He announced a new parking lot near Passaic County Community College and a $10 million grant for education expansion, secured through collaboration with local and state representatives. The city’s leadership in making Juneteenth a municipal holiday was recognized, with a large community event in partnership with NAACP, UPO, and others. Infrastructure improvements included the repair of 165 potholes on streets such as Myrtle Avenue and Prospect Street, along with $600,000 secured for phase two of Bragg Park enhancements. A new Quality of Life initiative was introduced, involving Class II Special Law Enforcement Officers funded through the Urban Enterprise Zone under the leadership of Chief Luis Guzman. Updates on the Passaic River Superfund site cleanup were shared, with an upcoming EPA-led meeting. The Council opens every public meeting for comments of the public. However, in accordance with N.J.S.A. 10:4-12 “nothing in this Act shall be construed to limit the discretion of a public body to permit, prohibit or regulate the active participation at any meeting,” Therefore, the City Council will not entertain any comments from persons who communicate obscene material, make statements which are considered bias intimidation in which any person attempts to intimidate any individual or group because of race, color, religion, handicap, sexual orientation, or ethnicity or makes personally offensive or abusive, defamatory or profane comments, comments intending to harass or speak any offensive or abusive language. The person who makes these statements will relinquish their allotted five minutes for public discussion. Yosef Wolf • Why are council members allowed to attend meetings virtually while citizens cannot fully engage or participate virtually? • Can virtual participation be facilitated for citizens, particularly when delays in meetings impact their ability to provide input? • What factors contributed to the city commissioner's office budget increase—was it due to hiring additional staff or other expenses? • Is the city solely responsible for tipping costs, unlike other municipalities? • Could the current system be vulnerable to abuse, such as unauthorized dumping of garbage or construction materials? • The city spends approximately $20 million annually on employee health insurance, averaging $150,000– $200,000 per employee. Is this consistent with other municipalities in New Jersey? Joe Conoscenti • Is it legal for landlords in Passaic to charge families between $400 and $1,000 in rent despite the absence of rent control? • Where is the legal threshold for determining fair rent increases? • Can resurfacing be prioritized for Van Houten Avenue and Passaic Avenue, particularly near the old tennis court? • What measures can be taken to address overgrown trees and improve the overall aesthetics of the area? • Can lighting conditions on Passaic Avenue, especially under the train path, be improved? • Can transit authorities or available funding be utilized to address infrastructure deterioration and enhance the area’s appearance? The City of Passaic Police Department and/or other authorized municipal officials shall have the authority to have any mobile food establishment found in violation of § 149-12(A) of this Article towed and impounded. 3. The owner of the towed vehicle shall be responsible for all towing and storage fees, as well as any unpaid fines or penalties related to the unlicensed operation of the mobile food establishment. 4. If a towed vehicle remains unclaimed for more than 30 days, it may be deemed abandoned and disposed of in accordance with state law and municipal ordinances regarding abandoned vehicles. SECTION 2. All ordinances or parts of ordinances inconsistent herewith are hereby repealed to the extent of such inconsistency. SECTION 3.
