The Council opens every public meeting for comments of the public. However, in accordance with N.J.S.A. 10:4-12 “nothing in this Act shall be construed to limit the discretion of a public body to permit, prohibit or regulate the active participation at any meeting,” Therefore, the City Council will not entertain any comments from persons who communicate obscene material, make statements which are considered bias intimidation in which any person attempts to intimidate any individual or group because of race, color, religion, handicap, sexual orientation, or ethnicity or makes personally offensive or abusive, defamatory or profane comments, comments intending to harass or speak any offensive or abusive language. Box 293, Lodi, New Jersey 07644 (“McDaniel”), for furnishing and providing amusements, concessions and rides for a carnival or fair (“Agreement”); and WHEREAS, McDaniel is in the business of providing amusements, concessions and rides to individuals or organizations for purposes of fundraising or profit; and WHEREAS, the carnival or fair shall be held at Pulaski Park, 4th Street, Passaic, New Jersey 07055 (“fairgrounds”); and WHEREAS, the amusements, concessions and rides shall be furnished by McDaniel upon the fairgrounds for the period of July 3- July 7, 2024, during the hours set forth in the Agreement; and WHEREAS, the City and McDaniel have set forth their intentions within the attached Agreement and mutually agree to the terms therein. CITY OF PASSAIC RESOLUTION NO. 24-03-067 RESOLUTION DESIGNATING BLOCK 4062 LOTS 36 AND 39, WHICH IS LOCATED AT 282-288 HOPE AVENUE AS AN AREA IN NEED OF REHABILITATION WHEREAS, it has been determined by the Planning Board of the City of Passaic that Block #4062 Lots 36 and 39 on the Tax Map of the City of Passaic has met the statutory criteria of an area in need of rehabilitation; and WHEREAS, a preliminary investigation in this matter has been approved by the Planning Board of the City of Passaic; and WHEREAS, the Planning Board of the City of Passaic has recommended the determination of the area in need of rehabilitation to the City Council; and WHEREAS, the Planning Board of the City of Passaic has authorized the rehabilitation plan and its adoption; and WHEREAS, the Planning Board of the City of Passaic has approved and memorialized these determinations and recommendations on February 7, 2024; and WHEREAS, it is the desire of the City Council to accept these determinations and recommendations of the Planning Board of the City of Passaic and commence with all rehabilitation efforts regarding Block #4062 Lots 36 and 39. The delineated area on the City of Passaic Tax Map be and is hereby designated as an "Area In Need of Rehabilitation" pursuant to the Local Redevelopment and Housing Law (N.J.S.A. 40A:12A-14). Section 2. The City Clerk is hereby directed to serve within ten (10) days a copy of this Resolution upon each person who filed a written objection thereto and stated, in or upon the written submission, an address to which notice of determination may be sent. Section 3. This Resolution shall be forwarded for approval to the ommissioner of the Department of Community Affairs for the State of New Jersey before this Resolution shall become effective. Section 4. Page 15 of 22 Passaic City Council Minutes: March 5, 2024 Approved: July 16, 2024 PUBLIC MEETING OF THE CITY COUNCIL OF THE CITY OF PASSAIC CITY OF PASSAIC RESOLUTION NO. 24-03-068 RESOLUTION AUTHORIZING THE CITY OF PASSAIC TO ACCEPT AND IMPLEMENT A GRANT FROM THE NEW JERSEY OFFICE OF INFORMATION TECHNOLOGY FOR PUBLIC SAFETY ANSWERING POINT (PSAP) UPGRADES AND CONSOLIDATIONS WHEREAS, the City of Passaic recognizes the need to upgrade and consolidate its Public Safety Answering Points (PSAPs) to enhance the effectiveness and reliability of its 9-1-1 emergency telecommunication systems; and WHEREAS, the State of New Jersey Office of Information Technology, Office of Emergency Telecommunications Services has awarded the City of Passaic Police Department a grant under the grant number FY24-100-137-017, in the amount of $83,540, for the period of July 1, 2023, through June 30, 2024, to support the upgrades and consolidation of PSAPs; and WHEREAS, the grant agreement details the conditions, requirements, and financial aspects of the grant, including but not limited to, compliance with existing laws, financial management systems, allowable costs, and reporting requirements as outlined in the document received on January 29, 2024; and WHEREAS, the City of Passaic Police Department has outlined a comprehensive plan to utilize the grant funds for the project, including improvements in cybersecurity posture, updating call receiving equipment, software updates, and relocation of dispatch to enhance operational efficiency and security.
