PRESENTATION Proclamations for International Woman’s Day Passaic City Council Minutes: March 19, 2024 Approved: September 5, 2024 PUBLIC MEETING OF THE CITY COUNCIL OF THE CITY OF PASSAIC The City Council meeting began with a warm welcome from the Council President, emphasizing the significance of Women's History Month and the invaluable contributions of women in society. Councilwoman Maritza Colon- Montañez shared a historical overview of Women's History Month, highlighting its origins as a weeklong observance in 1978, later expanded through efforts led by the National Women’s History Project and officially recognized by Congress in 1987. The event honored three exceptional women from the community: 1. Muriel Louise Pireira Hunter – Recognized for her kindness, unwavering community service, and nurturing presence. Mayor Hector C. Lora, alongside the Passaic City Council, officially acknowledged her contributions, describing her as a pillar of support and strength in the community. 2. Asenett "Kathy" Martin – A dedicated civil servant who immigrated from the Dominican Republic to the United States, she has served the City of Passaic for over 25 years, rising from the Department of Public Works to becoming the Confidential Assistant to the Mayor. Her commitment to public service, resilience, and leadership were commended. 3. Nicauri Lora – First Lady of Passaic, a registered nurse (RN) with a BSN from Liberty University, and a dedicated advocate for public health and community service. She co-founded Love Thy Neighbor Initiative of Passaic County and leads the Passaic Civic Organization. Her unwavering support for the mayor and her extensive contributions to healthcare and community welfare were recognized. Expressions of gratitude were extended by the honorees, with acknowledgments to their families, colleagues, and community members. Councilwoman Melo emphasized the teamwork behind the celebration, thanking the City Clerk’s Office, the Administration, and contributions from the Fire Department. HEARING OF CITIZENS Council President Schaer opened the public portion of the Meeting with the following statement for the record: In Accordance with the Open Public Meetings Act (N.J.S.A. 10:4-1 et seq.). The Council opens every public meeting for comments of the public. The person who makes these statements will relinquish their allotted five minutes for public discussion. MAYOR’S UPDATE Expressions of gratitude were extended by the honorees, with acknowledgments to their families, colleagues, and community members. Councilwoman Melo emphasized the teamwork behind the celebration, thanking the City Clerk’s Office, the Administration, and contributions from the Fire Department. Mayor Hector C. Lora began his update by extending condolences to the family of Fred and Yvonne Edwards, who tragically passed in a fire on March 3, 2024. Their funeral was held at Mount Pilgrim Missionary Baptist Church, led by Reverend Sally McDowell. He thanked community members, including Francine Wise and Bragg Funeral Home, for their support, and acknowledged the Edwards' family members, Sharonda and Inez, for their resilience during this difficult time. Mayor Lora then welcomed Adán Domínguez, Mayor of Puebla, Mexico, to Passaic as part of a symbolic sister city initiative, recognizing the city’s strong Mexican heritage. Domínguez toured significant sites, including the General Zaragoza statue, which commemorates the Battle of Puebla (Cinco de Mayo), and visited Mi Casa Puebla, local parks, and commercial districts. The mayor thanked Deputy Mayor Jamie Delgado for his assistance during the visit. The mayor addressed the recent building collapse on President Street, which displaced 70 residents. Code Official Alberto Ventura, OEM leader Walter Portal, and the Red Cross worked alongside city officials to assist the displaced residents, who were temporarily housed at a Dignity House shelter. He emphasized the city's commitment to holding landlords accountable and the ongoing push for affordable housing, recognizing state legislation that mirrors Passaic’s initiatives. Mayor Lora highlighted the upcoming opening of the combined center for the Disabled American Veterans (DAV) and American Legion, led by Deputy Mayor of Veterans Affairs, Minnie Hiller Cousins, as a significant step in providing veteran housing and resources. He acknowledged the 40th anniversary of Ecuadorian Alliance and attended the YB-H dinner with Council President Schaer, which honored the Teacher of the Year, Parents of the Year, and Leaders of the Year. He also praised Lady Madonna of Madonna Funeral Home for her Right Path Scholarship event, which helps students’ access higher education. Discussing city infrastructure, Mayor Lora announced a citywide pothole repair initiative by the Department of Public Works (DPW) and noted the completion of road resurfacing on Pine Street, Gregory Avenue, Garden Street, and Columbia Avenue. He also updated the council on his meetings in Washington, D.C., where he engaged with HUD and DOT officials to secure funding for housing and infrastructure projects. He acknowledged Marcia Fudge’s retirement as HUD Secretary and emphasized the importance of continued federal support for Passaic’s development. Mayor Lora addressed a public request from the Organization of Christian Faith for Families to raise a Christian flag on public property, reaffirming that city policy prohibits religious flags in public spaces to ensure equal treatment for all groups. He clarified that faith-based expressions are welcomed on private property but that public policies must remain consistent. In closing, he confirmed his attendance at White House meetings with cabinet members to advocate for Passaic and discuss grants and resources for the city’s growth. She praised the city's efforts in assisting the victims' family and expressed appreciation for the ongoing work in establishing the Veteran Support Center, which will consolidate services for veterans. She also acknowledged Rick Fernandez for his assistance in navigating the paperwork necessary for the center's opening. Arie Mack • Working at the synagogue on Brook Avenue, he hears a lot of complaints regarding motor bikes and people urinating in front of the synagogue. Diane Turbicio • She thanked the City Council for an outstanding Women's History Month program. She shared her personal experiences growing up in Passaic, highlighting struggles with discrimination as a member of the LGBTQIA+ community. She emphasized the need for increased resources and support groups for LGBTQIA+ residents in the city. She also thanked Mayor Lora for his past support of Passaic Pride and urged the council to further demonstrate inclusivity, noting that cities such as Clifton, Rutherford, Montclair, Newark, and Jersey City have taken proactive steps in support of Pride initiatives. Saad, that this sanitary sewer issue posed a serious potential for a health and safety hazard; and WHEREAS, emergency purchases and contracts may be negotiated and awarded without public advertising for bids pursuant to N.J.S.A. 40A:11-6; and WHEREAS, Delgado Brothers General Contractors of Passaic, NJ was contracted to repair the sanitary sewer; and WHEREAS, the final cost of the repair was $ 44,554.80. NOW THEREFORE BE IT RESOLVED by the City Council of the City of Passaic that payment to Delgado Brothers General Contractors, LLC. of Passaic, NJ be made in the amount of $ 44,554.80. Lora shared updates from his recent meetings in Washington, D.C., where he encountered Congressional and Senate members who spoke highly of Assemblyman Gary Schaer. He mentioned Congresswoman Mikie Sherrill’s advocacy for increased affordable housing for special needs adults, citing New Jersey’s high rate of children born with special needs. He also recognized Commissioner Shaun Witten, a dedicated volunteer serving on city boards, and expressed appreciation for his contributions to the community. Addressing Diana Turbicio’s comments during the Hearing of Citizens, Mayor Lora clarified that while there is a need for greater awareness of available LGBTQIA+ resources, there are existing organizations in the city, including support groups at Passaic High School and various faith-based and independent organizations. He emphasized the city's commitment to fairness and inclusivity, ensuring that all groups receive equal treatment when applying for city resources, such as event permits, equipment, or support. He reiterated that city policies are applied objectively, with no special exceptions—if a rule applies to one group, it applies to all. He praised the City Council’s commitment to democratic principles, ensuring equity and fairness in governance. He concluded by reaffirming that his administration serves all residents of Passaic, regardless of background or beliefs, and remains open to discussion and collaboration to address community needs.
