Council Member Schwartz took his seat on the dais at 7:02 p.m. Council Member Munk joined via Zoom at 7:05 p.m. Passaic City Council Minutes: April 1, 2025 Approved: August 5, 2025 PUBLIC MEETING OF THE CITY COUNCIL OF THE CITY OF PASSAIC MAYOR’S UPDATE • Mayor Lora thanked the Recreation Department for organizing the end-of-season ceremony for little wrestling and highlighted a local girl who became a state champion. • The city received over 21 spider trash cans from the European Union, which will be installed along Market Street and Main Avenue. The initiative is funded through state programs, Urban Enterprise Zone (UEZ) funds, and BP grants. Five of the cans will be placed specifically on Main Avenue to support cleanliness along commercial corridors. • Lights and outdoor dining parklets have been added to Market Street as part of the ongoing commercial revitalization efforts. • New parking meters featuring updated technology will be installed citywide, including on Howe Avenue, where older meters had previously been removed. The new meters are expected to improve parking turnover. • The mayor addressed continued concerns over litter and illegal dumping along Route 21, noting it is a state-owned road within city limits. He explained that the city cannot fully access the roadway without state permission. He requested that Council President Schaer, in his capacity as Assemblyman, send a letter to the state including a deadline for action. If the state does not respond, the city may document costs and seek reimbursement for cleanups. The city attorney is involved and ongoing discussions are taking place regarding state responsibility. • Increased police patrols have been deployed in the Second and Third Wards and in the downtown area. Additional officers, including retired officers funded through UEZ programs, will be assigned for summer coverage. • Mayor Lora confirmed that the Motor Vehicle Commission (MVC) will return to Passaic on April 30 to assist residents with obtaining Real ID before the federal enforcement deadline of May 7. Appointment slots will open during the week of April 23, with flyers, QR codes, and phone numbers available to the public. • Due to increased demand, the City Clerk’s Office will be offering an additional date for passport processing services. • The mayor expressed concern over the lack of response from the offices of the city’s congressional Page 2 of 27 Passaic City Council Minutes: April 1, 2025 Approved: August 5, 2025 PUBLIC MEETING OF THE CITY COUNCIL OF THE CITY OF PASSAIC representatives regarding the status of several major grant programs. He stated that without federal guidance, the city is unable to plan new programs and warned that potential cuts may affect WIC, lead mitigation, nursing, vaccination, HUD housing, and recreation services. He emphasized that the City of Passaic has never had to return unused grant funds and remains compliant with all state and federal requirements. • Inflation and rising tariffs are impacting city bids and contractor pricing. Department heads have been instructed to tailor new grant applications toward current federal priorities such as workforce housing, infrastructure, and law enforcement. The mayor noted a shift away from previously funded areas such as green infrastructure due to changing federal trends, but reaffirmed the city’s commitment to underserved populations and pursuing all eligible funding opportunities. • Mayor Lora praised Senator Cory Booker for advocating in Washington on behalf of vulnerable communities and protecting essential public services. • He concluded by reaffirming the need for the city to remain fiscally responsible, adaptable, and committed to delivering high-quality services through collaboration with all levels of government. Council Member Love stepped down from the dais at 7:36 p.m. Council Member Love returned to the dais at 7:41 p.m. MINUTES Council Meeting Minutes for January 21, 2025 and February 4, 2025 were submitted for approval. The Council opens every public meeting for comments of the public. However, in accordance with N.J.S.A. 10:4-12 “nothing in this Act shall be construed to limit the discretion of a public body to permit, prohibit or regulate the active participation at any meeting,” Therefore, the City Council will not entertain any comments from persons who communicate obscene material, make statements which are considered bias intimidation in which any person attempts to intimidate any individual or group because of race, color, religion, handicap, sexual orientation, or ethnicity or makes personally offensive or abusive, defamatory or profane comments, comments intending to harass or speak any offensive or abusive language. The person who makes these statements will relinquish their allotted five minutes for public discussion. Evelyn Reyes • Identified herself as the mother of Elijah Henry, who was shot on November 8 at Aspen Place. • Expressed concern that she has not received any updates on the investigation since the incident. • Asked why there has been no communication from authorities regarding the case. Paula Young • Stated she is a relative of Elijah Henry and described him as a good student who is now traumatized and living in fear. • Shared that the family believes Elijah has been targeted and feels neglected and uninformed about the status of the investigation. Mrs. Young (Chestnut Street resident) • Reported frequent gunfire, loud noise, and disturbances caused by clubs located near Main Avenue and Chestnut Street. • Stated that the area has become unsafe and disruptive, especially for elderly residents and families. • Requested increased police patrols and stronger enforcement in the area. Aryeh Mack • Reported ongoing problems involving dirt bike riders urinating on private property and performing stunts. • Stated that police have not responded despite multiple reports. • Requested that the city consider passing an ordinance or taking other enforcement measures to address public safety concerns. Joe Conoscenti • Described March as a violent month involving gang activity, stabbings, and increased fear among residents. • Reported that many victims are unwilling to speak out due to safety concerns. • Noted that the lights at the 41 