Lora followed by the Pledge of Allegiance. Passaic City Council Minutes: September 7, 2023 Approved: PUBLIC MEETING OF THE CITY COUNCIL OF THE CITY OF PASSAIC MAYOR’S UPDATE • National Night Out was celebrated throughout the month of August. The mayor thanked the first responders who helped with the event. • NJDMV mobile agency on wheels provided services to the public at City Hall • The city of Passaic honored Tom Saba with an official designation at Third Ward Park. • The Car Show was brought back in collaboration with Will Smith and the recreation department. • The Third Family Festival is being hosted today at Third Ward Memorial Park. • Passaic Fire Youth Academy was featured in the news. • Next year, the mayor is working on having a week for children with special needs. • Grand opening for the First National Guard Office in the City of Passaic on Howe Avenue. • The City of Passaic hosted a bookbag and school supplies giveaway. The Housing Authority in collaboration with various organizations, was able to provide city youth with a bookbag giveaway. • Family Camp Out was hosted in Speer Village. The next will take place on 6th street in Pulaski Park later in the month. • Concert in the Park was held on September 10, 2023 at Third Ward Park. • County Hazardous Waste Collection where citizens can walk/drive up to dispose of hazardous waste. • First international overdose prevention day, National Abuse Drug Proclamation • 911 Ceremony at the City Hall courtyard will be held on September 11, 2023 at 9:11 a.m. • Breast Cancer Awareness walk will be held in Passaic. • Benson tennis courts will be completed next week. • New maple trees were planted in the City of Passaic • The City of Passaic was awarded an additional fifteen million dollars for the improvement of bus terminals. • Passaic was awarded the Governors Prize for Dignity House which will be given on September 29 in Atlantic City. • Prayers go out to Councilwoman Melo whose son was taken to the hospital. The Council opens every public meeting for comments of the public. However, in accordance with N.J.S.A. 10:4-12 “nothing in this Act shall be construed to limit the discretion of a public body to permit, prohibit or regulate the active participation at any meeting,” Therefore, the City Council will not entertain any comments from persons who communicate obscene material, make statements which are considered bias intimidation in which any person attempts to intimidate any individual or group because of race, color, religion, handicap, sexual orientation, or ethnicity or makes personally offensive or abusive, defamatory or profane comments, comments intending to harass or speak any offensive or abusive language. The person who makes these statements will relinquish their allotted five minutes for public discussion. Yosef Wolf • Re Ordinance #52, he was unable to find backup documentation online. Why is the property being sold, what is happening with the property? • Item #5 – they are getting a flat fee – while residents are paying more taxes than the redevelopment. Joe Conoscenti • There is a problem with illegal food carts selling food around the school areas. • Question for UEZ Director – are the portable signs in front of the business legal and is permit required? • At Irving Place off Broadway, there is no parking on one side of the street; now some people are parking on the sidewalk. • At 147-149 Broadway, there are growth of high weeds. • To the Executive of Parking Authority – Meters time are not synchronized with the parking app. • At Christopher Columbus Park, do the teams playing have permits? Aryeh Mack • He requested more police enforcement in Third Ward area during the Jewish holiday season. • What is status of the Van Houten Avenue investigation? John Willis • Electricity was cut off at Bragg Park, and he requested it to be turned back on. Mr. Conbat • How is the city combating crime and poverty in Passaic? Shante Sapp • Students at NJIT want to allocate time to agriculture; requesting help to provide resources, i.e., soil, tools, and gloves. • Passaic needs to start a recycling program, i.e, composting and recycling plastics. Scott Martin • He believes that older citizens being afraid to visit Bragg Park is incorrect. All towing contractors shall adhere strictly to the provisions, rules, regulations, fees, and procedures set forth in Ordinance No. 2392-23. Any breach or violation of this ordinance by the contractors may result in the termination of their contract with the City. 4. This resolution shall take effect immediately upon its adoption. The City Council hereby approves the attached Maintenance Agreement between the City and the County concerning the Project near 380 Pennington Avenue. 2. CITY OF PASSAIC WHEREAS, Hamilton Property LLC is the owner and/or taxpayer of real property located at 124 Jefferson Street in the City of Passaic and identified as Block 4088, Lot 19, on the official Tax Map of the City of Passaic; and WHEREAS, taxpayer has filed property tax appeals against the City of Passaic for tax years 2019, 2020, 2021, 2022 and 2023 in a matter entitled Hamilton Property LLC v. City of Passaic, which is presently pending in the Tax Court of New Jersey; and WHEREAS, the total estimated refund/tax credit for the proposed settlement offer is $64,866.44; and WHEREAS, it has been determined that the proposed settlement offer is in the best interest of the City of Passaic; and WHEREAS, the City of Passaic wishes to accept the proposed settlement offer of Counsel for the taxpayer. CITY OF PASSAIC RESOLUTION NO. 23-09-263 RESOLUTION AUTHORIZING A SHARED SERVICES AGREEMENT BY AND BETWEEN THE CITY OF PASSAIC AND THE COUNTY OF PASSAIC FOR THE REPLACEMENT OF PASSAIC AVENUE CULVERT NO. 1600-092 OVER MACDONALD BROOK WHEREAS, pursuant to the New Jersey Uniform Shared Services and Consolidation Act, N.J.S.A. 40A:65-1 et seq.
