Lora addressed concerns from parents about speeding near schools, especially on Madison Avenue by School No. 6. New stop signs and radar speed monitoring devices were installed, with additional pedestrian signage planned. The administration is also considering reducing the speed limit from 25 MPH to 15 MPH during school hours. The radar devices have already helped reduce speeding in the area. • The mayor thanked the Police Chief, Deputy Chiefs, Captains, and staff for their support in implementing traffic safety improvements. • He identified several locations where illegal dumping has been reported, including Hobart off Dayton Avenue, the dead end near Muhammad Ali School, and Oak Street between Main Avenue and Myrtle. Portable surveillance cameras are being deployed, and the city is working with the Passaic County Sheriff’s Office to obtain additional mobile units. Cameras will also be installed near Route 21 and other recurring dump sites. • The mayor provided an update on the Passaic County Commissioners’ culvert and bridge work near Passaic Avenue and McDonald Brook. Tree removals were carried out by the County and its contractors. The city was not responsible for the removals but followed up to confirm the work was necessary. All removed trees will be replaced. • Construction has begun at Passaic Stadium, with an expected completion date in mid-April. The $1.2 million project includes a new football field, practice field, dugouts, and seating upgrades. Youth activities are scheduled to resume this summer. The project was coordinated with Daniel Rodriguez, Board of Education President Judith Sanchez, Vice President Maryanne Capers, and Commissioner Arthur SoDo. • Outreach is underway to coordinate public access to the new rubberized walking and running track at Third Ward Memorial Park. The track, which will include mile markers, is expected to be completed before the end of summer and will become the city’s third public track. • The mayor announced that the Passaic Valley Water Commission resumed shut-offs on the 15th of the month. The city is working to help residents establish payment plans. Residents should contact the Commission directly. Residents are advised to run cold water at the lowest point in their home. If problems persist, they should call 973-344-4300. • The mayor acknowledged community celebrations of Holi, Purim, and St. Patrick’s Day, and extended well wishes to residents taking part. • He addressed continued illegal dumping of construction debris and materials such as concrete, drywall, tires, and televisions. Increased patrols and fines are being used to deter violators. While some incidents take place on state property, the city continues to report and clean affected areas when needed. Council Member Melo took seat on the dais at 7:30 p.m. Council Member Love took seat on the dais at 7:30 p.m. HEARING OF CITIZENS Council President Schaer opened the public portion of the Meeting with the following statement for the record: In Accordance with the Open Public Meetings Act (N.J.S.A. 10:4-1 et seq.). The Council opens every public meeting for comments of the public. However, in accordance with N.J.S.A. 10:4-12 “nothing in this Act shall be construed to limit the discretion of a public body to permit, prohibit or regulate the active participation at any meeting,” Therefore, the City Council will not entertain any comments from persons who communicate obscene material, make statements which are considered bias intimidation in which any person attempts to intimidate any individual or group because of race, color, religion, handicap, sexual orientation, or ethnicity or makes personally offensive or abusive, defamatory or profane comments, comments intending to harass or speak any offensive or abusive language. The person who makes these statements will relinquish their allotted five minutes for public discussion. Joe Conoscenti • Questioned why the mayor’s name appears 58 times on the 2025 City calendar. • Asked about the purpose and current use of the city’s messaging boards, including those purchased last year. Yosef Wolf • Shared that returning to Passaic increased his car insurance by $311 over six months for two vehicles, and estimated the impact on other residents could exceed $1 million per month. Questioned whether additional public safety investments could reduce such costs. • Congratulated the Passaic Finance Commissioner on a $10 million garbage collection contract on the agenda, and requested confirmation on whether garbage costs have decreased by 30% since 2023. • Asked about recurring change orders related to the municipal parking deck project. Inquired whether these changes are last- minute or due to unresolved budget items, and whether the City anticipates