces for area residents. Passaic addressed residents’ concern of commercial vehicles and trucks taking up the spaces and causing damage to the fences and property by adding zoning signs. • Passaic will have free holiday parking every day from December 13 until January 7 to encourage our small businesses. • Passaic will celebrate the New Year at 663 Main Avenue with a pinata drop, live band and food trucks. Information is available on the city’s website. • The Adopt Our Seniors For The Holiday program continues up to December 13th. anyone interested in participating in adopting a senior can contact Francine Odoitsu at our senior program at 973-365- 5754. Anyone can adopt a senior and provide a gift, a special card, or something that lets them know that they are special here in our city. Other special needs programs also continue throughout the city. • This year, Passaic added over six million dollars of assessed value, surpassing expectations and projections. • Vaccines are available every Wednesday. No appointment is needed. If rationing is needed, the city will advertise it and specifically prioritize seniors, those with pre-existing health conditions. His family recently made a large donation to the Boys and Girls Club on Giving Tuesday Giving Tuesday. Mayor Lora read the following proclamation into the record. CITY OF PASSAIC GIVING TUESDAY 2021 JOSEPH ZOOM PROCLAMATION WHEREAS the City of Passaic is home to numerous non- profit organizations that serve the residents of our community and WHEREAS in 2012 an international effort named Giving Tuesday was initiated to encourage contributions to support non-profit organizations and WHEREAS in 2020 over $2 billion dollars was donated or was donated to very charities worldwide on Giving Tuesday and WHEREAS on Giving Tuesday 2021 the City of Passage is welcoming home one of its proud sons Joseph Ziomek who resided on Jefferson Street was a parishioner at Saint Joseph's Church a student at Saint Joseph's School in the 60s and graduated Pope Pius High School 64 and WHEREAS Joseph from an early age was a member at the Passaic Boys Club being honored as Boy of the Year in 1958 and worked as a teenager at their summer camp Camp Okawasi and WHEREAS his uncle Alexander J Piño served as director of the Passaic Boys in the Boys Club and led the effort to build the Passaic Clubhouse on Hudson Street in 1970 and Page 3 of 37 Passaic City Council December 7, 2021 Minutes PUBLIC MEETING OF THE CITY COUNCIL OF THE CITY OF PASSAIC WAS CONDUCTED AS A LIVE STREAM VIA FACEBOOK WHEREAS Joseph Ziomek has chosen Giving Tuesday for his return to the City of Passaic to visit the Boys and Girls Club where he has made a significant show of support. NOW THEREFORE BE IT RESOLVED that I, Mayor Hector C Lora along with our city council declared Tuesday November 30th, 2021 Giving Tuesday in the City of Passaic and encourage residents to mark this occasion by supporting non-profit organizations of their choice in the city and BE IT FURTHER RESOLVED that the city of Passaic extends a warm welcome home to Joseph Ziomek on his Giving Tuesday visit to the Hudson Street Clubhouse of the Boys and Girl Club. This has been sealed and recorded in the city of Passaic and affixed the seventh day of December in the year 2021 Mayor Lora noted that assemblyman Gary Schaer on his Facebook page shared a meaningful message acknowledging 80 years ago our nation was shaken by the attacks that occurred at Pearl Harbor and on that infamous day it cost the lives of 2403 Americans and propelled the United States into global conflict. Today we honor those who were lost and all who fought to expand freedom across the globe. Council President Schaer asked for a moment of silence for those men and women who passed away as a result of Pearl Harbor Day. HEARING OF CITIZENS Council President Schaer opened the public portion of the Meeting with the following statement for the record: In Accordance with the Open Public Meetings Act (N.J.S.A. 10:4-1 et seq.). The Council opens every public meeting for comments of the public. The person who makes these statements will relinquish their allotted five minutes for public discussion. Dr Alice Einhorn, 285 Aycrigg Avenue • She said that she like the mayor new look. • She thanked the city for putting up the lighted stop sign on the corner of Mead and Aycrigg because it's a very dangerous corner. She believes that the real danger is for the people coming down the hill on Aycrigg and she would like to see four-way stop at Aycrigg and Mead. CITY OF PASSAIC RESOLUTION NO. 21-11-322 RESOLUTION AUTHORIZING THE CITY OF PASSAIC TO APPLY AND ACCEPT AN AWARD FROM THE NEW JERSEY DEPARTMENT OF LAW AND PUBLIC SAFETY, OFFICE OF THE ATTORNEY GENERAL OFFICE, FOR THE SAFE AND SECURE COMMUNITIES GRANT PROGRAM FY2022 WHEREAS, the City of Passaic Police Department wishes to submit and subsequently accept an application to the State of New Jersey, Department of Law and Public Safety, in the amount of $48,600.00 under the Safe and Secure Communities Grant Program, Grant No. 22-1607, with match- fringe benefits for a total project cost of $453,053.93 and Page 12 of 37 Passaic City Council December 7, 2021 Minutes PUBLIC MEETING OF THE CITY COUNCIL OF THE CITY OF PASSAIC WAS CONDUCTED AS A LIVE STREAM VIA FACEBOOK WHEREAS, through the Program, the New Jersey Department of Law and Public Safety supports municipal police departments in their efforts to add law enforcement personnel based on the needs of the community; and WHEREAS, in order to maintain eligible status, the City of Passaic must pay all fringe benefit costs associated with personnel hired, as well as costs in excess of the grant application, and agree that it will not reduce its baseline regular complement of police offices and other law enforcement personnel (as of December 31, 1993, or as reported in the 1993 UCR); and WHEREAS, the allocation of funding is formular based for the Subaward Period of January 22, 2022 to January 21, 2023; and WHEREAS, the City of Passaic Police Department wishes to apply for and accept the maximum grant award being allotted through this Program. NOW THEREFORE BE IT RESOLVED, by the City Council for the City of Passaic that the City of Passaic Police Department is hereby authorized to submit an application to the New Jersey Department of Law and Public Safety, Safe and Secure Communities Grant Program subject to the terms and conditions set forth in the grant guidance attached hereto and thereafter accept all awarded funds; and BE IT FURTHER RESOLVED, that the Mayor, City Clerk, and Police Department are hereby authorized and directed to execute any and all documents and/or undertake any and all such actions necessary to effectuate the purpose of this Resolution. NOW THEREFORE BE IT RESOLVED by the City Council of the City of Passaic that the contract be awarded to Mall Chevrolet of Cherry Hill, NJ in the amount of $ 27,398.05. BE IT FURTHER RESOLVED that the Mayor and City Clerk are authorized to execute a contract for the above on a form approved by City Attorney CERTIFICATION OF FUNDS Funds for the above are available in Account #1-01- 28-370-000-051. Section 3 The zoning standards set forth in the Redevelopment Plan for 295 Oak Street, 291-293 Oak Street and 199 Grove Street Area in Need of Rehabilitation shall supersede and replace all underlying zoning standards in accordance with N.J.S.A. 40A:12A-7c, rather than serving as overlay zoning for the said Area. Section 4 The City of Passaic Zoning Map is hereby amended to include the new Redevelopment Plan for 295 Oak Street, 291-293 Oak Street and 199 Grove Street Area in Need of Rehabilitation, Block 2172.01 Lots 68, 71 and 74 in accordance with N.J.S.A. 40A:12A-7c. Section 5 All ordinances or portions thereof inconsistent with this Ordinance are repealed to the extent of such inconsistency. Section 6 If any portion of this Ordinance is declared to be invalid by a court of competent jurisdiction, it shall not affect the remaining portions of this Ordinance which shall remain in full force and effect.
