MAYOR’S UPDATE • Ongoing development of ADA ramps, bicycle lanes, and a 300-space parking deck; installation of a new traffic light at Aycrigg and Pennington; expanded parking and improved traffic flow projects. • Hosted a fire prevention open house focused on EV charger risks; opened a new police substation at 129 Passaic City Council Minutes: October 15, 2024 Approved: December 17, 2024 PUBLIC MEETING OF THE CITY COUNCIL OF THE CITY OF PASSAIC Passaic Street under Captain Burnett and Chief Luis Guzman. • Held the Youth Council’s Mental Health Awareness Walk, Canoe Mobile program, and Native American Festival; hosted Hispanic Heritage Month celebrations; conducted Italian and Polish flag-raising ceremonies. • Celebrated the Veteran Housing Program, with four apartments filled for affordable veteran housing; honored veterans at a NJ Department of Military and Veteran Affairs medal ceremony. • Expanded the Riverwalk project connecting Dundee Island Park, Pulaski Park, and South Street; transitioned Hughes Lake to "catch and keep" status following improved water conditions. • Implemented a balanced approach by providing resources while discouraging unauthorized encampments. • Promoted the Anchor Program, offering property tax relief of up to $1,750; scheduled application workshops for residents. • Conducted a successful campaign to recruit poll workers, including high school students, promoting civic engagement and offering financial benefits and potential college credits. HEARING OF CITIZENS Council President Schaer opened the public portion of the Meeting with the following statement for the record: In Accordance with the Open Public Meetings Act (N.J.S.A. 10:4-1 et seq.). The Council opens every public meeting for comments of the public. However, in accordance with N.J.S.A. 10:4-12 “nothing in this Act shall be construed to limit the discretion of a public body to permit, prohibit or regulate the active participation at any meeting,” Therefore, the City Council will not entertain any comments from persons who communicate obscene material, make statements which are considered bias intimidation in which any person attempts to intimidate any individual or group because of race, color, religion, handicap, sexual orientation, or ethnicity or makes personally offensive or abusive, defamatory or profane comments, comments intending to harass or speak any offensive or abusive language. The person who makes these statements will relinquish their allotted five minutes for public discussion. • Miroslav: Requested action to address a mattress business operating on the sidewalk and street, stricter enforcement of sidewalk obstruction rules, and suggested limiting the business’s hours. Asked about the removal of parking spaces near the business and proposed relocating it to a less residential area. Robinson: Requested stricter enforcement of no- parking rules in bus stops, especially in winter. Asked for solutions to replace the removed Fourth Street bus stop. Requested clarification on parking requirements for new apartment buildings and measures to prevent new residents from occupying nearby street parking. Suggested designating certain sections of Sixth Street as resident-only parking and called for improved downtown parking solutions. • Renee Griggs: Shared concerns about police responsiveness to incidents involving Spear Village residents and requested improved communication and engagement with the community. Asked for steps to enhance public safety and ensure residents feel supported. • Freddy Perez: Requested clearer parking regulations, improved communication tools like signage and outreach, and solutions for families with special needs children facing parking challenges. Suggested utilizing underused public spaces, like parks or church lots, for registered resident parking. • Boris John Maluta: Requested information on asbestos safety measures during nearby demolition, along with steps to prevent exposure and water contamination. Asked for traffic management plans for the area’s new 44-unit apartment building and questioned why historical homes were replaced. Requested city coordination with state and federal agencies for safety compliance. • Joe Conoscienti: Requested action to address illegal parking on Irving Place, stricter enforcement of double parking and violations near bus stops and corners on Broadway, and improved conditions on Passaic Avenue and Van Houten. Requested stronger enforcement at the Gregory and Myrtle Avenue city lot and improved use of message boards for public information. • Eric Calderon: Requested clarification on his homeowner’s insurance cancellation following the area’s reclassification as commercial and residential. Asked if the mattress business has proper insurance, questioned the financial impact on residents, and requested measures to improve visibility and prevent reckless driving near the 9th Street intersection. Saad, that this repair of the vapor recovery containment manhole was an emergency due to the immediate threat to public health; and WHEREAS, emergency purchases and contracts may be negotiated and awarded without public advertising for bids pursuant to N.J.S.A. 40A:11-6; and WHEREAS, H.A. Fernot of Fairfield, NJ was contracted to make this repair; and WHEREAS, the final cost of the repair was $ 21,800.00.