recovering the related costs through parking revenue or if it will result in ongoing six-digit annual expenses for maintenance. Rahido Brilloso • Stated he is employed by the City as a crossing guard at Liberty and Broadway. Reported that over the past three years, he has encountered multiple instances of drivers attempting to hit him with their vehicles on his way to and from work. FOR ONLINE TRAINING MODULE SOFTWARE FOR IN-SERVICE TRAINING AND MAINTENANCE - POLICE ACCREDITATION WHEREAS, the City of Passaic, Police Department wishes to enter into an agreement with Lexipol Inc, of Frisco, Texas for Online Training Module Software for In-Services Training and Maintenance - Police Accreditation; and WHEREAS, as per Local Public Contracts Law, 40A:11- 5 (Exceptions) the provision for the support or maintenance of proprietary computer software is an exception to the bidding laws; and WHEREAS, yearly training is mandatory to maintain accreditation; and WHEREAS, Lexipol, Inc. of Frisco, TX pricing is as follows: State Accreditation Maintenance $20,895.00 Online Training Module $19,674.71 WHEREAS, the term of this contract is for a one- year period commencing January 1, 2025, through December 31, 2025. CITY OF PASSAIC RESOLUTION NO. 25-03-070 RESOLUTION DESIGNATING OLD DOMINION BRUSH COMPANY AND TRIUS INC. NOW THEREFORE BE IT RESOLVED that the contract with Dinallo Construction of Wood-Ridge, NJ shall be amended to increase the contract amount to $13,581,063.41. BE IT FURTHER RESOLVED that the contract be amended to increase the total amount of this contract per resolution. Any deviation from these terms will require further analysis and could alter the amount City’s HOME investment. All documents supplied to the lender to secure the financing should be supplied to the City; • An appraisal on the property to justify the $900,000 purchase price; • A written commitment from the Sponsor committing their $970,590 in equity investment in the Subject Property; • Evidence of site plan and Zoning Board approval; • Construction bids must be received and reviewed by the City; • Successful removal of the underground storage tank and remediation of the contaminated soil by a certified environmental remediation firm; • HOME funds are to be used to cover the hard costs; and, WHEREAS, all five (5) affordable housing units will be made available to households that qualify as low- moderate families seeking affordable housing here in the City of Passaic; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Passaic hereby authorize 439 Oak Street, LLC to receive an amount not to exceed FIVE HUNDRED THOUSAND DOLLARS AND NO CENTS ($500,000.00) in HOME funds for the development and construction of five (5) affordable homeowner units, located on Block 2197.01/Lot 1 & 32, 452-454 Paulison Avenue & 439 Oak Street, Passaic, New Jersey. Page 20 of 30 Passaic City Council Minutes: March 18, 2025 Approved: August 5, 2025 PUBLIC MEETING OF THE CITY COUNCIL OF THE CITY OF PASSAIC CITY OF PASSAIC RESOLUTION NO. 25-03-075 RESOLUTION AUTHORIZING AN INTERLOCAL AGREEMENT BETWEEN THE CITY OF PASSAIC AND THE PASSAIC ENTERPRISE ZONE DEVELOPMENT CORPORATION FOR NPP YEAR FIVE GRANT MANAGEMENT SERVICES WHEREAS, the City of Passaic has received certain funding from the State of New Jersey, Department of Community Affairs, Neighborhood Preservation Program (“NPP”); and WHEREAS, there are certain deadlines imposed on the City regarding the timing of expending the grant funds; and WHEREAS, the PEZDC has pursued various projects to assist businesses within its UEZ zone in the City of Passaic, with goals of retaining and expanding business activity, increasing employment and expanding the local tax base; and WHEREAS, the City would benefit from the participation of the PEZDC to serve as a sub-grantee that shall provide grant management services for the NPP Year Five Grant; and WHEREAS, the PEZDC served as a sub-grantee for NPP Year One, Year Two, Year Three, and Year Four Grants, funded by the NPP in an effective manner; and WHEREAS, the NPP has agreed that the PEZDC may serve as a sub-grantee for the NPP Year Five Grant and that such would be in the best interest of the City and NPP; and WHEREAS, the Board of Trustees of the PEZDC adopted a resolution for the PEZDC to serve as a sub-grantee for Page 21 of 30 Passaic City Council Minutes: March 18, 2025 Approved: August 5, 2025 PUBLIC MEETING OF THE CITY COUNCIL OF THE CITY OF PASSAIC NPP Year Five Grant at its Quarterly Meeting on March 12, 2025 meeting. Affirmed that similar comments against any other group— including African-American, Latino, South Asian, or others—would also be unacceptable. • Reiterated the City’s firm stance against all forms of hate, discrimination, and intolerance.