Myrtle Avenue police substation are not operational at night. • Requested the full repaving of Chestnut Street from 360 Chestnut to Tulip Street due to deteriorated road conditions. CITY OF PASSAIC RESOLUTION NO. 25-04-083 RESOLUTION AUTHORIZING THE EXECUTION OF A PARTICIPATING PROVIDER AGREEMENT BETWEEN THE CITY OF PASSAIC DEPARTMENT OF HUMAN SERVICES AND CARELON BEHAVIORAL HEALTH WHEREAS, the City of Passaic provides certain behavioral health services to residents through its Department of Human Services; and Page 16 of 27 Passaic City Council Minutes: April 1, 2025 Approved: August 5, 2025 PUBLIC MEETING OF THE CITY COUNCIL OF THE CITY OF PASSAIC WHEREAS, Carelon Behavioral Health ("Carelon") has proposed a Participating Provider Agreement (the "Agreement") whereby the City would become a participating provider in Carelon's provider network to provide covered behavioral health services to Carelon members; and WHEREAS, participation in Carelon's provider network will increase access to behavioral health services for Passaic residents who are Carelon members and provide a source of revenue for the City's behavioral health services; and WHEREAS, the City Council has reviewed the proposed Agreement and determined that entering into the Agreement is in the best interests of the City and its residents. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Passaic, New Jersey as follows: 1. The Mayor is hereby authorized to execute the Participating Provider Agreement with Carelon Behavioral Health in substantially the form presented to the City Council, with such minor modifications as may be approved by the City Attorney. 2. Page 19 of 27 Passaic City Council Minutes: April 1, 2025 Approved: August 5, 2025 PUBLIC MEETING OF THE CITY COUNCIL OF THE CITY OF PASSAIC CITY OF PASSAIC RESOLUTION NO. 25-04-086 RESOLUTION APPOINTING JESSE SMITH AS THE DEPUTY TAX ASSESSOR FOR THE CITY OF PASSAIC WHEREAS, the City of Passaic seeks to appoint a Deputy Tax Assessor; and WHEREAS, the City desires to confirm the Mayor's appointment of Jesse Smith as Deputy Tax Assessor for the City of Passaic, with the advice and consent of the Council pursuant to N.J.S.A. 40:69A-43(b); and WHEREAS, Jesse Smith holds a valid tax assessor certificate as required by N.J.S.A. 40A:9-148.1 and is qualified in all respects to hold the position of Deputy Tax Assessor for the City of Passaic; and WHEREAS, Jesse Smith shall be appointed in accordance with the rules and regulations of the New Jersey Civil Service Commission; and WHEREAS, Jesse Smith shall commence service effective March 24, 2025, and pursuant to N.J.S.A. 40A:9-148 shall then serve a statutory four-year term beginning July 1, 2025 and ending July 1, 2029; and WHEREAS, Jesse Smith shall be paid a salary of $70,000.00 per year as Deputy Tax Assessor and follow the salary guide adopted by the City of Passaic for said title. Page 20 of 27 Passaic City Council Minutes: April 1, 2025 Approved: August 5, 2025 PUBLIC MEETING OF THE CITY COUNCIL OF THE CITY OF PASSAIC CITY OF PASSAIC RESOLUTION NO. 25-04-087 RESOLUTION AUTHORIZING 2025 INTERLOCAL SERVICES AGREEMENT WITH PASSIAC ENTREPISE ZONE DEVELOPMENT CORPORATION FOR A RECORDS SUPPORT TECHNICIAN WHEREAS, the City of Passaic maintains the position of Record Support Technician; and WHEREAS, the Passaic Enterprise Zone Development Corporation conducts programs to support economic development within the City of Passaic; and WHEREAS, The Passaic Enterprise Zone Development Corporation desires to utilize the services of the Record Support Technician; and WHEREAS, sharing the time of the Record Support Technician between both the City and the PEZDC will result in efficiencies to both organizations; and WHEREAS, the City and PEZDC have had a successful history of sharing employees in a similar manner; and WHEREAS, the PEZDC Board of Trustees in March 2025 approved Resolution 25-02 to enter into an inter-local services agreement with the City of Passaic for the services of the Record Support Technician. The City Clerk will provide the specific dates. • He stated that early voting dates will be posted on the City’s website and displayed on monitors to ensure that residents are informed about upcoming local and state primary elections. • He noted that 28 participants were viewing the council meeting live, with many more expected to view the recorded version later online. • The mayor emphasized that the council president and council members have consistently allowed the public to express concerns and criticisms, including those directed at public officials. However, he stated that hate speech of any kind must be denounced immediately. • He stressed the importance of language and the potential danger of allowing hateful speech, including anti-Semitism or discriminatory remarks, which may incite violence. He noted that Councilman Monk has worked closely with other council members to implement traffic signals, lighting, and roadway markings in the area. • He clarified that traffic enforcement applies to all communities equally, as police records indicate that tickets for speeding, traffic violations, and parking have been issued to individuals from every group. • He acknowledged that council members have worked diligently to avoid divisive language or actions that could cause tension among communities. He reiterated that government officials have a duty to maintain unity and protect all citizens. • He stated that individuals in positions of influence must exercise caution in public statements, as words have consequences. He reaffirmed the City's zero- tolerance policy toward antisemitism and all forms of discrimination. • He noted that remarks made during a recent meeting were considered antisemitic and emphasized that similar comments targeting any other group, including African- American, Latino, or South Asian communities, would also be unacceptable. • Mayor Lora reaffirmed the City’s position against hate, discrimination, and intolerance, and urged continued vigilance in preventing harmful or divisive rhetoric. • He concluded by stating that elected officials have a responsibility to protect all residents, including children and families, and thanked the council members for the opportunity to address the matter.
