Lora updated the council and residents on the following: • COVID statistics from March 2020 to date: • 13,914 tested positive for Covid-19; of those there were 309 deaths; no deaths since June 2021. • Passaic residents vaccinated: • 12 years and over: 94% Passaic City Council February 8, 2022 Minutes PUBLIC MEETING OF THE CITY COUNCIL OF THE CITY OF PASSAIC WAS CONDUCTED AS A LIVE STREAM VIA FACEBOOK • 18 and over: 95% • 65 and over: 100% • Free Covid testing and vaccines are available on Wednesdays and Thursdays at the WIC building and at School #11 on Paulison Avenue. Additional testing from 8am-8pm at the mobile unit on 390 Passaic Ave. • Passaic’s 5th annual Superbowl party for the homeless will take place at dignity house, 276 Broadway on Sunday, February 13th. • Volunteers will provide wraparound services, e.g., showers, haircuts at resource center for those in need. • Passaic was incorporated on April 2, 1873. With the 150th anniversary approaching, a committee was organized to plan celebrations. • February is heart month and blood donation month. The city will host a blood donation drive on February 17th from 11am-5pm at Dignity House, 276 Broadway. MINUTES Council Meeting Minutes for January 13, 2022 were submitted for approval. The person who makes these statements will relinquish their allotted five minutes for public discussion. Aryeh Mack, 187 Howard Ave • There has been a rise in anti-Semitism and against other religions and nationalities. He would like to see increased police patrols in affected communities. CITY OF PASSAIC RESOLUTION NO. 22-02-038 RESOLUTION AUTHORIZING THE REALLOCATION OF COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) 2020 FUNDING WHEREAS, the City of Passaic, designated as an Entitlement City, receives funding annually from the Department of Housing and Urban Development (HUD) via the Community Development Block Grant (CDBG) and Home Investment Partnership Program (HOME) funding sources and, Page 11 of 26  Passaic City Council February 8, 2022 Minutes PUBLIC MEETING OF THE CITY COUNCIL OF THE CITY OF PASSAIC WAS CONDUCTED AS A LIVE STREAM VIA FACEBOOK WHEREAS, these funds are awarded to conduct/administer allowable activities based on specific rules and regulations governing each funding source and, WHEREAS, during our 2020 Fiscal Year, monetary awards were approved and offered to two local sub-recipients. One sub-recipient forwarded a letter indicating their inability to move forward with their project at this time (see attached); relinquishing the funds. The other sub- recipient never came in to sign off on their contract and we have been unable to reach them after myriad attempts. Page 12 of 26 Passaic City Council February 8, 2022 Minutes PUBLIC MEETING OF THE CITY COUNCIL OF THE CITY OF PASSAIC WAS CONDUCTED AS A LIVE STREAM VIA FACEBOOK CITY OF PASSAIC RESOLUTION NO. 22-02-039 RESOLUTION AUTHORIZING THE ACCEPTANCE OF FUNDING FOR THE LOCAL STATION HOUSE ADJUSTMENT PROGRAM 2022 WHEREAS, the Passaic County Department of Human Services has recommended that the City of Passaic Police Department (“City”) receive funding for the Local Station House Adjustment Program (“Program”) for the period of January 1, 2022 through December 31, 2022; and WHEREAS, the City shall provide the Program to the prioritized towns listed and described in the Program Profile subject to the terms and conditions therein; and WHEREAS, the City has been notified that the total allocation of funds being awarded to use for the Local Station House Adjustment Program is potentially a maximum of $39,801.00; and WHEREAS, the actual award is subject to funding availability; and WHEREAS, the actual award shall be made by Resolution of the Passaic County Board of County Commissioners. CITY OF PASSAIC RESOLUTION NO. 22-02-041 RESOLUTION AUTHORIZING SHARED SERVICES AGREEMENT BETWEEN THE CITY OF PASSAIC AND THE CITY OF PATERSON AND THE CITY OF CLIFTON FOR 2021 BYRNE JUSTICE ASSISTANCE GRANT (JAG) PROGRAM AWARD WHEREAS, the City of Passaic wishes to enter into a Shared Services Agreement for the 2021 Byrne Justice Assistance Grant (JAG) Program Award (“Agreement”) with the City of Paterson and the City of Clifton (collectively the “parties”); and WHEREAS, the parties seek to enter this Agreement pursuant to N.J.S.A. 40A:65-1 et. seq.; and WHEREAS, the parties were chosen by the United States Department of Justice, Office of Justice Programs, Bureau of Justice Assistance, as disparate jurisdictions under the 2021 Edward Byrne Memorial Justice Assistance Grant (JAG) Program; and WHEREAS, pursuant to this Agreement, the City of Passaic shall serve as the lead applicant on behalf of itself and the City of Paterson and City of Clifton and shall disburse all appropriate received grant funds in accordance with the Agreement; and Page 15 of 26 Passaic City Council February 8, 2022 Minutes PUBLIC MEETING OF THE CITY COUNCIL OF THE CITY OF PASSAIC WAS CONDUCTED AS A LIVE STREAM VIA FACEBOOK WHEREAS, the parties have set forth their intentions within the Agreement attached hereto and mutually agree to be subject to the terms and conditions therein. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Passaic that the City of Passaic is hereby authorized to enter into the attached Shared Services Agreement with the City of Paterson and City of Clifton subject to the terms and conditions thereof; and BE IT FURTHER RESOLVED that the Mayor and City Clerk are hereby authorized to execute the Shared Services Agreement attached hereto; and BE IT FURTHER RESOLVED that a copy of this Resolution and a copy of the executed Shared Services Agreement shall be forwarded to the City of Paterson and City of Clifton. CITY OF PASSAIC RESOLUTION NO. 22-02-042 RESOLUTION AUTHORIZING AN AMENDMENT TO A CONTRACT WITH COPPA MONTALBANO ARCHITECTS FOR DESIGN AND CONSTRUCTION SERVICES FOR BATHROOMS AND GENERAL BUILDING RENOVATIONS PUBLIC WORKS – 870 MAIN AVENUE WHEREAS, on December 6, 2018, the City Council of the City of Passaic adopted Resolution #18-12-381 (attached) approving a contract with Coppa Montalbano of Totowa, NJ for the Design and Construction Inspection Services for Bathrooms and General Building Renovations – 870 Main Avenue in the amount of $ 17,400.00; and WHEREAS, on September 10, 2019, the City Council approved Resolution #19-09-250 amending the contract for Analysis of a Design/Construction Services for the Garage Feasibility Study and Schematic Design Study which was not Page 16 of 26 Passaic City Council February 8, 2022 Minutes PUBLIC MEETING OF THE CITY COUNCIL OF THE CITY OF PASSAIC WAS CONDUCTED AS A LIVE STREAM VIA FACEBOOK included in the original scope of work for an additional $ 3,500.00 increasing the contract to $ 20,900.00. WHEREAS, on July 13, 2020, additional services are needed for the preparation of the Construction Documents, Bid Documents, and Construction Administration for the approved design of the Public Works Renovations inclusive of upgrading the garage bringing it up to code compliant standards as requested by the City for an additional $ 56,300.00 revising the total contract to $ 77,200.00. WHEREAS, on December 21, 2021, additional services are needed for the preparation of the design for the procurement of furniture for the new office space increasing the contract by an additional $2,900.00 revising the total contract to $ 80,100.00 NOW THEREFORE BE IT RESOLVED that the contract between the City of Passaic and Coppa Montalbano be amended for an additional $ 2,900.00 revising the total contract to $ 80,100.00.
