Council Member Munk joined at 7:16 p.m. Passaic City Council Minutes: June 6, 2024 Approved: September 17, 2024 PUBLIC MEETING OF THE CITY COUNCIL OF THE CITY OF PASSAIC MAYOR’S UPDATE • Mayor congratulated the DAV, American Legion, and VFW on their grand opening on May 25th, which will centralize services for veterans, making it easier for them to access benefits and resources. • Thanked participants of the Memorial Day Parade on May 27th, which proceeded despite weather concerns. • Youth in Government event was held on May 31st, with over 85 students shadowing city officials to learn about government operations. • Zero-tolerance policy for unpermitted street vendors began on June 1st. Within the first week, over 60 vendors inquired about permits, and 10 applied. • Emphasized the health and safety risks of unregulated food vendors and the importance of proper inspections and permits. • The city used Urban Enterprise Zone (UEZ) funds to purchase vermin-resistant garbage bins for businesses to help control rodent issues. • Junior Police Academy for 5th graders runs from July 8th to July 26th, and parents were encouraged to register their children early. • Bicycle Master Plan virtual public meeting scheduled for June 11th, allowing residents to provide feedback on proposed bike routes. • Juneteenth Festival scheduled for June 15th, with fireworks. The City of Passaic was the first in New Jersey to declare Juneteenth a citywide holiday. • City Planning Institute program runs from July 8th to July 19th for students from 6th grade through high school to learn about urban planning. • The city received a $70,000 grant from the NJ Department of Community Affairs for rubberized surfaces at Colonel Johnson Park. • A $104,000 NJ Clean Communities grant will be used to purchase and distribute recycling bins. • $2.5 million grant from the state will fund the first- ever water park in Passaic at Harrison and Colonel Johnson Park. • $6 million in funding received to mitigate flooding conditions at Van Houten Avenue and Benson Court. • Additional funds allocated for enhancements at Pulaski Park and Dundee Island, furthering the city’s goal of turning its downtown park into a premier destination. Judge Rhonda Catronio was promoted to Superior Court. • Encouraged residents to visit the city website for information on summer recreation programs. • Thanked the City Council, Business Administrator, and local representatives for fostering strong relationships with state and federal agencies, securing over $10 million in funding for city projects. The Council opens every public meeting for comments of the public. However, in accordance with N.J.S.A. 10:4-12 “nothing in this Act shall be construed to limit the discretion of a public body to permit, prohibit or regulate the active participation at any meeting,” Therefore, the City Council will not entertain any comments from persons who communicate obscene material, make statements which are considered bias intimidation in which any person attempts to intimidate any individual or group because of race, color, religion, handicap, sexual orientation, or ethnicity or makes personally offensive or abusive, defamatory or profane comments, comments intending to harass or speak any offensive or abusive language. The person who makes these statements will relinquish their allotted five minutes for public discussion. Shantee Sapp Shantee Sapp requested that citizens be allowed to speak before presentations at council meetings. She advocated for support in establishing a community farm, highlighting its benefits for children and sustainability. She expressed concerns about Harney Bragg Park, opposing a proposed concession stand and requesting improvements for community use, including chess activities for children. She emphasized community involvement, noting residents’ efforts to advocate for local initiatives. Arie Mack Missing no parking sign at 287 High Street, left on the lawn after PSE&G work. Double-parked cars and sidewalk parking on Benson Avenue, questioning if it is a no parking zone due to the new parking lot. Request for additional yellow curb markings at 171 Howard Avenue (near the pump) and Hampton & High Street for better parking enforcement. Page 4 of 28 Passaic City Council Minutes: June 6, 2024 Approved: September 17, 2024 PUBLIC MEETING OF THE CITY COUNCIL OF THE CITY OF PASSAIC Renee Griggs • Concern for safety of young residents, particularly in Aspen Place and Alfred Speer Village. • Incident involving her grandson being assaulted on February 22. • Request for improved police response and follow-up on investigations. • Desire for better communication between law enforcement and the community. • Appreciation for