MAYOR’S UPDATE Mayor Lora visited Bonton, New Jersey to recognize Thomas Michael Reno, former Passaic captain celebrated 100 years birthday. He served 36 years as Passaic Fire Chief. The Council opens every public meeting for comments of the public. However, in accordance with N.J.S.A. 10:4-12 “nothing in this Act shall be construed to limit the discretion of a public body to permit, prohibit or regulate the active participation at any meeting,” Therefore, the City Council will not entertain any comments from persons who communicate obscene material, make statements which are considered bias intimidation in which any person attempts to intimidate any individual or group because of race, color, religion, handicap, sexual orientation, or ethnicity or makes personally offensive or abusive, defamatory or profane comments, comments intending to harass or speak any offensive or abusive language. The person who makes these statements will relinquish their allotted five minutes for public discussion. Joe Conocenti • Requested clarification on the necessity of equipment listed in Resolution #14 (Two-Way Radio). • Asked for an update on whether 24 Broadway will be rebuilt. • Questioned the status of 781 Main Avenue, which has been vacant for ten years, and whether it will be demolished. • Expressed concern over the 6% rent control increase, suggesting it be lowered to 4% due to residents' financial hardship. Asked if board members are required to be Passaic residents. • Stated that parking enforcement officers are rarely seen on Broadway and requested increased monitoring. • Sought clarification on the maintenance and upkeep of the island on Passaic Avenue (opposite Third Ward Park). • Questioned why trees are being cut down on Passaic Avenue and whether they will be replanted. Elina Mohammad • Expressed gratitude for the opportunity given to Passaic City Schools and is very satisfied with the education system. • Appreciates the proximity of Schools 22 and 24, making drop-off and pick-up convenient. Page 3 of 25 Passaic City Council Minutes: February 20, 2025 Approved: June 17, 2025 PUBLIC MEETING OF THE CITY COUNCIL OF THE CITY OF PASSAIC • Loves that every school has a crossing guard to ensure student safety. • Is extremely happy with the quality of education and support provided by the public school system. • Reported high utility bills: $632.89 for gas and electric on one floor, and nearly $400 for the second floor. • Sought financial aid from the Passaic Weatherization Program but was only offered $90, expressing frustration over the limited support available. Page 13 of 25 Passaic City Council Minutes: February 20, 2025 Approved: June 17, 2025 PUBLIC MEETING OF THE CITY COUNCIL OF THE CITY OF PASSAIC CITY OF PASSAIC RESOLUTION NO. 25-02-052 RESOLUTION AUTHORIZING AMENDMENT OF CONTRACT FOR TESTING AND INSPECTION SERVICES FOR MUNICIPAL PARKING DECK WHEREAS, on June 18, 2024, the City Council of the City of Passaic adopted Resolution #24-06-158 (attached) approving a contract with Colliers Engineering, Woodcliff Lake, NJ for Testing and Inspection Services for Municipal Parking Deck in the amount of $74,800.00; and WHEREAS, additional environmental testing and analysis not covered in the original scope of work and unforeseen conditions including existing concrete foundations and debris encountered below grade, additional inspections were required which resulted in an increase to the original contract for an additional $84,000.00; and WHEREAS, it is necessary to amend the original contract and increase the contract amount to $158,800.00. NOW THEREFORE BE IT RESOLVED that the contract with Colliers Engineering of Woodcliff Lake, NJ shall be amended to increase the contract amount to $158,800.00. Cruise Veterans Memorial School No. 11, 390 Gregory Avenue, Passaic, New Jersey 07055 (“fairgrounds”); and WHEREAS, the amusements, concessions and rides shall be furnished by McDaniel upon the fairgrounds for the period of August 6-19, 2025 during the hours set forth in the Agreement; and WHEREAS, the City and McDaniel have set forth their intentions within the attached Agreement and mutually agree to the terms therein.
