MAYOR’S UPDATE Mayor Hector C. Lora updated the council and residents on the following:  COVID statistics from March 2020 to date:  9,307 tested positive for Covid-19; of those there were 309 deaths; no deaths since June 2021.  Covid and flu clinics will take place  New recruits have been sent to the police academy.  Passaic had 6 graduates from phlebotomy course. Passaic City Council November 23, 2021 Minutes PUBLIC MEETING OF THE CITY COUNCIL OF THE CITY OF PASSAIC WAS CONDUCTED AS A LIVE STREAM VIA FACEBOOK  Thanks Passaic valley sewage commission for their donation of $600 of shop rite cards for needy families  Passaic over 500 turkeys to needy families  Over 130 COVID vaccinated seniors went to see the Rockettes through a CDBG block grant.  On November 27 Small Business Saturdays begins in the Passaic commercial district when there will be no meters  The community menorah lighting will take place at city hall on Sunday, November 28 at 5:30 pm.  Xmas trees have been lit and holiday decorations have gone up throughout the city  On December 4, in conjunction with Passaic County Cares program and Passaic Commissions, Covid vaccine and flu clinic will take place from 3-7pm at 390 Paulison Ave.  Passaic Holiday toy drive will accept toys until December 10 for children ages 2-15.  Through the Silver senior holiday card program, residents can adopt a senior to send holiday cards.  For the 3rd annual holiday decorating contest, homes get judged on December 11-12.  New funding grants have been granted to continue to improve Passaic infrastructure. The Council opens every public meeting for comments of the public. However, in accordance with N.J.S.A. 10:4-12 “nothing in this Act shall be construed to limit the discretion of a public body to permit, prohibit or regulate the active participation at any meeting,” Therefore, the City Council will not entertain any comments from persons who communicate obscene material, make statements which are considered bias intimidation in which any person attempts to intimidate any individual or group because of race, color, religion, handicap, sexual orientation, or ethnicity or makes personally offensive or abusive, defamatory or profane comments, comments intending to harass or speak any offensive or abusive language. The person who makes these statements will relinquish their allotted five minutes for public discussion. Aryeh Mack, 187 Howard Ave  He wishes the mayor a happy birthday.  He wished the city clerk a speedy recovery.  Main Ave does not have the menorah lit yet.  He requested electric charging station in Passaic  Tennyson, Benson and Brook Avenue have unlit lamp poles.  Aycrigg Ave stop sign should be pointed toward Pennington. Page 10 of 33 Passaic City Council November 23, 2021 Minutes PUBLIC MEETING OF THE CITY COUNCIL OF THE CITY OF PASSAIC WAS CONDUCTED AS A LIVE STREAM VIA FACEBOOK CITY OF PASSAIC RESOLUTION NO. 21-11-302 RESOLUTION AWARDING CONTRACT FOR EMERGENCY SANITARY SEWER REPAIR WESTSIDE FIREHOUSE PASSAIC, NEW JERSEY WHEREAS, on September 17, 2021, there was a sanitary sewer collapse at the Westside Firehouse, Paulison Avenue, NJ; and WHEREAS, it was the determination of the City Engineer, Joseph Golden, that this sanitary sewer collapse posed a serious potential for a health and safety hazard; and WHEREAS, emergency purchases and contracts may be negotiated and awarded without public advertising for bids pursuant to N.J.S.A. 40A:11-6; and WHEREAS, Delgado Brothers Plumbing & Heating of Passaic, NJ was contracted to replace the existing sewer lateral with new trench-less technology with 47’ of linear pipe from kitchen entrance to sidewalk; and WHEREAS, the cost of this repair was $21,150.00. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Passaic that Ken Pincus, Health Officer, is hereby authorized and directed to make an application to the NJ Department of Health & Senior Services renewing the Special Supplemental Nutrition Program Women, Infants and Children grant for FFY 2022; and BE IT FURTHER RESOLVED that the Mayor, City Clerk and Health Department are hereby authorized and directed to execute any documents and/or undertake any and all such actions necessary to effectuate the purpose of this Resolution.