Police Chief Guzman’s efforts in engaging with local youth. • Suggested meeting between the Housing Authority and the Police Department to discuss police presence in residential areas. Joe Conoscenti Griffin & Latona Park Monument – Removed and currently stored on Main Avenue; requires cleaning, footing, and funding for reinstallation. North Pulaski Park – Questioned its abandonment and suggested restoration or conversion into a sports park. Van Houten & Passaic Avenue – Highlighted deterioration of the train trestle, lack of lighting, and overgrown vegetation around the clay tennis courts. City Fountain – Has been non-functional for years; suggested exploring funding for restoration with a recycled water pump system. CITY OF PASSAIC RESOLUTION NO. 24-06-146 RESOLUTION AWARDING CONSULTANT FOR THE PASSAIC ENTERPRISE ZONE DEVELOPMENT CORPORATION FIVE-YEAR PLAN WHEREAS, A Five Year Plan is required by the UEZA as prescribed in PL 2021, c.197 (August 17, 2021) which outlines requirements for local UEZ plans; WHEREAS, funds for the consulting services are available for this purpose and are specifically allowed in the UEZ legislation C52:27H-68 (5) b.(1) ; and WHEREAS, funds for the consulting services are available for this purpose and are specifically allowed in the UEZ legislation C52:27H-68 (5) b.(1) ; and WHEREAS, without a Five Year Plan in place, in future years, the City will not be able access the funds allocated to the City as part of the annual UEZ funding; WHEREAS, the NJ Urban Enterprise Zone Authority at their January 10, 2024 Meeting approved the request of the PEZDC made in PEZDC Resolution 23- 17 to seek proposals Page 21 of 28 Passaic City Council Minutes: June 6, 2024 Approved: September 17, 2024 PUBLIC MEETING OF THE CITY COUNCIL OF THE CITY OF PASSAIC from vendors to assist in a Five Year Plan at a cost not to exceed $125,000; and, WHEREAS, proposals for the work associated with a Five Year Plan were solicited by the City of Passaic Purchasing Division thorough a fair and open process; and WHEREAS, four responses were received to the Request For Proposals. Those firms being: H2M Associates, Inc., Parsippany, NJ CME Associates, Howell, NJ Topology NJ, LLC., Newark, NJ Mercer Planning Associates, Jersey City, NJ WHEREAS, upon review of proposals it has been determined that the proposal from Topology NJ, LLC in the amount of $99,500 with the addition of Alternate #1 in the amount of $5,000 for a total amount of $104,500 would best meet the needs of the PEZDC and is the lowest priced proposal from a qualified bidder; and. WHEREAS, the Trustees of the Passaic Enterprise Zone Development Corporation by Resolution 24-13 have selected Topology NJ, LLC in an amount not to exceed $104,500 to prepare the Five Year Plan; WHEREAS, the NJ Urban Enterprise Zone Authority requires the consent of the municipal government in the selection process; NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Passaic that the Council consents to the selection of Topology NJ, LLC in an amount not to exceed $104,500 to prepare the Five Year Plan of the Passaic Enterprise Zone Development Corporation. CITY OF PASSAIC RESOLUTION NO. 24-06-149 RESOLUTION DIRECTING A RECOMMENDATION FROM THE PASSAIC CITY PLANNING BOARD REGARDING BLOCK 2203 LOTS 3 AND 4 AS AN AREA IN NEED OF REDEVELOPMENT/ REHABILITATION (151 AND 155 BROADWAY AVENUE) WHEREAS, it has been determined by the planning officials of the City of Passaic that certain properties located at 151 and 155 Broadway Avenue (Block 2203 Lots 3 and 4) in the City of Passaic qualify as an area in need of redevelopment/rehabilitation under the conditions for determination for redevelopment/ rehabilitation in N.J.S.A. 40:12A-14; and Page 24 of 28 Passaic City Council Minutes: June 6, 2024 Approved: September 17, 2024 PUBLIC MEETING OF THE CITY COUNCIL OF THE CITY OF PASSAIC WHEREAS, those conditions are that: (1) a program of rehabilitation is expected to prevent further deterioration and promote the overall development of the community; and (2) the designation will prevent vacancy of properties; and, (3) to prevent the deterioration which would accompany any vacancy; and WHEREAS, this designation as an area in need of redevelopment/rehabilitation is not intended to confer the power of condemnation; and WHEREAS, the City of Passaic is encouraging the redevelopment/rehabilitation of the aforementioned property; and WHEREAS, a designation of an area in need of redevelopment/rehabilitation would assist the City and potential developers in the rehabilitation of the area. CITY OF PASSAIC RESOLUTION NO. 24-06-150 RESOLUTION APPOINTING GUISEPPE C. RANDAZZO AS JUDGE OF THE MUNICIPAL COURT OF THE CITY OF PASSAIC WHEREAS, Mayor Hector C.
